On the afternoon of July 12, the 7th session of the Nghe An Provincial People's Council continued with the group discussion session. At Group 2, including the units: Nghi Loc, Yen Thanh, Dien Chau, Quynh Luu, comrade Nguyen Thi Quynh Hoa - Member of the Provincial Party Executive Committee, Chairwoman of the Provincial Women's Union, chaired the discussion session.
Attending the discussion session at Group 2 were members of the Provincial Party Standing Committee: Le Duc Cuong - Head of the Provincial Party Organization Committee; Bui Thanh An - Head of the Provincial Party Inspection Committee; Ho Le Ngoc - Head of the Provincial Party Internal Affairs Committee; Vo Thi Minh Sinh - Chairwoman of the Provincial Fatherland Front Committee.
Also attending were comrade Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee and representatives of provincial departments, branches and sectors; leaders of Nghi Loc, Yen Thanh, Dien Chau and Quynh Luu localities.

Concerns about administrative reform
Participating in the group discussion session, delegate Nguyen Thi Anh Hoa - Deputy Chief of Office of the National Assembly Delegation and Provincial People's Council (delegate from Dien Chau district) expressed that in the first 6 months of the year, the Department of Home Affairs had established inspection teams to inspect administrative discipline. However, the issue of concern was the good work to overcome the conclusions of the inspection teams.
The delegate suggested that the administrative reform report of the Provincial People's Committee should state this content more specifically. The administrative reform report for the first 6 months of the year stated that through administrative reform inspections, 2 existing problems were pointed out but the specific problems were not mentioned.

According to delegate Nguyen Thi Anh Hoa, the handling of public assets after the merger is still confusing, especially the legal procedures are still difficult, so the Provincial People's Committee is requested to direct relevant sectors to focus on removing difficulties and speeding up the progress of approval for handling public assets after the merger.
Discussing at the conference, delegate Phan Thi Minh Ly - Head of the Department of Political Theory and Party History - Provincial Party Committee's Propaganda Department (delegate from Yen Thanh district) expressed concerns about the drop in the provincial competitiveness index (PCI) of Nghe An in 2021.

Delegates said that one of the reasons for the decline in this index is the limited survey and assessment of services for businesses, people, and civil servants. "In the coming time, all levels and sectors need to focus on solutions to improve the PCI index, including enhancing the responsibility and ethics of civil servants," said delegate Phan Thi Minh Ly.

Regarding administrative reform, delegate Hoang Manh Ha (Nghi Loc unit) said that administrative reform in the land sector after implementing the model of a single-level registration office has created difficulties in administrative procedures for people.

Specifically: When the cadastral map survey for the issuance of land use right certificates has been completed (the certificates are issued according to the new survey map), when implementing land use rights such as transferring or dividing plots, the boundary markers are incorrect, so re-surveying is required. To carry out administrative procedures to revoke land use right certificates and re-issue new land use right certificates, many people are forced to dismantle constructions on the land (due to incorrect measurements, not encroachment) in order to exercise land use rights.
“People lose both time and money in measuring and adjusting the map. Therefore, when detecting incorrect measurements, we should revoke and reissue the new land use right certificate according to the new measurement boundary without having to revoke it, and based on the original documents, reissue the new land use right certificate according to current regulations,” delegate Ha proposed.

Enhance public ethics responsibility
Clarifying the issues that delegates were concerned about related to the Department of Home Affairs, Director of the Department of Home Affairs - Comrade Nguyen Viet Hung said: In the first 6 months of the year, the Department of Home Affairs advised the Provincial People's Committee and directly organized inspection teams for administrative reform in 6 units. After the inspection, the Department issued documents assessing the advantages and disadvantages in implementing administrative reform.

In particular, focusing on 2 limitations and shortcomings that need to be noted is that cadres and civil servants of some agencies and units are still slow in doing their work and forgetful; secondly, the compliance with working hours of some cadres and civil servants is sometimes not strictly implemented. After that, all units have reports to overcome the limitations and shortcomings of the units.

At the same time, the Department of Home Affairs organized surprise inspections of administrative discipline compliance at agencies and units, thereby clearly pointing out the existence of wearing civil servant badges and some civil servants absent from work without reason, uncivilized office behavior that needed to be rectified and after the delegation came to re-inspect these units, there were clear changes.
The Director of the Department of Home Affairs said: After the Government's Steering Committee for Administrative Reform announced the 2021 Administrative Reform Index, the Department of Home Affairs advised the Provincial People's Committee and the Provincial Party Standing Committee to evaluate the administrative reform index, clearly analyzing which component indexes lost points, which component indexes gained points to continue to promote, and which components lost points, indicating each related unit.

Admitting that the PCI index in 2021 has dropped compared to 2020, which is related to the ethical responsibility of some officials and civil servants, this is shown through the sad fact that recently some officials and civil servants have been disciplined for violations.
“The Department of Home Affairs will advise the Provincial People's Committee to continue to establish inspection teams, along with that, agencies, units and localities need to strengthen internal inspection to promptly detect and correct violations of officials and civil servants; at the same time, strengthen the assessment of satisfaction of organizations and individuals with the performance of public duties by officials and civil servants” - Comrade Nguyen Viet Hung emphasized.

Clarifying the opinions of delegates on the arrangement of public assets after the merger, the representative of the Department of Finance said that the Department has issued an official dispatch to guide and urge districts, cities and towns to remove difficulties and obstacles in the use of assets after the merger.
In addition, delegates in Group 2 focused on discussing issues related to environmental pollution, policies to support preschool teachers, the project to improve the quality of activities of the People's Council of Nghe An province, creating conditions for households to hire aquaculture; policies to support cement for communes supporting advanced new rural areas; instructions to resolve the backlog of illegal land sales, etc.

Concluding the discussion, delegate Nguyen Thi Quynh Hoa acknowledged and highly appreciated the responsible and intelligent comments of the delegates. The opinions will be summarized and reported by the Provincial People's Council at the discussion session in the hall tomorrow morning (July 13).
