July 15, 2023,According to the Quỳnh Lưu District Police: due to needing to borrow money for business, Nguyễn Văn Được (born in 1986), residing in Nghĩa Khánh commune, Nghĩa Đàn district, mortgaged his personal property, a car, to BIDV Bank. During the mortgage process, Được handed over the car's registration certificate to the bank. However, due to business losses, Được conceived the idea of buying fake car documents to mortgage the aforementioned car and repay his debts.
