Provincial People's Council representatives meet with voters in communes and wards.
Prior to the year-end session of the 18th Provincial People's Council, term 2021-2026, the Provincial People's Council delegations met with voters in various localities throughout the province.

At the conference, voters from Tong Chai village (Con Cuong commune) expressed concerns about environmental issues if the Tan Hong factory starts operating in the near future; the erosion along the banks of the Lam River is seriously affecting residential and agricultural land, posing a safety risk to households.
Voters want hydropower plants to have daytime flood release schedules so that people can proactively evacuate and avoid risks when floodwaters are released at night; voters also request that compensation be provided to households affected after hydropower plants raised their water levels beyond the permitted limits.

Voters in Dong Tien village (Chau Khe commune) petitioned the State for support in building roads for transporting raw materials in Dong Tien village and requested that Nghe An Tea Joint Stock Company return the leased agricultural land to Con Cuong commune for management to facilitate production. In addition, voters raised issues such as severe environmental pollution at the Con Cuong commune landfill due to overload; a shortage of civil servants; and the need for appropriate policies and mechanisms for part-time officials after the implementation of the two-tiered local government model.

At the conference, representatives from several communes explained issues within their jurisdiction. Other issues raised by voters were also received and addressed by provincial-level People's Council representatives. Issues outside their jurisdiction will be recorded and forwarded to the relevant authorities for consideration and resolution.
The delegation of the Provincial People's Council, including comrades Ngoc Kim Nam, Member of the Standing Committee and Head of the Propaganda and Mass Mobilization Department of the Provincial Party Committee; Hoang Van Hiep, Member of the Provincial Party Committee, Secretary of the Party Committee and Chairman of the People's Council of Do Luong commune; Tran Dinh Toan, Deputy Head of the Legal Affairs Committee of the Provincial People's Council; and Hoang Thi Hong Hanh, Head of the Party Building Committee of Do Luong commune, recently held a meeting with voters in Do Luong commune.
During the meeting, the provincial People's Council representatives informed voters and the people of Do Luong commune about the planned content, program, and timing of the regular session at the end of 2025; summarized the socio-economic situation in 2025 and the tasks for 2026; and reported on the results of addressing opinions and recommendations submitted by voters and the people in previous sessions of the provincial People's Council.

In a democratic and frank atmosphere, voters in Do Luong commune requested that provincial People's Council representatives pay attention to and propose to the People's Council some policies that are not in line with reality, such as the excessively high agricultural tax; the need for comprehensive land acquisition when reclaiming agricultural land for projects, as many projects affect the agricultural production of the people; and the low compensation for land clearance compared to reality.
Regarding personnel matters, after the two-tiered government system comes into operation, it is necessary to quickly stabilize the administrative apparatus to make activities in villages and hamlets more effective. Policies are needed to support households growing fruit trees that suffered damage after the storms; the method of calculating clean water fees for households by the Hoa Son water plant is not in accordance with the contract.
In addition, voters in Do Luong commune are also concerned about social welfare, allowances for medical staff at health stations, and budget support for schools to operate after tuition fees are discontinued.

On behalf of the provincial People's Council delegation, Comrade Ngoc Kim Nam - Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Propaganda and Mass Mobilization Department - expressed gratitude for the sentiments and trust of the voters towards the provincial People's Council delegates. He also discussed and clarified some issues of concern to voters in Do Luong commune related to difficulties and obstacles concerning infrastructure and facilities, as well as village and hamlet positions in the implementation of the two-tiered local government; and answered some questions related to investment in transportation infrastructure; and funding for compensation and land clearance.
For opinions and suggestions that fall outside the scope of their authority, the Provincial People's Council delegation will fully receive the voters' opinions and suggestions, compile them, and submit them to the Provincial People's Council and relevant authorities for consideration and resolution.

During the meeting, provincial People's Council representatives informed voters about the planned agenda and program for the 34th session (the last regular session of 2025) of the 18th Provincial People's Council, term 2021-2026. They also presented a summary of the province's socio-economic development results for the first nine months of the year and the key tasks and solutions for the remaining months of 2025.

After hearing the report, voters in Quynh Son commune expressed many opinions and suggestions to the Provincial People's Council, such as: Provincial departments and agencies need to study the conversion of agricultural production models to reduce the amount of abandoned land during the harvest season; it is necessary to inspect, survey, and approve the licensing of models for converting agricultural land to family farms, because in the past, the old communes allowed people to convert land, such as in the old Quynh Lam commune, where there were 117 cases that had not been licensed, causing difficulties in changing the purpose of land use. The province needs to implement guidance for communes to enforce penalties against households encroaching on unused land such as roads and ditches before July 1, 2014, according to Government Decree 123/2024.

Regarding land policy, voters proposed that when raising the price of residential land, the price of garden land and agricultural land should also be raised simultaneously to facilitate the conversion of land use for the people. They also requested that the Provincial People's Council petition the National Assembly to reconsider the regulation in Article 137 of the 2024 Land Law, which stipulates that land registers must be in existence before December 18, 1980, as it is inconsistent with the reality in Nghe An, given that the 299 mapping work began on November 10, 1980. Voters also hoped for attention to resolving procedures for issuing land use right certificates to the people, especially the verification of family relationships between the tax department and the People's Committees of the communes, to avoid causing people to have to travel multiple times and inconvenience them.

Regarding organizational structure and grassroots personnel, many opinions suggested that the Provincial People's Committee should propose to the Central Government the early implementation of a salary reform for civil servants, public employees, and part-time workers at the commune and village levels. In addition, voters hoped that the province would soon direct the planning of new commune headquarters to meet the infrastructure needs of administrative activities and the people; and strengthen direct dialogue between provincial leaders and the people to promptly address any difficulties.

Regarding transportation and irrigation, voters have reported that the current National Highway 48B, due to the high volume of traffic entering and exiting the North-South Expressway interchange, causes traffic congestion and frequent accidents. They request that the province propose to the Ministry of Transport to upgrade and expand the highway as soon as possible to ensure traffic safety.
The drainage system and service roads for local residents along the North-South Expressway in the commune are incomplete; attention is needed to facilitate easier travel and production for the people. The Provincial People's Committee, in coordination with the Ministry of Transport, should soon develop a plan to address the damaged railway bridge pillars (at the former Bang Quynh My bridge) to ensure smooth water flow for the Nam Ha drainage canal, as the railway line is no longer in use and the damaged pillars are obstructing the water flow, causing flooding in the area.

In the field of Culture and Society, voters reflected on the following: Some schools lack adequate facilities and campus space, classrooms are dilapidated, and there is a shortage of teachers. They requested that the Provincial People's Committee provide support for construction and improvement to meet national standards. Currently, many villages have surplus cultural centers due to village mergers, many of which are severely dilapidated from disuse. They requested that the province authorize their liquidation to provide new facilities for the villages after the mergers.

Speaking at the meeting, Comrade Ho Le Ngoc, Member of the Standing Committee and Head of the Provincial Party Committee's Internal Affairs Department, acknowledged and highly appreciated the frankness and responsibility of the voters in Quynh Son commune. He also discussed and clarified some of the proposed issues within his authority, and stated that issues beyond his authority would be compiled, categorized, and forwarded to the People's Council and relevant functional agencies for consideration and resolution as soon as possible.
