National Assembly representative: The fees charged for building new rural areas should not be excessively high.
(Baonghean.vn) - Colonel Nguyen Huu Cau believes that during the process of building new rural areas, excessive measures should be taken, and too much money should not be collected compared to the people's ability to contribute.
On the afternoon of August 8th, National Assembly delegates Le Quang Huy - Deputy Secretary of the Provincial Party Committee and Nguyen Huu Cau - Member of the Standing Committee of the Provincial Party Committee and Director of the Provincial Police Department, held a meeting with voters in Anh Son district.
Also attending the conference were comrades: Dang Thanh Tung - Secretary of the District Party Committee, Chairman of the Anh Son District People's Council; and Nguyen Huu Sang, Chairman of the District People's Committee.
After reporting on the results of the first session of the 14th National Assembly, the delegates listened to feedback and concerns from voters.

Voter Nguyen Ba Ty believes that there are many unfair aspects in the current salary payment system for teachers. “When reforming salaries in the future, we should reconsider this. Many teachers have been teaching for decades, and now they are old, but their pensions are very low, which is a great disadvantage. Meanwhile, their former students now receive much higher salaries. I hope more attention will be paid to older teachers, especially those who served during the war,” Mr. Ty said.

Furthermore, Mr. Ty also argued that the current policies and regulations are unfair. "It's the same in every commune. There are people who didn't participate in combat but somehow still receive disability benefits. Conversely, those who contributed greatly to the revolution receive nothing," voter Ty stated.
Sharing Mr. Ty's concerns about policies for those who contributed to the war effort, voter Tran Hoang from Thach Son commune stated that many families who previously sheltered soldiers are not receiving fair benefits. "Those who served in the army before 1975 but lost their documents, according to regulations, should be allowed to receive benefits if the artifacts remain, but we haven't seen any results. Some people submitted applications and waited a long time without receiving anything, and now they've passed away. It's very unfair," Mr. Hoang said.

Furthermore, voter Hoang also suggested that there should be a document proving the rights of those affected by Agent Orange. “Now, war invalids already have war invalid cards. Although those affected by Agent Orange still receive many benefits, they don't know how to prove their rights when going out, such as on public transport… to receive preferential treatment. I propose issuing them cards so they can present them wherever they go to receive benefits,” Mr. Hoang said.
Voter Tran Van Duc from Khai Son commune reflected on the significant negative consequences of many investment projects in Anh Son district. For example, the extended section of Road 7B is of poor quality; the garment manufacturing project is shrinking and not developing; the intersection of the Ho Chi Minh Trail is being illegally leased, affecting traffic safety; and many stalled projects are impacting people's lives.

Meanwhile, voter Ha Thanh Tri, Chairman of the Association of Elderly People, believes that more information about the Law on the Elderly is needed. “The law was enacted in 2009, but now nobody knows anything about it. The elderly account for over 11% of the country's population, but even the communes don't understand the law. Many times, when it comes to the rights of the elderly, complaints filed with the commune are unresolved. A law enacted without proper dissemination is as good as useless,” Mr. Tri said.
This voter also argued that there are currently too many social organizations, but they are ineffective. “The entire Anh Son district currently has 13 associations. Some associations have seals and signatures, but they seem to just sit around doing nothing all year round. Meanwhile, some associations have a lot of work but lack office space; the chairman receives a salary of 1.3 million VND per month, but the vice-chairman gets nothing,” Mr. Tri said, suggesting that the authorities at all levels need to pay more attention to social organizations to achieve better results.

At the conference, many voters in Anh Son district also expressed their concerns about the operation of overloaded vehicles. The sugarcane supply route, invested in 2012 and considered crucial in the area, is now deteriorating but has not received adequate attention. The rescue and relief route has been stalled for many years... In particular, some voters expressed worry about the excessive spending on rural development projects, leading to ever-increasing debt that remains unpaid.
Regarding this matter, Colonel Nguyen Huu Cau said that the Provincial Party Standing Committee had also issued a Resolution directing the work of building new rural areas. “Currently, there is a lot of debt for building new rural areas. The Resolution's viewpoint is that building new rural areas should not exceed the people's ability to contribute. Our people are still very poor. Borrowing for construction should only be done when absolutely necessary, and if they don't have the money to repay it later, it's very dangerous. Don't burden the people with too much cost,” the head of the Provincial Police said, adding that for other feedback from voters, he will compile it and propose that the relevant authorities address it, and then he will respond to the voters at the next meeting. Not only will he respond verbally, but the National Assembly representative will also send written documents and conduct specific investigations.

Concluding the meeting, Mr. Le Quang Huy, Deputy Secretary of the Provincial Party Committee, thanked the voters for their trust in sharing their opinions. “Before the election, during our meetings with the people as candidates, we received nine complaints. All of these complaints have now been addressed. We are committed, in our role as National Assembly representatives, to resolutely resolve the difficulties for the people and do our best to live up to the trust the voters have placed in us,” Mr. Huy said.
