First Congress of the Party Branch of the Provincial Party Committee's Agencies

Attending and directing the Congress were comrades: Pham Trong Hoang - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee, Permanent Deputy Secretary of the Party Committee of the Provincial Party Agencies; Le Dinh Ly - Member of the Provincial Party Committee, Permanent Deputy Head of the Provincial Party Committee's Organization Department, Member of the Standing Committee, Head of the Party Committee's Organization Department; Ho Xuan Bay - Deputy Head of the Provincial Party Committee's Internal Affairs Department, Member of the Party Committee's Standing Committee, along with all party members in the branch.

In accordance with the policy on reforming and reorganizing the political system's apparatus, the Agency's Party Branch was restructured and officially began operating under the new model from February 28, 2025.

Following the leadership of the Party Committee and its Standing Committee, and building upon the traditions and significant achievements of the previous period, the Party Branch quickly stabilized, played its role as the political nucleus, and led cadres and Party members to strive, work together, overcome difficulties and challenges, and achieve remarkable results.

Immediately after its establishment, the Party Branch focused on advising the Standing Committee of the Party Committee and the Executive Committee of the Party Committee to submit to the Standing Committee of the Provincial Party Committee the Regulations on the Working Procedures of the Executive Committee of the Party Committee, the Standing Committee of the Party Committee, and the Standing Committee of the Party Committee for the 2020-2025 term; issuing decisions on the establishment and regulations on the functions, tasks, and organizational structure of specialized agencies advising and assisting the Party Committee; decisions on the assignment of Party Committee members, appointments, and placement of cadres of the advisory and assisting agencies of the Party Committee; establishing subordinate Party committees and grassroots Party branches and appointing Party committees, secretaries, deputy secretaries, inspection committees, chairmen, and vice-chairmen of the Party Committee's inspection committees according to regulations; issuing the working regulations and work program of the Inspection Committee; and directing the advisory and assisting agencies of the Party Committee and grassroots Party committees to develop and issue working regulations and work programs.

Advising and directing the implementation of the Central and Provincial Party Committee's policies and directives on political, ideological, and ethical work; personnel and Party member organization; inspection, supervision, and enforcement of Party discipline and prevention of corruption, waste, and negative practices; digital transformation; advising on the timely implementation of plans, guiding documents, and directives for organizing congresses of grassroots Party branches and committees for the 2025-2030 term; directing the effective implementation of political and ideological work during the preparation for the congresses, especially propaganda and ideological guidance to ensure high unity and solidarity in accordance with Directive 45-CT/TW, dated April 14, 2025, of the Politburo; and Circular 13-TT/TU, dated April 26, 2025, of the Provincial Party Committee on Party congresses at all levels leading to the 14th National Congress of the Party.

The newly established Party branch began operating in the context of the entire political system accelerating digital transformation, administrative reform, and streamlining the apparatus in accordance with Resolution 18-NQ/TW of the Central Committee and the directives of the Provincial Party Committee. The reality demands that the Party committee, cadres, and Party members in the branch actively innovate leadership methods, apply information technology, enhance analytical and synthesis capabilities, and organize the implementation of tasks, ensuring the successful fulfillment of their functions and duties in the new situation.

For the 2025-2030 term, the Party branch has set nine targets for the implementation of political tasks and Party building work; five key tasks and two breakthroughs to organize and direct implementation.

With a sense of responsibility, promoting democracy and collective intelligence, at the Congress, Party members in the branch actively discussed and enthusiastically contributed ideas to supplement and refine the Political Report, directions, tasks, and solutions for the 2025-2030 term. The Congress also focused on studying and actively discussing and contributing ideas to improve the quality and refine the draft documents to be submitted to the 14th National Congress of the Party.

In his address to the Congress, Comrade Pham Trong Hoang - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee, and Permanent Deputy Secretary of the Party Committee of the Provincial Party Agencies - highly appreciated the Party branch's preparation for the congress. The preparation and implementation of the congress were very thorough and in accordance with the directives of the Central Committee and higher-level Party committees.

The Party cell has led cadres and Party members in maintaining ideological stability, demonstrating high responsibility, and providing timely and proper advice on a large volume of work, including many new and unprecedented tasks. It has assisted the Party Committee and the Standing Committee of the Party Committee in effectively directing the restructuring of the organizational apparatus and personnel, quickly bringing the entire Party organization into stable and efficient operation. It has also promptly implemented the preparation and organization of Party congresses at all levels according to the prescribed schedule.

Comrade Pham Trong Hoang suggested that the Party Branch and each Party member need to strive harder and make greater efforts to live up to their role as the specialized advisory and support agency of the Party Committee, meeting the requirements of reforming Party building work and political tasks in the new period.

The Deputy Secretary of the Provincial Party Committee emphasized that the congresses of Party branches in general, and the Party Branch Congress of the Provincial Party Committee in particular, are taking place in a very special context. This is a time when our Party is implementing strategic decisions and resolutely pursuing revolutionary reforms in various fields, especially the revolution in organizational structure and breakthroughs in development. He suggested that the Party branch needs to strongly innovate its thinking, working methods, and operational approaches to meet the demands of the new context and requirements.

Based on its functions and responsibilities, the Party branch focuses on leading cadres and Party members to regularly study, supplement their knowledge, improve their skills, accumulate more experience, and develop new abilities. It strengthens coordination and improves the quality and effectiveness of assigned political tasks. It also strengthens inspection and supervision, including regular and thematic supervision, helping Party members identify strengths and weaknesses so they can develop plans and solutions to overcome them and perform better.

At the congress, the Standing Committee of the Provincial Party Committee of Party Agencies approved the Decision to appoint the first Executive Committee of the Party Branch of the Provincial Party Agencies for the term 2025-2030, consisting of 3 members: Comrade Ngo Dinh Vien - Deputy Secretary of the Provincial Party Committee of Party Agencies, was appointed as Secretary of the Party Branch; Comrade Tran Quang Hoa - Deputy Secretary of the Provincial Party Committee of Party Agencies, was appointed as Deputy Secretary of the Party Branch. The Standing Committee of the Provincial Party Committee of Party Agencies also appointed 7 ex-officio delegates, 6 official delegates, and 2 alternate delegates to attend the higher-level congress.
