At the group discussion session, 4th session, Vinh City People's Council, term XXI, delegates proposed that environmental sanitation work has not changed.
Regarding this issue, delegate Le Van Long - Secretary of the Party Committee of Le Loi Ward reflected: The current situation in Vinh City is littering, especially street businesses, dumping garbage at the wrong time and place, spoiling the urban beauty. According to Mr. Long, besides the limited awareness of the people, an equally important reason is that the sanctions are not strict.
Mr. Long said that Decree 155/2016/ND-CP regulating administrative sanctions for violations in the field of environmental protection was issued with strong sanctions that are enough to deter, but the problem is that no ward or commune dares to impose sanctions as prescribed in the Decree.
Regarding environmental sanitation, Mr. Ho Sy Dung - Chairman of Quan Bau Ward People's Committee stated: Voters reported that the price of environmental sanitation services has doubled but the quality has not changed. The city needs to urge environmental sanitation work in the area.

Mr. Dung suggested that the city should arrange more staff to collect waste for the resettlement area in Quan Bau ward, because this area is newly established, so the waste of the commune's residents is not collected, causing unsanitary conditions, affecting the environment and people's lives.
Regarding this content, Mr. Vo Khac Hung - Head of the Legal Committee of the City People's Council stated: For a long time, we have been focusing on propaganda and mobilization measures while the penalties are still light. Mr. Hung cited that through the supervision of the Vinh City People's Council, in Hung Dung ward, only 1,150,000 VND/year was imposed for environmental sanitation violations, while Hung Chinh commune did not impose any penalties. Many communes and wards inspected but almost did not handle violations.

"I suggest that the Urban Management Department should establish a rapid response team to inspect and punish violations of environmental sanitation to serve as a deterrent," Mr. Hung suggested.
Ms. Nguyen Thi Dieu Linh - Deputy Head of the Economic - Social Committee, City People's Council said that the environmental criteria in the city's new rural communes are not sustainable. When the Delegations came to assess the communes, they organized a campaign to clean up the environment from house to alley, but after checking, everything was back to normal.
Responding to this issue, Mr. Nguyen Hoai An - Chairman of Vinh City People's Committee affirmed: The responsibility for environmental protection must first come from the ward and commune. The ward and commune must be responsible for inspecting and handling the littering of restaurants and businesses.
The situation of littering is due to the lack of thoroughness of the wards and communes, requiring the city to take action. The Chairman of the Vinh City People's Committee requested the heads of wards and communes to comply with Decree 155/2016/ND-CP on administrative sanctions for violations in the field of environmental protection, and to conduct inspections and strictly punish violators of environmental sanitation.
