Voters in Nghe An province have requested a specific roadmap for the merger of communes.

At the conference, many voters expressed their satisfaction with the activities of the provincial National Assembly delegation at the recent 7th session; they also raised many issues with the National Assembly deputies related to "hot" topics discussed in the parliamentary session.

Voter Nguyen Van Tien (Hung Xa commune) commented that the issue of child sexual abuse has been discussed extensively at the session, but the penalties are not strong enough to deter such crimes, causing public outrage. He requested that the National Assembly tighten regulations and impose stricter penalties for this type of crime.

Voter Tien also expressed concerns about the merger of communes and hamlets. Citing Hung Xa commune as an example, the voter stated that the locality had already achieved the new rural development goal, so when merged with a commune that is still in the process of building a new rural area, would the people of Hung Xa have to continue contributing? The voter believes that the merger policy in accordance with the spirit of Central Resolution 6 is correct, but a specific and clear roadmap is needed, suitable to practical conditions.

Voter Le Hao Quang (Hung Xa) reported that currently, some localities are experiencing a situation of indiscriminate licensing for sand and gravel mining, lax management, leading to rampant illegal sand mining, causing riverbank erosion and threatening the lives of local people.

Referring to the Law on Prevention and Control of Harmful Effects of Alcohol and Beer, which has been passed by the National Assembly, voters expressed strong agreement, given the increasing number of traffic accidents related to alcohol and beer use, which have very serious consequences.

Voters in Hung Nguyen district also raised many issues related to policies and benefits for people with meritorious service; promptly resolving the relocation of people to the emergency landslide relocation project area to stabilize their lives and avoid the 2019 rainy season in Hung Lam commune; granting retroactive seniority benefits according to the Law on Militia and Self-Defense Forces to commune Party secretaries appointed as political commissars since 2012; and requesting the Ministry of Finance to promptly issue guidelines on processing payment documents for state budget expenditures for socio-political organizations.

After listening to the opinions and feedback of the voters, the leaders of the Hung Nguyen District People's Committee directly explained and clarified the relevant issues.

At the conclusion of the conference, Deputy Head of the National Assembly Delegation Tran Van Mao acknowledged and further clarified the issues of concern to the voters. The opinions will be compiled by the provincial National Assembly Delegation and sent to the relevant agencies and departments.
