Strengthening the political system in the special region of Nam Dan.
(Baonghean) - Over the years, Nam Dan district has implemented many solutions to improve and strengthen the political system in this special region, paying particular attention to the quality and effectiveness of the activities of the Party committee, government, and mass organizations.

Nam Loc is a mountainous commune located in the southern part of Nam Dan district, with a population of 6,165 people, of whom over 93% are Catholic. The population is distributed across 10 hamlets and one area, Tan Lam. The Party Committee has 13 branches with 142 members, including 10 rural branches.
For many years, the commune's Party Committee has been recognized as a strong and exemplary organization, achieving the title of outstanding strong and exemplary organization in 2016; the government has been assessed as having successfully completed its tasks; and the Fatherland Front and its member organizations have consistently been rated as excellent.
In this context, Party members are active, exemplary, and leading figures in various activities; the staff and civil servants are competent, qualified, and highly responsible (100% of civil servants meet the required standards, with 80% holding university degrees). The work of receiving citizens, resolving complaints and denunciations, and mediation is given due attention and carried out effectively.
This has fostered trust and support among the people in implementing the policies and resolutions of the Party Committee and government, especially in the new rural development movement. Over the past five years, the locality has mobilized a total of 219.1 billion VND to build infrastructure (electricity, roads, schools, health stations) serving the new rural development program. Of this amount, the people contributed 175.6 billion VND, accounting for over 80%, with over 400 households voluntarily handing over land, donating land, dismantling structures, and contributing tens of thousands of man-days to build transportation and irrigation projects.
"Thanks to promoting democracy, mobilizing the people's strength, leveraging internal resources, and promoting external resources, in 2016, the commune successfully completed the new rural development program," said Mr. Hoang Manh Hung, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Nam Loc commune, with enthusiasm.
Over the years, the Party Committee and government of Nam Dan district have paid great attention to consolidating the political system in special areas through concrete actions. First and foremost, they have focused on strengthening the Party branches under the grassroots Party committees in special areas by increasing the number of commune officials and civil servants participating in activities at Party branches with few members, and issuing projects and guidelines to improve the quality of Party branch activities, such as: Project No. 03 - DA/HU on improving the quality of management and assignment of tasks to Party members in block and hamlet Party branches; and Guideline 09 on the content of Party branch activities in special areas...
To date, 185 out of 187 hamlets and blocks in special areas have Party branches, with one branch combining activities (comprising 3 hamlets in Van Dien commune). The quality of activities in these special areas has improved significantly (the number of branches achieving the "Strong and Excellent" rating is increasing, and there are no weak branches), with the percentage of Party members participating in activities reaching 80% or higher.

Furthermore, based on the "Improving the Quality of Governance and Operation of Local Government" project issued by the Standing Committee of the District Party Committee, the Party Committees of communes and towns in special areas have implemented programs and plans that are appropriate and closely aligned with the local situation. The People's Councils of all 13 communes and towns in special areas have maintained regular meetings as stipulated by law; and have effectively maintained and implemented the "one-stop" service for receiving and delivering results.
The Vietnam Fatherland Front and other socio-political organizations are constantly innovating in terms of content and methods of operation, attracting an increasing number of members to their organizations.
Several models have been effectively implemented, such as the "building strong and comprehensive regional women's organizations" model in Nam Loc commune by the District Women's Union, and the model of all citizens protecting national security in Hong Long commune... In some communes such as Nam Hung, Nam Nghia, Van Dien, Nam Loc, the town, Xuan Hoa, Hong Long, Khanh Son..., the membership rate of some mass organizations has reached over 90%, contributing to building a strong political system and creating a source for developing new Party members.
Comrade Nguyen Xuan Dung, Deputy Head of the Nam Dan District Party Committee's Organization Department, stated: In addition to the above solutions, one of the key areas of focus for Party committees at all levels is the planning, training, and development of cadres in special-regions. Generally, in recent years, cadres and Party members in special-regions have received attention and training from Party committees and authorities in professional skills, expertise, and political theory.

In addition, the District Party Committee, the People's Committee, the Fatherland Front Committee of the district and local authorities regularly pay attention to and care for the socio-economic development and improvement of the material and spiritual lives of people in special areas. 100% of the hamlets have had their infrastructure improved, roads built, and diverse industries developed.
21 out of 41 preschools, primary schools, and secondary schools in 13 communes and towns in the special-region area have been recognized as national standard schools, including 3 schools that met national standards in phase 2; 10 out of 13 communes in the special-region area have been recognized as national standard communes in healthcare according to the new rural development standards.
To date, 147 out of 187 hamlets have been recognized as cultural hamlets (achieving a rate of 74.5%, compared to the district average of 76.56%); the rate of cultural families and cultural hamlets/blocks has reached 84.6% (the district average is 85.0%).
However, currently, the work of developing new party members in the special areas of Nam Dan district still faces some difficulties. There is one combined party branch (in Van Dien commune); four party branches need to strengthen their membership to ensure leadership, including one branch that needs to recruit members from other areas to meet the required number for establishment (in Nam Loc commune). In addition, the leadership capacity and fighting strength of some party branches are still limited...
To further strengthen and improve the quality of the political system in this special region, especially to effectively implement Project 01/DA-TU dated August 10, 2016, on "Building Party branches and developing Party members in hamlets and villages at risk of no longer having Party branches in the period 2012-2020," the Standing Committee of the Nam Dan District Party Committee aims to effectively promote the role of Party members who are officials and civil servants at the commune and town levels in participating in activities at residential hamlet Party branches, striving to eliminate all merged Party branches by 2020 and eradicate hamlets and villages at risk of no longer having Party branches.
Regarding the work of developing Party membership, Comrade Nguyen Xuan Dung - Deputy Head of the Organization Department of the Nam Dan District Party Committee, said: “In the face of general difficulties, grassroots Party organizations in the district must proactively seek out and identify potential candidates to nurture, educate, and guide, ensuring the continuity and development of the Party organization. In addition, focus on improving the quality of Party branch meetings, promptly consolidating mass organizations in areas that are still weak to promote emulation movements at the grassroots level, aiming to gather and attract the masses, especially young people, to participate, creating a source of cadres for villages and hamlets in special areas.”
