The Central Inspection Committee's announcement of violations by Da Nang Party Secretary Nguyen Xuan Anh also needs to be taken seriously to highlight the loopholes and shortcomings in personnel management, which allow unqualified officials to enter the Central Committee and Party committees.

Speaking to VietNamNet before the Central Inspection Committee's conclusion on the violations of Da Nang Party Secretary Nguyen Xuan Anh, Associate Professor Dr. Nguyen Trong Phuc, former Director of the Institute of Party History, Ho Chi Minh National Political Academy, said: "This is a positive sign in tightening Party discipline in accordance with the spirit of Resolution 4 of the 12th Central Committee."

According to Mr. Phuc, the Da Nang Party Secretary's use of qualifications that did not comply with regulations demonstrates a lack of honesty. This was a shortcoming of Mr. Xuan Anh himself before joining the Central Committee.

Later, upon assuming leadership positions, they exhibited self-serving behavior, using their power and authority to acquire houses, land, and cars, and then colluding with businesses in this way, which constitutes a shady practice of group interests.

Therefore, it can be said that he used his power and position for personal gain, demonstrating abuse of power for his own benefit.

Both of these violations are equally significant. However, we must also acknowledge the shortcomings in personnel management.

When evaluating, selecting, planning, training, and nurturing cadres for the Central Committee, Party committees must also be rigorous to identify shortcomings, deficiencies, and loopholes in personnel work that allow unqualified cadres to enter the Central Committee and Party committees.

Mr. Phuc argued that, in order to learn lessons in personnel work as well as in the supervision of cadres and Party members today, it is necessary to seriously learn from experience in future personnel work, especially in evaluating cadres accurately, selecting the right people with virtue and talent to bring into the Party and government apparatus at all levels, including the Central Committee.

The prerequisite is the self-cultivation and training of cadres and Party members. Secondly, it is necessary to select cadres who have practical experience, have been trained, and have received fundamental education and training.

Once power has been delegated, it must be strictly monitored and controlled, as the General Secretary called it, controlling power.

When power is not properly controlled and tasks are entrusted to someone, especially a young person, it can easily lead to arrogance, self-importance, and complacency, as the General Secretary once said, "in the locality, they are like little kings," self-delusion, and thus lead to such mistakes.

Mr. Ho Duy Diem, former Vice Chairman of the Da Nang City Planning Association: "Compared to Quang Nam, we are far behind."

The 2015-2020 term of Party Secretary Nguyen Xuan Anh and Chairman Huynh Duc Tho has been over for two years.

Since assuming the position of Party Secretary of the City, Mr. Nguyen Xuan Anh has not made much of an impression or demonstrated his capabilities despite having had many opportunities to do so. For example, the Son Tra case, which attracted the attention of the entire city, was an opportunity for the Party Secretary to show his worth, but he played no role in it.

Da Nang has not achieved anything outstanding compared to other provinces, and is even lagging behind. The Politburo's resolution emphasized that Da Nang should be the leading engine and development center of Central Vietnam and the Central Highlands, but now the city is lagging behind other provinces. For example, compared to Quang Nam, which was once a poor province, they have surpassed Da Nang in attracting investment.

Mr. Tran Van Linh, former representative of the Da Nang City People's Council and former Chairman of the Da Nang City Fisheries Association: "Internal disunity."

The violations pointed out by the Central Inspection Committee, especially the lack of internal unity, are primarily the responsibility of the City Party Secretary.

The Central Inspection Committee intervened very promptly, preventing the mistakes from becoming too serious. We also hope that the Central Committee will make appropriate adjustments to ensure that Da Nang's leadership is more united and effective.

Whoever is at fault will bear the consequences, and there will be a review and disciplinary action.
