Nghe An Tax Department: Many solutions to complete the 2017 budget revenue target.

(Baonghean.vn) - On December 21st, the Nghe An Tax Department held a conference to summarize the 2016 budget revenue collection work and discuss solutions for implementing tasks in 2017.

Attending the conference were Comrade Le Xuan Dai - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee, representatives from the General Department of Taxation, and leaders of various departments, divisions, and sub-departments.

In 2016, the Nghe An Provincial Tax Department was assigned a budget revenue collection target of 8,144 billion VND by the Ministry of Finance and 8,994 billion VND by the Provincial People's Council. With many decisive measures in management and direction, the domestic revenue for 2016 was estimated at 9,600 billion VND, equivalent to 118% of the statutory budget estimate, 107% of the Provincial People's Council budget estimate, and 125% compared to the same period last year.

Of that amount, domestic revenue (excluding land use fees) reached 7,700 billion VND, equivalent to 103% of the statutory budget estimate and 103% of the People's Council budget estimate, and an increase of 16% compared to 2015.

Many revenue items exceeded the projected targets, such as: Revenue from local state-owned enterprises is expected to reach VND 127 billion, equivalent to 102% of the projected target and 98% compared to the same period last year; Revenue from foreign-invested enterprises is estimated at VND 298 billion, an increase of 19% compared to the same period last year; Revenue from non-state-owned industry, commerce and services is VND 3,833 billion, an increase of 11% compared to the same period last year; Revenue from land use fees is expected to reach VND 1,900 billion, an increase of 85% compared to the same period in 2016...

According to the emulation targets, the Office of the Department and all 21/21 Tax Sub-departments completed the budget allocated by the Provincial People's Council. Many Tax Sub-departments saw significant increases compared to the same period last year, such as Hoang Mai, Hung Nguyen, Vinh, Nghi Loc, Quynh Luu, Nghia Dan, etc.

In 2016, the Nghe An Tax Department ranked first in the Vietnam ICT Index (Information and Communication Technology Index) by eFinance magazine - the Department of Information Technology and Financial Statistics (Ministry of Finance). The Department also had 62 initiatives recognized by the Tax Department's Innovation Council. The department also performed well in tax audits, inspections, and debt recovery.

At the conference, leaders of various sub-departments, departments, and divisions presented papers on experiences in tax management, inspection, and auditing, as well as solutions to achieve the 2017 budget revenue target.

Mr. Tran Dinh Khoi, Head of the Internal Audit Department of the Tax Department, presented a paper on the issue of internal auditing.

The conference agreed on several solutions to complete the budget revenue collection plan from the very first day and month of the year, such as:

Continue to vigorously promote and support taxpayers using modern methods, ensuring diverse forms and content. Strengthen tax inspection and auditing work, striving to complete the inspection and auditing plan assigned by the General Department of Taxation.

Strengthen the enforcement and collection of tax debts in accordance with the procedures and regulations stipulated by law. Continue the pilot project to expand the delegation of tax collection authority for individual business owners paying taxes under the lump-sum method, as directed by the General Department of Taxation. Promptly resolve any difficulties and obstacles faced by taxpayers...

Speaking at the conference, Vice Chairman of the Provincial People's Committee Le Xuan Dai commended the staff of the Nghe An tax department for their outstanding performance in revenue collection and their contribution to achieving the province's socio-economic targets in 2016.

The comrade expressed his wish that even though there are only a few days left until the end of the year, the entire sector would continue to strive to achieve the highest possible level of budget revenue collection. According to the Vice Chairman, last year saw revenue shortfalls from gasoline, beer, and the impact of the environmental incident in Central Vietnam... but the collective of the sector demonstrated unity, effort, and creativity in tax management.

Entering 2017, we hope the entire tax sector will closely adhere to the targets set by the General Department of Taxation and the Provincial People's Council to decisively direct budget revenue collection from the very first days and months of 2017. At the same time, we will continue administrative reforms and remove obstacles for businesses. We will proactively review and assess the situation to advise and propose solutions to the Provincial People's Committee regarding mechanisms, policies, and administrative procedure reforms in tax work.
