Members of the People's Council discussed many "hot" issues in the education sector.
(Baonghean.vn) - Whether or not to continue teaching according to the VNEN model, the shortcomings in collecting socialized education fees in schools, and solutions to the problem of surplus teachers were issues that attracted attention and sparked lively discussions among provincial People's Council delegates in Group 2 during the group discussion session on the afternoon of December 14th.

Attending the discussion session in Group 2 were delegates of the Provincial People's Council from the Vinh City and Hung Nguyen constituencies. Also present were representatives from provincial departments and agencies.

Delegate Pham Thi Hong Toan - Member of the Provincial Party Committee, Editor-in-Chief of Nghe An Newspaper, expressed: Regarding teaching according to the VNEN model, recently the Minister of Education and Training has stated that depending on the conditions and situation of each locality, province, district, school, and even class, it may be stopped, especially not expanded. Across the country, localities such as Vung Tau, Bac Giang, and Ha Tinh have stopped this model.
"According to the survey results, the number of teachers qualified to teach under the VNEN program is very small. The qualifications, capabilities, and workforce of teachers to teach under the VNEN program are not yet ready, while the infrastructure is also inadequate. Especially since VNEN is being applied on a large scale in mountainous areas where children are not yet fluent in Vietnamese, this shows that the application of this model still has many shortcomings," emphasized delegate Pham Thi Hong Toan.

Regarding the issue of social mobilization in schools, Mr. Hoang Minh Quan, Head of the Public Asset Price Management Department of the Nghe An Department of Finance, suggested: "Social mobilization takes many forms. I think that to effectively manage this revenue, the People's Council at the commune level should be responsible for setting specific collection rates to ensure suitability for each locality; this will prevent arbitrary spending by principals and strengthen the supervision of revenue and expenditure by local authorities and state management agencies over schools."
Also at the discussion session, in response to voters' concerns about the inadequacies in paying social welfare benefits through the post office, Mr. Nguyen Dang Duong - Deputy Director of the Department of Labor, Invalids and Social Affairs - affirmed: This is a progressive service that advanced countries around the world have been applying for a long time. In our country, in 2013, the Government issued Decree 136 and Circular 29 of the Inter-ministerial Committee guiding the implementation of Government Decree 136 on the payment of benefits through the post office.
Mr. Nguyen Dang Duong stated that payment via postal service demonstrates professionalism and objectivity, minimizing the possibility of corruption.
Regarding the decision by the Ministry of Labor, Invalids and Social Affairs to cut benefits for 90 war invalids, Mr. Nguyen Dang Duong stated: These 90 files were verified by the Provincial Military Command, and the Department of Labor, Invalids and Social Affairs only based its decision on the files and carried out the final step of paying benefits to the beneficiaries.

In addition, delegates also discussed the need for solutions to address tax arrears, strictly handle stalled projects and projects with delayed progress that affect the socio-economic development of the province. Delegate Nguyen Van Lu - Standing Deputy Secretary of the Vinh City Party Committee - stated that currently, Vinh City has approximately 200 billion VND in outstanding taxes. He requested that the province provide solutions to support the city in collecting these debts.
Regarding delayed projects, delegate Nguyen Van Lu stated that Vinh City has two typical BT (Build-Transfer) projects: the Ly Thuong Kiet Road project and the Hung Phuc School project, both of which have completed the necessary paperwork and resettlement land, but are progressing too slowly. He requested that the province direct the investors to expedite the progress, or at the very least, replace them with capable investors to ensure the projects are implemented soon.
Concerned about the content related to the education sector that is attracting public attention, delegate Hoang Van Phi - Member of the Provincial Party Committee, Secretary of the Hung Nguyen District Party Committee - expressed: "Many teachers have reacted negatively to the VNEN teaching model, and parents are worried. I think we need to reconsider whether or not to continue applying it."
Regarding the issue of socialized education contributions, delegate Hoang Van Phi stated: While socialized education is implemented, the regulations impose fixed contribution amounts. Schools assign quotas to homeroom teachers, who then set these quotas for parents, while the state fails to manage the process. In my opinion, this matter should be discussed democratically in the commune's People's Council, rather than being left entirely to teachers and parents as it is currently.
Representative Hoang Van Phi stated: While the rotation of teachers to preschools is a solution proposed by the Provincial People's Committee, localities need to be flexible in screening the implementation of this policy. It cannot be considered a fundamental solution to address the surplus of teachers. Preschool teachers require many skills, not just feeding children. This solution can be implemented for young, talented female teachers, but it cannot be applied to older teachers or male teachers. If these conditions are not met, then downsizing the workforce can be considered.
Concluding the group discussion session, Mr. Hoang Van Phi - Member of the Provincial Party Committee, Secretary of the Hung Nguyen District Party Committee - highly appreciated the heartfelt, responsible, and insightful contributions of the delegates. The delegates' discussion points will be compiled and presented at the plenary session tomorrow morning, December 15th.
