Eighth Congress of the Party Committee of Hoang Mai Cement Joint Stock Company
On the morning of February 20th, the Party Committee of Hoang Mai Cement Joint Stock Company (Vicem Hoang Mai) held its 8th Congress of Delegates for the 2025-2030 term. This was a model congress for the Party Committee of Vietnam Cement Corporation.
Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Nghe An province - attended the Congress.

The leaders of Vietnam Cement Corporation (VICEM) include: Nguyen Quoc Viet - Member of the Party Committee of the Government, Secretary of the Party Committee, Chairman of the Board of Members; Pham Minh Duc - Deputy Secretary of the Party Committee, Chairman of the Trade Union; and Le Nam Khanh - Member of the Standing Committee of the Party Committee, General Director.
The congress was attended by 120 party members, representing 289 party members in the company's Party Committee.
"Unity - Breakthrough - Development"
With the motto "Unity - Breakthrough - Development," the 8th Congress of the VICEM Hoang Mai Party Committee is a crucial political event for the entire Party Committee to focus its intellect, objectively and comprehensively summarize and evaluate the achievements, identify shortcomings, clearly analyze the causes, draw lessons learned, and thereby set goals, directions, tasks, and solutions for the next term, leading the company's Party Committee to develop strongly and comprehensively to a new level.
During the 2020-2025 term, despite the challenging business environment in the cement industry, the company's Party Committee, with strong determination in management and operation, has led and directed the company to correctly implement the Party's guidelines and policies; the State's laws and regulations; and the Central Government's regulations and instructions; gradually reorganizing, innovating, and restructuring the enterprise to be streamlined, effective, and efficient; creating momentum and strength for the company's development.
Party building work has been carried out seriously, comprehensively, and has achieved good results in all aspects, including: political and ideological education, personnel organization, inspection and supervision, mass mobilization, and leadership of political and social organizations...
The role of Party committees has been enhanced, becoming the political nucleus that unites and brings together cadres, Party members, and workers to actively participate in labor and production emulation, maintaining political security and social order and safety.
During the term, the entire company's Party committee had 82 outstanding individuals who received training on Party awareness and admitted 48 new Party members.
Regarding production and business activities, over the past five years (2020-2024), the company has produced more than 6.8 million tons of clinker and over 7.5 million tons of cement; and consumed 1.75 million tons of clinker and nearly 7.7 million tons of cement. Notably, the company has exported more than 1.35 million tons of cement.
With the above production and business results, over the past 5 years, the company has contributed nearly 272 billion VND to the State budget; fully and correctly implemented all policies and regulations for employees, with the average salary in 2024 reaching over 15 million VND/month.
Transforming VICEM Hoang Mai into a modern, highly competitive cement production center.
In his address to the Congress, Comrade Nguyen Quoc Viet - Member of the Party Committee of the Government, Secretary of the Party Committee, and Chairman of the Board of Members of VICEM - acknowledged and highly appreciated the results achieved by the company's Party Committee during the 2020-2025 term; contributing to the fulfillment of the corporation's political tasks, as well as contributing to the development of Nghe An province.
In his new term, Comrade Nguyen Quoc Viet emphasized several key tasks and solutions for VICEM Hoang Mai to continue developing; contributing to building a green VICEM and maintaining its leading role in the Vietnamese cement industry.
The 8th Congress of Delegates of VICEM Mai adopted a Resolution for the 2025-2030 term; which sets the goal of enhancing the leadership capacity of the Party committee and branches; maintaining internal unity; fundamentally changing perceptions and actions; continuing to implement organizational restructuring, focusing on training young, capable cadres.
Simultaneously, optimize existing production lines to improve efficiency; complete and put into operation the project to utilize waste heat for electricity generation on schedule, bringing benefits to the company.
Continuing to implement the objectives of the VICEM General Restructuring Plan, transforming VICEM Hoang Mai into a production center with sufficient scale, applying modern technology, and high competitiveness; striving for an average annual profit growth rate of over 10% during the term.
Regarding targets for building the Party organization and political system, the Congress Resolution sets the goal of strengthening the Party's leadership over all company activities, enhancing the fighting capacity, leadership ability, and responsibility of Party committees and members at all levels, and consolidating the Party branches after the Congress in accordance with the company's organizational model.
During the term, 45 outstanding individuals were admitted into the Party (an average of 9 comrades per year). Annually, the number of Party branches that successfully completed their tasks reached 90% or more; the number of Party members who met the criteria and successfully completed their tasks reached 90% or more. The Party Committee achieved the "Party Committee that successfully completed its tasks" rating or higher each year. Leaders of organizations and associations achieved the "Outstanding performance" rating in all years of the term.
The Congress elected 15 comrades to the Party Committee Executive Board for the 2025-2025 term. At the first meeting, the VCEM Hoang Mai Party Committee Executive Board elected the Secretary, Deputy Secretary, Inspection Committee, and Chairman of the Party Committee's Inspection Committee. Comrade Nguyen Dinh Dung - Secretary of the Party Committee for the 2020-2025 term and General Director of VICEM Hoang Mai - was re-elected as Secretary of the Party Committee for the 2025-2030 term.
