Members of Parliament meet with voters in Ky Son district.
On the afternoon of July 4th, the delegation of National Assembly representatives from Nghe An province met with voters in five communes: Pha Danh, Huoi Tu, Muong Long, My Ly, and Bac Ly (Ky Son district).
Participating in the meeting with voters were representatives of the Provincial National Assembly Delegation: Hoang Minh Hieu - Standing Member of the National Assembly's Law Committee; Tran Nhat Minh - Member of the National Assembly's Law Committee, full-time National Assembly representative. Also present were representatives from the Departments of Industry and Trade; Agriculture and Rural Development; Natural Resources and Environment; and leaders of Ky Son district.

After listening to National Assembly representative Tran Nhat Minh present the content and results of the 7th session of the 15th National Assembly, voters in Ky Son district submitted many opinions and suggestions to relevant levels and sectors.

Voters in Ky Son district proposed that all levels and sectors continue to support cement supply for the construction of new rural areas in remote villages and communes; invest in upgrading inter-commune transportation infrastructure; resolve overlapping administrative boundaries between Ky Son and Tuong Duong districts; support research, surveys, and development of medicinal plants under the forest canopy; and support the construction of processing plants and the guaranteed purchase of agricultural products in the area.
On behalf of many voters in Ky Son district, the Chairman of the District People's Committee, Nguyen Viet Hung, reflected that currently, there are still some villages in the district that are outside the scope of the national power grid extension project under the Prime Minister's Decision on "extending the national power grid to remote, mountainous, and border areas" of 61 poor districts nationwide in the 2021-2025 period, such as Nhot Lot, Xop Duong, Cha Nga, Pha Chieng (My Ly commune); Huoi Phong village (Muong Ai commune);... Therefore, voters and people request that National Assembly representatives pay attention to proposing and recommending that competent authorities direct the implementation in the coming time.

In addition, in Ky Son district, there are still some villages without telephone coverage, such as: Xam Thang, Cha Nga, Keo Nam (Bac Ly commune); Tha Lang, Xam Xum, Huoi Khun (Muong Long commune), and some border villages in My Ly commune, etc. Voters and people request that National Assembly representatives pay attention to and propose to the competent authorities to invest in telephone coverage towers so that people can easily communicate.

In implementing the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2030, phase 1 from 2021-2025, Ky Son district developed a plan to implement 10 projects. However, some difficulties were encountered during implementation, so these projects have not been carried out to date.

Sub-project 1 of Project 3: Sustainable agricultural and forestry economic development linked to forest protection and income enhancement for people includes the following activities: forest protection contracts; forest protection support; natural regeneration promotion with supplementary planting; support for planting production forests with timber trees and non-timber forest products; support for planting protective forests; rice subsidies for forest protection and development...
Ky Son district has only recently implemented forest protection contracts; other activities are hampered by the criterion of "Having a land use right certificate or a decision on land and forest allocation from a competent authority, or having used the land stably for 3 years or more without disputes." Ky Son district does not meet this criterion because the forests and forest land have not yet been allocated.

On behalf of the voters, the Chairman of the District People's Committee requested that National Assembly and Provincial People's Council representatives propose to relevant levels that Ky Son district apply a special mechanism to implement Sub-project 1 of Project 3.

After listening to the voters' opinions, representatives of local leaders and departments exchanged views and answered some questions within their authority.

On behalf of the Provincial National Assembly Delegation, delegate Hoang Minh Hieu responded to some of the voters' requests within his authority, and at the same time, received the voters' opinions and suggestions to forward them to the Government, the National Assembly, and relevant levels and sectors for consideration and resolution.
