(Baonghean.vn) - In 2023, overcoming many difficulties and challenges, the Nghe An Tax and Customs Department successfully completed its tasks in budget revenue collection. One of the highlights was the department's active implementation of tax administration reforms and research into effective applications in tax management.

In implementing the Ministry of Finance's administrative reform policy, the 7 administrative reform tasks for tax administration as stipulated by the General Department of Taxation in 2023, and the administrative reform program of Nghe An province, the Nghe An Tax Department regularly directs, instructs, and urges its departments and tax branches to effectively implement the contents of administrative reform work, considering this a crucial and ongoing task.

The Nghe An Tax Department has fully and promptly developed and implemented plans and documents on administrative reform; promoted the implementation of electronic invoices; and implemented...electronic invoiceThe system was initiated using point-of-sale systems for businesses, households, and individuals paying taxes using the declaration method. Through numerous vigorous implementations in localities with the participation of organizations and associations, the 2023 target was achieved at 131%.

The Tax Department has also implemented the Electronic Alcohol and Tobacco Stamp Management application to serve the management of printing and issuing electronic stamps to organizations and individuals for use, and to transmit electronic stamp data from organizations and individuals using electronic stamps to the electronic stamp management system. At the same time, it synchronizes management processes and software to serve tax management, meeting the requirements of tax reform and modernization, and the digital transformation process of the Tax sector in particular and the Finance sector in general, as required by the Government.

The Electronic Stamp Management Application for Alcohol and Tobacco Stamps, aimed at managing the printing and distribution of electronic stamps to organizations and individuals, and transmitting electronic stamp data from organizations and individuals to the electronic stamp management system, is a new initiative of the General Department of Taxation being implemented in all 63 provinces and cities. In phase 1, provincial tax authorities imported the list of stamps, entered contracts for electronic stamps for alcohol and tobacco produced for domestic consumption; and imported electronic stamps for alcohol and tobacco produced for domestic consumption from printing companies to the General Department of Taxation's warehouse.

Issuing electronic tax stamps for domestically produced alcoholic beverages and tobacco products for tax authorities; receiving and processing registration/change of information for the use of electronic tax stamps and requests to purchase stamps on the electronic tax stamp management system; selling electronic tax stamps to organizations and individuals…

This management software meets the requirements for receiving and processing registration/information change forms for the use of electronic tax stamps (Form 01/TEM), applications for purchasing electronic tax stamps for domestically produced and consumed alcoholic beverages and tobacco products (Form 03/TEM), and summary tables of electronic tax stamp data submitted to the tax authorities (Form 07/TEM). All information regarding the management of electronic tax stamps will be aggregated in the General Department of Taxation's common data system to serve general management as well as operational guidance from the General Department to local authorities, thus effectively managing this sector.

Deployment of risk monitoring tools by the Nghe An Tax Department.

In 2023, the Nghe An Provincial Tax Department was highly praised for developing and perfecting the Risk Monitoring Tool (RFT) at the Provincial Tax Department and its branches. This is a groundbreaking application of the Nghe An Provincial Tax Department, one of 19 tools selected by the General Department of Taxation from over 80 IT tools and applications of tax departments nationwide for introduction and implementation across the country. The application was developed and implemented based on practical management requirements, with a scale to accommodate many users and no limit on the number of users accessing it. The application updates and manages information to assess the risk level of taxpayers;

Update the results of surveys and initial risk assessments for taxpayers in the registration and use of electronic invoices; Update and monitor information on handling risky invoices transferred from other tax authorities. Simultaneously, clearly define the responsibilities of each department and tax official in handling businesses with invoice-related risks; Assign monitoring of the results of tax declaration and payment enforcement for itinerant construction contractors from outside the province (projects not using state budget funds).

The Nghe An Tax Department is also continuing to deploy the eTax Mobile application for mobile devices to implement Decision No. 1874 of the Ministry of Finance on the Ministry of Finance's action plan. This includes promoting the connection of data and the electronic transfer of documents between tax branches and land registration offices, maximizing convenience for citizens when carrying out administrative procedures related to land, and minimizing the time required to process these procedures.

Regarding import and export taxes, the Customs agency has successfully developed and implemented the Plans for administrative reform and customs modernization in 2023 and the Digital Transformation Plan until 2025, with a vision to 2030. It has effectively operated industry programs, ensuring that 100% of customs procedures for import and export goods are carried out through the VNACSS/VCIS system (automated customs clearance system and national single window mechanism) and via online public services.

Nghe An Customs has expanded the implementation of customs tax and fee payments through the Electronic Tax Payment and 24/7 Customs Clearance System. It has also intensified the implementation of the Coordination Regulations with the Post Office in receiving and returning administrative procedure results. The Customs-Business Partnership has been well-developed. The one-stop mechanism for receiving and returning administrative procedure results has been implemented, ensuring 100% of dossiers are processed within the stipulated timeframe, and 100% of tasks according to the 2023 administrative reform plan have been completed.

In 2023, Nghe An's budget revenue reached VND 21,259 billion/VND 15,836 billion, achieving 134.24% of the plan. Of this: Domestic revenue: VND 19,981 billion/VND 14,586 billion, achieving 136.99% of the plan; Import and export tax revenue: VND 1,278 billion/VND 1,250 billion, achieving 102.24% of the plan.
