Regarding land issues, voter Ngo Minh Dai (Dien Hoa commune, Dien Chau district) reflected that the land consolidation and exchange in Hamlet 4, according to Directive 08 of the Provincial Party Committee, is being implemented in the "reverse" way, which is dividing agricultural land into many small portions, affecting specialization in agricultural production and causing the loss of 14% of the people's arable land. He requested that the competent authorities investigate and provide an answer to the people.
Voter Le Thi Thanh (Quang Thanh commune, Yen Thanh district) reported that the land her family bought in 2007 was given to another family in 2014; although she has submitted a petition to the Yen Thanh District People's Committee, it has not yet been resolved.
Voter Nguyen Van Tinh (Nghi Tien commune, Nghi Loc district) proposed that the State reclaim land from households in the Nghi Tien shipbuilding village that had been allocated land but did not build houses, and reallocate it to others for use, to avoid wasting land resources.

Concerned about hydropower issues, voter Vo Minh Tien (Hoa Binh town, Tuong Duong district) reflected that the compensation for the Khe Bo hydropower project from 2008 to the present has not been resolved, the full compensation for land has not been paid, and the compensation rates are too low.
Voter Nguyen Van Suu (Nghi Lien commune, Vinh City) requested the early implementation of the conversion of electricity from cooperatives to the state power company to improve power lines and enhance electricity quality, as the current power lines are in poor condition and the electricity quality is very weak.
Voter Quang Van Son (Tam Dinh commune, Tuong Duong district) requested that the Electricity sector reimburse the people for the investment in electricity infrastructure, specifically the Tam Phuc commune substation built in 1996.
The transportation sector also received many comments from voters to the Provincial People's Council. Voter Dang Van Hoa (Le Loi Ward, Vinh City) reported the flooding situation in alley 152, Truong Chinh Street, causing clogged drains and water to flood people's houses. Despite reporting it to the ward, no solution has been found.
Voter Bui Minh (Dinh Son commune, Anh Son district) stated that the section from the Chanh River junction to National Highway 7 lacks drainage ditches, causing deep flooding during the rainy season, overflowing into people's homes, affecting people's lives and frequently obstructing traffic, posing a danger to road users.
Voter Nguyen Van Son (Giang Son Dong commune, Do Luong district) reported that on Route 15 from Do Luong to Tan Ky, there is a high volume of overloaded and oversized vehicles, but there is almost no inspection by authorities; Route 48E, newly constructed, is already damaged; and the Hong Son bridge, built only two years ago, is being demolished and rebuilt, causing expense and public resentment.

Regarding investment and construction, voter Tran Cong Nguyen (Hung Hoa commune, Vinh City) proposed revoking a project that had been granted land more than 10 years ago in the commune, as this "stalled" project is currently affecting the production and daily lives of the people.
Voter Nguyen Dinh Dung (Nghi Long commune, Nghi Loc district) suggested that communes within the Southeast Economic Zone should be classified as special communes to receive support policies in the form of direct infrastructure development or a 1% allocation from taxes collected from the economic zone.
Voter Nguyen Hong Toan (residing in Vinaconex 9B apartment building, Vinh City) reported that residents have been living in the Vinaconex 9B apartment building for 4-5 years but have not yet received guidance on obtaining apartment ownership certificates. He also noted that residential management is unreasonable, fees are high, but the quality of service and the building's structure are deteriorating.
In addition to the issues mentioned above, some voters also raised and proposed many specific issues, such as monitoring and addressing environmental pollution at seafood processing plants in the Nam Cam Industrial Park; requesting the issuance of land use right certificates to citizens; resolving policies and benefits for people with meritorious service; and addressing inadequacies in private medical and pharmaceutical practice, such as the practice of practicing without professional qualifications.
