The 15th Congress of the Nghe An Provincial Public Security Party Committee, term 2025-2030

Attending the Congress, the delegation from the Party Committee of the Central Public Security Department and the Ministry of Public Security included Lieutenant General Le Quoc Hung - Member of the Central Committee of the Party, Deputy Minister of Public Security; Major General Bui Quang Thanh - Chief Inspector of the Ministry of Public Security; and leaders and specialists from various departments of the Ministry of Public Security.

Attending the Congress, on behalf of Nghe An province were: Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee; Comrade Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Comrade Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Department, along with leaders from the 4th Military Region Command, and various departments and agencies.

Successfully completed many political tasks.

During the past term, under the direct and comprehensive leadership of the Central Public Security Party Committee and the Nghe An Provincial Party Committee, the Provincial Public Security Party Committee has promoted a spirit of unity, proactiveness, and innovation, successfully fulfilling its assigned political tasks and achieving many outstanding results.

Out of 41 specific targets, 37 were met or exceeded, and 3 were basically met; many results in various areas of work were more outstanding and clearer, leading the entire People's Public Security force.

National security protection and social order maintenance continued to be carried out effectively, political security was maintained, and no unexpected incidents occurred. Crimes against social order were contained and reduced by 26% compared to the previous term, and the rate of investigation and resolution of cases was high (over 90%).

Directing the vigorous implementation of many key and breakthrough solutions, continuously launching intensive campaigns to effectively attack and suppress all types of crime, especially effectively combating emerging crimes, and preventing the formation of organized crime operating in the style of "mafia".

In particular, with the goal of removing Nghe An from its list of key and complex drug-related hotspots, the Nghe An Provincial Police proactively issued the "Building Drug-Free Border Communes" project, mobilizing the entire political system from the provincial to the grassroots level to participate decisively with many creative, fundamental, systematic, and effective approaches. As a result, 282 out of 412 former commune-level areas and 6 former district-level units have become drug-free, receiving commendation from the Ministry of Public Security and being directed to be replicated nationwide.

A highlight of the Provincial Police Party Committee's work during the past term was the acceleration of administrative reform and the application of information technology with many new, breakthrough, and innovative solutions. For nine consecutive years, the Provincial Police Department was ranked first by the Ministry of Public Security in the administrative reform index among all police forces.

Focusing on building and developing the "All People Protect National Security" movement to become increasingly in-depth and substantive, the movement has been strengthened and effectively maintained over 3,600 models and exemplary cases, including 10 models directed by the Ministry of Public Security for nationwide replication; contributing to removing all 108 (formerly) communes from the list of key and complex areas regarding security and order.

The provincial police force has always been at the forefront of social welfare activities, especially in rapidly completing nearly 4,000 houses for the poor in the province; coordinating the construction and repair of more than 12,700 temporary and dilapidated houses. Party building and force building have seen significant progress.

During the 2020-2025 term, the "For National Security" emulation movement was effectively implemented with many outstanding achievements and a strong ripple effect. The Nghe An Provincial Police Department was honored to receive the Prime Minister's Excellent Emulation Flag for 10 consecutive years (from 2015 to the present) and on February 7, 2024, was awarded the title of "Hero of the People's Armed Forces" by the President of Vietnam.

The Nghe An police force must provide firm guarantees and a peaceful and stable environment.

Delivering a speech at the Congress, Senior General Le Quoc Hung - Member of the Central Committee of the Party, Deputy Minister of Public Security - on behalf of the Central Party Committee of Public Security and the leadership of the Ministry of Public Security, acknowledged, highly appreciated, and commended the achievements of the Nghe An Provincial Police in the past term.

During the upcoming term, Lieutenant General Le Quoc Hung proposed that the Party Committee of the Nghe An Provincial Public Security Department improve the quality and effectiveness of all aspects of security and order maintenance work, striving for better results in the next term than in the previous one.

