Former Director of Hanoi CDC sentenced to 10 years in prison

This afternoon, June 24, the High People's Court in Hanoi rejected the appeal for a reduced sentence of Mr. Nguyen Nhat Cam - former Director of the Hanoi Center for Disease Control (CDC Hanoi).

Mr. Cam was sentenced to 10 years in prison for violating bidding regulations causing serious consequences.

The appellate court also rejected the petitions for sentence reduction of the defendants: Nguyen Vu Ha Thanh (former Head of the Finance and Accounting Department of Hanoi CDC), Nguyen Thi Kim Dung (former Head of the Administrative Organization Department of Hanoi CDC), Nguyen Ngoc Quynh (former Head of the Business Planning Department of Hanoi CDC); Dao The Vinh (former Director of MST Company) and Nguyen Tran Duy (former General Director of Nhan Thanh Valuation and Auction Joint Stock Company).

Accordingly, defendants Thanh and Vinh received 6 years and 6 months in prison; Dung and Duy received 6 years in prison; Quynh received 5 years in prison.

The appellate court held that the defendants' actions were dangerous to society and affected the reputation of state agencies.

While the Government and State focus on human and material resourcesCOVID-19 prevention, the defendants violated the law for material gain.

The court of first instance did not apply the aggravating circumstance of taking advantage of the epidemic situation to benefit the defendants. The defendants were also given full circumstances to partially reduce their sentences.

The Court of Appeal acknowledged the opinions and requests of many organizations, individuals, and scientists who submitted petitions for consideration of leniency for the defendants.

According to the appellate court, the defendants' actions violated the regulations on bid designation, did not properly perform their responsibilities; made a bid designation plan without price appraisal results... therefore, there is no basis to consider the defendants' appeal.

The court of first instance's trial and sentencing of the defendants on charges and terms were in accordance with the law and not unjust.

Defendant Nguyen Nhat Cam was found to have taken advantage of the situation, for personal gain, to agree and set the price of package number 15 at more than 9 billion VND. The defendant directly carried out the act as the mastermind.

Previously, given the right to have the last word, the former Director of CDC Hanoi expressed his sorrow because CDC Hanoi officials were qualified, capable in their work, and had made great contributions, but because of limited awareness, they made mistakes.

“The defendant is extremely heartbroken because these officers could have completely contributed to the fight against the epidemic.

I hope the court will consider the entire context and consider the circumstances to reduce the sentence for the defendant and his colleagues, so that the defendants can return soon and continue to contribute to the Preventive Medicine sector, to society, and to the community," defendant Cam said in his final words./.
