Although essentially completed, the Nam Vinh Bus Station remains...'lying idle'!
Although largely completed, the Nam Vinh Bus Station, located next to the Vinh bypass road, is still not operational.
The Nam Vinh Bus Station construction project is invested by Nghe An Bus Station Joint Stock Company, with a scale of a type 1 bus station and a construction area of 100,000 m².2The project has a capacity of 500 departures per day and serves 15,000 passengers; the total investment is 250 billion VND. The project is being implemented in the south of Vinh city, near Ben Thuy 2 bridge and next to National Highway 1 Vinh bypass.

According to the plan, the project was to be implemented from May 2009 and was expected to be completed in July 2011. However, after a long period, it wasn't until 2020 that the Nam Vinh Bus Station began construction, covering an area of 46,200 square meters.2Of which, phase 1 involves the construction of a bus station with an area of 19,000m².2With a total investment of 32 billion VND, by March 2023, this bus station had completed all necessary facilities and was ready to operate immediately when passenger transport at Vinh Market Bus Station was forced to cease on April 30, 2023.

However, although most of the construction work for the Nam Vinh Bus Station has been completed, it cannot yet be put into operation because it has not yet been connected to the Vinh bypass section of National Highway 1.
According to our findings, on November 27, 2023, the People's Committee of Nghe An province issued Decision No. 3863/QD-UBND approving the connection point of the branch road to the national highway in the province. Accordingly, based on the proposal of the Department of Transport and relevant regulations, the People's Committee of Nghe An province approved the connection point of the branch road from Nam Vinh Bus Station to National Highway 1 (Vinh bypass) at Km22+900 (right side).

The People's Committee of Nghe An province has also assigned Nghe An Bus Station Joint Stock Company as the investor and user of the interchange, based on the relevant legal documents of the project, to clear sufficient land for the interchange design, select a consulting and design unit with sufficient capacity to ensure design according to current design standards (arrangement of acceleration and deceleration lanes, traffic signs, lane markings, traffic islands, etc.), to ensure traffic safety during the operation and use of the interchange. At the same time, the company must organize the regular management and maintenance of the interchange and bear full responsibility for traffic safety at this interchange.

Shortly afterwards, the Nghe An Bus Station Joint Stock Company was also granted permission by Road Management Area 2 to commence construction of the connection point in the aforementioned area. However, to this day, this large-scale bus station remains... unfinished.
From our observations, several structures at this bus station have been completed, including the main administrative building, parking area, perimeter fence, and entrances and exits. However, the main gate is currently sealed with corrugated iron because the bus station has not yet been officially opened for operation.

According to a representative of Nghe An Bus Station Joint Stock Company, the reason why the Nam Vinh Bus Station, despite being basically completed, has not yet been able to operate is due to some remaining obstacles related to the construction of the connection point. Specifically, this is at the location where the left-turn lane from the bus station onto National Highway 1, the Vinh bypass, is being built.
It is clear that bringing the South Vinh Bus Station into operation soon is an urgent need, aiming to divert inter-provincial and intra-provincial passenger bus routes, contributing to reducing traffic congestion in the central area of Vinh City. This is especially important since passenger transport operations at Vinh Market Bus Station have been suspended for over a year. Passenger transport routes from Vinh Market Bus Station have previously had to be relocated to bus stations in the outskirts of Vinh City and Hung Nguyen District, which are further away, causing considerable difficulties for transport companies.
