The 15th Congress of the Nghe An Provincial Police Party Committee, term 2025-2030

Attending the Congress, the delegation of the Central Public Security Party Committee and the Ministry of Public Security included Senior Lieutenant General Le Quoc Hung - Member of the Party Central Committee, Deputy Minister of Public Security; Major General Bui Quang Thanh - Chief Inspector of the Ministry of Public Security; and leaders and experts from departments under the Ministry of Public Security.

Attending the Congress, on the side of Nghe An province, there were comrades: Nguyen Duc Trung - Secretary of the Provincial Party Committee; Bui Thanh An - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Le Duc Cuong - Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee Organization Committee and comrades leading the Military Region 4 Command, departments, agencies and branches.

Successfully completed many political tasks

During the past term, under the direct and comprehensive leadership of the Central Public Security Party Committee and Nghe An Provincial Party Committee, the Provincial Public Security Party Committee has promoted the spirit of solidarity, proactiveness, innovation, excellently completed assigned political tasks and achieved many outstanding results.

Of the 41 specific targets, 37 were achieved and exceeded, 3 basic targets were achieved; many results in various fields of work were more prominent, clearer, and leading the entire People's Public Security force.

The work of protecting national security and ensuring social order and safety continues to be carried out effectively, political security is maintained, without sudden or unexpected incidents. Crimes against social order have been contained and reduced by 26% compared to the previous term, the rate of investigation and solving cases is high (over 90%).

Directing the drastic implementation of many key and breakthrough solutions, continuously launching high-point attacks and effectively suppressing all types of crimes, especially effectively fighting emerging crimes, not allowing the formation of organized crimes operating in the "mafia" style.

In particular, with the goal of removing Nghe An from the key and complicated drug area, Nghe An Police proactively issued the Project "Building a clean border commune from drugs", mobilizing the entire political system from the province to the grassroots to take drastic action with many creative, fundamental, systematic and effective methods. Thereby, 282/412 commune-level localities (old) and 6 district-level units (old) have been clean from drugs, and have been commended and directed by the Ministry of Public Security to be expanded nationwide.

The highlight of the Provincial Police Party Committee in the past term was promoting administrative reform, applying information technology with many new, breakthrough and creative solutions. For 9 consecutive years, the Provincial Police was ranked first by the Ministry of Public Security in the administrative reform index among the entire Public Security force.

Focusing on building and developing the movement of All people protecting national security (ANTQ) to go deeper and more substantial, thereby consolidating and maintaining the effectiveness of more than 3,600 typical models in the movement of All people protecting ANTQ, of which 10 models were directed by the Ministry of Public Security to be replicated nationwide; contributing to removing 108/108 communes (old) from the key and complicated areas of security and order (ANTT).

The provincial police have always been a pioneer in social security activities, especially in speeding up the completion of nearly 4,000 houses for the poor in the province; coordinating the construction and repair of more than 12,700 temporary and dilapidated houses. The work of Party building and force building has had clear changes.

During the 2020 - 2025 term, the emulation movement "For National Security" was effectively implemented with many key peaks and had a strong influence. Nghe An Police was honored to receive the Excellent Emulation Flag from the Prime Minister for 10 consecutive years (from 2015 to present) and on February 7, 2024, the President signed a decision to confer the title "Hero of the People's Armed Forces".

Nghe An police must provide a solid guarantee and a peaceful and stable environment.

Speaking at the Congress, Senior Lieutenant General Le Quoc Hung - Member of the Party Central Committee, Deputy Minister of Public Security, on behalf of the Central Public Security Party Committee and leaders of the Ministry of Public Security, acknowledged, highly appreciated and commended the results achieved by Nghe An Provincial Police in the past term.

In the coming term, Senior Lieutenant General Le Quoc Hung requested the Nghe An Provincial Police Party Committee to improve the quality and effectiveness of all aspects of security and order work, striving for better results in the next term than the previous term.