The Party Committee of the Nghe An Provincial Public Security Department must thoroughly understand and flexibly and creatively apply the new understanding and thinking on ensuring security and order in the new era, as repeatedly emphasized by General Secretary To Lam, Secretary of the Central Public Security Party Committee, and Minister, and as demanded by the practical tasks of ensuring security and order. These include: "What must the police do in the new era? The police must take the first step," and "Security and order must create the foundation for the success of development; protecting security and order creates the greatest advantages and is a new driving force for socio-economic development. Wherever the legitimate interests of the Vietnamese people go, the work of protecting security and order must be implemented there."

Under any circumstances, the Nghe An Provincial Police must provide a solid guarantee and a peaceful, stable environment so that the Party Committee, government, and people of Nghe An province can "focus their efforts" on successfully implementing the socio-economic development and improving the material and spiritual lives of the people in Nghe An province.

Proactively grasp, analyze, assess, and accurately predict the situation to promptly advise the Party Committee of the Central Public Security Ministry, the Ministry of Public Security, the Provincial Party Committee, and local authorities on preventing and handling complex situations decisively and skillfully, avoiding passivity and surprise, preventing the formation and public operation of opposing political organizations, preventing protests and riots, and preventing the formation of "hot spots" of security and order.

Strengthen international cooperation, especially with the police forces of the three border provinces of Laos, in coordinating efforts to combat and prevent subversive activities by hostile forces and criminals. Implement comprehensive measures and solutions to reduce crime, focusing on dismantling organized crime gangs and groups.

Enhance the role and effectiveness of the commune-level police force; closely coordinate between the regular police force and the forces participating in protecting security and order at the local level; promptly resolve incidents related to security and order at the local level, preventing them from becoming complicated or prolonged.

Delivering a speech at the congress, Provincial Party Secretary Nguyen Duc Trung, on behalf of the Provincial Party Standing Committee, acknowledged, highly appreciated, and warmly congratulated the great contributions, victories, and outstanding achievements of the Nghe An Provincial Public Security Party Committee during the past term.

Emphasizing that Nghe An province is a strategically important area, a key area for national defense and security, and that the demands for ensuring security and order are very high, the Provincial Party Secretary stated that the tasks set for the Nghe An Public Security force are very important, requiring the provincial police to be extremely united, determined, creative, and flexible in their implementation.

Looking ahead, Provincial Party Secretary Nguyen Duc Trung requested that the Provincial Public Security Party Committee focus on effectively implementing five key tasks. These include continuing to closely monitor and accurately predict the situation, proactively and promptly advising the Ministry of Public Security, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee on policies and solutions with a strategic, long-term vision, creating breakthroughs in police work from the beginning of the term, and contributing to improving the effectiveness of ensuring security and order in the province.

Proactively direct the synchronized deployment of forces and solutions to ensure security and order, avoiding passivity and surprise in all situations. Resolutely ensure national security and strengthen the protection of internal political security.

Innovate state management of security and order in accordance with the spirit of Resolution No. 57-NQ/TW of the Politburo. The Nghe An Public Security force must be a leading unit in innovation, digital transformation, implementation of Project 06, administrative reform, and implementation of the four key resolutions of the Politburo.

Provincial Party Secretary Nguyen Duc Trung requested that the Provincial Public Security Party Committee continue to effectively implement the coordinated relationship between the Public Security forces and the military, other sectors, and mass organizations; effectively combine the building of a people's security foundation and people's security posture with the building of a strong national defense foundation and national defense posture.

Emphasis should be placed on Party building and force building, focusing on consolidating and strengthening the police force at all levels, especially the commune police force, ensuring it is strong enough and adapts quickly to the two-tiered local government model, with the motto of a comprehensive provincial government and a strong, grassroots-based commune police force.

At the Congress, delegates unanimously elected 22 comrades to the Executive Committee of the Nghe An Provincial Police Party Committee, 15th term, 2025-2030.
