Cục Địa chất và Khoáng sản Việt Nam đề nghị xác định khối lượng đất đá đã đào tại mỏ đá ruby - saphir Châu Bình
On December 4, 2025, Nghe An Newspaper and Radio and Television published an article on Baonghean.vn titled "Unusual signs at the Chau Binh ruby-sapphire mining project". Upon receiving this information, the Vietnam Geological and Mineral Resources Department issued a document requesting the determination of the volume of earth and rock excavated at the Chau Binh ruby-sapphire mine.
On December 11, 2025, the Vietnam Geological and Mineral Resources Department issued Document No. 3558/DCKS-PCKS regarding the exploitation of ruby-sapphire mines in the Ty Hill - Khe Met area, Nghe An province, addressed to the Nghe An Department of Agriculture and Environment and Hanoi Gemstone and Gold Joint Stock Company.
Here, the Vietnam Department of Geology and Minerals informed that it had received reports from the media regarding ruby and sapphire mining activities in the Ty Hill - Khe Met area, Chau Binh commune, Nghe An province.
To fulfill its function of state management over minerals, the Vietnam Department of Geology and Minerals requires Hanoi Gemstone and Gold Joint Stock Company to seriously implement Administrative Sanction Decision No. 54/QD-XPHC dated June 16, 2025, of the People's Committee of Nghe An province and promptly rectify the shortcomings and violations mentioned in the Inspection Report dated April 18, 2025, of the Inter-agency Task Force under Decision No. 133/QD-SNNMT dated April 17, 2025, of the Director of the Department of Natural Resources and Environment of Nghe An province (formerly) and other relevant documents (if any).
Regarding mining in Area 1, specifically in section I, but without the licensed mineral output, Hanoi Gemstone and Gold Joint Stock Company is requested to review and compile all relevant geological and technical documents; prepare a current status map and cross-section drawing of the mining area up to the present time, clearly showing the boundaries of the mining pit, the basement line, and updated geological information as required.
At the same time, please provide copies of the Register of Raw Mineral Volume and the Register of Mineral Content to the Vietnam Geological and Mineral Resources Department and the Nghe An Department of Agriculture and Environment before February 1, 2026 for review.
Hanoi Gemstone and Gold Joint Stock Company is fully responsible before the law for the accuracy of the reported data. If any fraudulent activity in declaring production volume to evade financial obligations is detected, the Vietnam Geological and Mineral Resources Department will recommend that the competent authority handle it according to regulations.
Cục Địa chất và Khoáng sản Việt Nam đề nghị Sở Nông nghiệp và Môi trường Nghệ An phối hợp với các cơ quan chức năng, địa phương tổ chức kiểm tra thực địa tại mỏ đồi Tỷ - khe Mét. Sử dụng các phương pháp đo đạc thực tế để xác định khối lượng đất đá đã đào (dựa trên kích thước moong khai thác sâu 60m như báo cáo) và đối chiếu với dữ liệu từ trạm cân, camera giám sát mà đơn vị đã lắp đặt theo quy định tại Khoản 4, Điều 59, Nghị định số 193/2025/NĐ-CP.
Đôn đốc Công ty khắc phục triệt để các tồn tại, vi phạm đã được nêu tại Biên bản kiểm tra ngày 18/4/2025 của Tổ công tác liên ngành theo Quyết định số 133/QĐ-SNNMT và các văn bản liên quan khác (nếu có).
Đáng lưu ý, tại Văn bản số 3558/ĐCKS-PCKS ngày 11/12/2025, Cục Địa chất và Khoáng sản Việt Nam còn có thêm đề nghị: “Khi cần thiết, đề nghị sở yêu cầu Công ty giữ nguyên hiện trạng các khu vực có dấu hiệu sai lệch địa chất để phục vụ đối chứng, làm rõ việc khai thác vào thân khoáng đã được phê duyệt nhưng không có khoáng sản”.