The Nghe An Provincial Police Party Committee must thoroughly grasp, deeply perceive and flexibly and creatively apply new awareness and thinking on ensuring security and order in the new era, which has been repeatedly emphasized by General Secretary To Lam, the Secretary of the Central Public Security Party Committee, and the Minister, and the practical task of ensuring security and order is demanding. That is: "What must the police do in the new era - the police must take the first step", "Security and order must create the foundation for successful development; protecting security and order creates the highest convenience, is a new driving force for socio-economic development. Wherever the legitimate and just interests of the Vietnamese people go, the work of protecting security and order must be deployed there.

Regardless of the circumstances, Nghe An Provincial Police must provide a solid guarantee and a peaceful and stable environment for the Party Committee, government and people of Nghe An Province to "concentrate their efforts" to successfully carry out the task of building and developing the socio-economy, improving the material and spiritual life of the people in Nghe An Province.

Proactively grasp, analyze, evaluate, and accurately forecast the situation to promptly advise the Central Party Committee of the Public Security, the Ministry of Public Security, the Provincial Party Committee, and local authorities to prevent and resolutely and skillfully handle complicated situations, not to be passive or surprised, not to form and publicize opposition political organizations, not to allow protests and riots, not to form "hot spots" of security and order.

Strengthen international cooperation, especially with the Police of the three border provinces of Laos in coordinating the fight against and preventing sabotage activities of hostile forces and criminals. Implement comprehensive working measures, have solutions to reduce crime, focus on eliminating organized crime gangs and groups.

Promote the role and effectiveness of the commune-level police force; closely coordinate between the regular police force and the force participating in protecting security and order at the grassroots level of the locality; promptly resolve incidents related to security and order at the grassroots level, not letting them become complicated or prolonged.

Speaking at the congress, Secretary of the Provincial Party Committee Nguyen Duc Trung, on behalf of the Provincial Party Committee Standing Committee, acknowledged, highly appreciated and warmly congratulated the great contributions, feats and outstanding achievements of the Nghe An Provincial Police Party Committee in the past term.

Emphasizing that Nghe An province is a strategically important area, a key area in terms of national defense and security, requiring very high requirements for ensuring security and order, the Provincial Party Secretary said that the tasks set for the Nghe An Police force are very important, requiring the Provincial Police to be extremely united, unanimous, determined, creative and flexible in implementation.

In the coming time, Secretary of the Provincial Party Committee Nguyen Duc Trung requested the Provincial Public Security Party Committee to pay attention to implementing well 5 key groups of tasks. In particular, continue to grasp, closely follow and forecast the situation, proactively and promptly advise the Ministry of Public Security, the Provincial Party Committee, the People's Council and the Provincial People's Committee on policies and solutions with strategic and long-term thinking and vision, creating breakthroughs in public security work right from the beginning of the term, contributing to improving the effectiveness of ensuring security and order in the area.

Proactively direct the synchronous deployment of forces and solutions to ensure security and order, avoiding passivity and surprise in all situations. Resolutely ensure national security, strengthen the work of protecting internal political security.

Innovate state management of security and order in the spirit of Resolution No. 57-NQ/TW of the Politburo. Nghe An Public Security Force must be the leading unit in innovation, digital transformation, implementation of Project 06, administrative reform and implementation of the 4 pillar Resolutions of the Politburo.

Provincial Party Secretary Nguyen Duc Trung requested the Provincial Public Security Party Committee to continue to effectively implement the coordination relationship between the Public Security force and the military force, sectors and organizations; effectively combine the building of people's security and people's security posture with the building of a strong all-people national defense and all-people national defense posture.

Focus on Party building and force building, take care to perfect and consolidate the strength of the police force at all levels, especially the communal police force must be strong enough to quickly adapt to the 2-level local government model with the motto of a comprehensive province, strong communes, and close to the grassroots.
