The Vietnam Department of Geology and Minerals has requested the determination of the volume of earth and rock excavated at the Chau Binh ruby-sapphire quarry.

On December 4, 2025, Nghe An Newspaper and Radio and Television published an article on Baonghean.vn titled "Unusual signs at the Chau Binh ruby-sapphire mining project". Upon receiving this information, the Vietnam Geological and Mineral Resources Department issued a document requesting the determination of the volume of earth and rock excavated at the Chau Binh ruby-sapphire mine.

On December 11, 2025, the Vietnam Geological and Mineral Resources Department issued Document No. 3558/DCKS-PCKS regarding the exploitation of ruby-sapphire mines in the Ty Hill - Khe Met area, Nghe An province, addressed to the Nghe An Department of Agriculture and Environment and Hanoi Gemstone and Gold Joint Stock Company.

Here, the Vietnam Department of Geology and Minerals informed that it had received reports from the media regarding ruby ​​and sapphire mining activities in the Ty Hill - Khe Met area, Chau Binh commune, Nghe An province.

To fulfill its function of state management over minerals, the Vietnam Department of Geology and Minerals requires Hanoi Gemstone and Gold Joint Stock Company to seriously implement Administrative Sanction Decision No. 54/QD-XPHC dated June 16, 2025, of the People's Committee of Nghe An province and promptly rectify the shortcomings and violations mentioned in the Inspection Report dated April 18, 2025, of the Inter-agency Task Force under Decision No. 133/QD-SNNMT dated April 17, 2025, of the Director of the Department of Natural Resources and Environment of Nghe An province (formerly) and other relevant documents (if any).

Regarding mining in Area 1, specifically in section I, but without the licensed mineral output, Hanoi Gemstone and Gold Joint Stock Company is requested to review and compile all relevant geological and technical documents; prepare a current status map and cross-section drawing of the mining area up to the present time, clearly showing the boundaries of the mining pit, the basement line, and updated geological information as required.

At the same time, please provide copies of the Register of Raw Mineral Volume and the Register of Mineral Content to the Vietnam Geological and Mineral Resources Department and the Nghe An Department of Agriculture and Environment before February 1, 2026 for review.

Hanoi Gemstone and Gold Joint Stock Company is fully responsible before the law for the accuracy of the reported data. If any fraudulent activity in declaring production volume to evade financial obligations is detected, the Vietnam Geological and Mineral Resources Department will recommend that the competent authority handle it according to regulations.

The Vietnam Geological and Mineral Resources Department requests the Nghe An Department of Agriculture and Environment to coordinate with relevant agencies and localities to conduct a field inspection at the Ty-Khe Met hill mine. Using actual measurement methods, determine the volume of excavated earth and rock (based on the reported 60m deep mining pit dimensions) and compare it with data from the weighing station and surveillance cameras installed by the unit, as stipulated in Clause 4, Article 59, Decree No. 193/2025/ND-CP.

Urge the company to thoroughly rectify the shortcomings and violations noted in the inspection report dated April 18, 2025, of the inter-agency task force under Decision No. 133/QD-SNNMT and other relevant documents (if any).

Notably, in Document No. 3558/DCKS-PCKS dated December 11, 2025, the Vietnam Geological and Mineral Resources Department also made the following request: "When necessary, the Department requests the Company to maintain the current status of areas showing signs of geological discrepancies to serve as a reference point for clarifying the exploitation of the approved mineral body that did not contain any minerals."
