The 8th Congress of Delegates of Hoang Mai Cement Joint Stock Company Party Committee
On the morning of February 20, the Party Committee of Hoang Mai Cement Joint Stock Company (Vicem Hoang Mai) held the 8th Congress of Delegates for the 2025 - 2030 term. This is the model congress of the Party Committee of Vietnam Cement Corporation.
Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of Nghe An Provincial People's Committee attended the Congress.

The leaders of Vietnam Cement Corporation (VICEM) include: Nguyen Quoc Viet - Member of the Government Party Executive Committee, Party Secretary, Chairman of the Board of Members; Pham Minh Duc - Deputy Party Secretary, Chairman of the Trade Union; Le Nam Khanh - Member of the Party Standing Committee, General Director.
The congress was attended by 120 party members, representing 289 party members in the company's Party Committee.
“Unity - Breakthrough - Development”
With the motto "Solidarity - Breakthrough - Development", the 8th Congress of VICEM Hoang Mai Party Committee is an important political event for the entire Party Committee to focus its intelligence, summarize, objectively and comprehensively evaluate the achieved results, point out the shortcomings, clearly analyze the causes, draw lessons, thereby setting out goals, directions, tasks and solutions for the next term, bringing the company's Party Committee to develop strongly and comprehensively to new heights.
During the 2020 - 2025 term, although the cement business environment still has many difficulties, with high determination in management and operation, the company's Party Committee has led and directed the company to properly implement the Party's guidelines and policies; the State's policies and laws and the Central's regulations and instructions; step by step arrange, innovate, restructure the enterprise, streamline, operate effectively and efficiently; create momentum and strength for the company to develop.
Party building work has been carried out seriously, comprehensively and achieved good results in all aspects, including: political and ideological education, cadre organization, inspection and supervision, mass mobilization work and leadership of political and social organizations...
The role of the Party Committee is enhanced, becoming the political nucleus gathering and uniting cadres, Party members and workers to actively compete in labor and production, maintaining political security and social order and safety.
During the term, the entire company's Party Committee had 82 outstanding people trained in Party awareness and recruited 48 new Party members.
Regarding production and business activities, in 5 years (2020 - 2024), the company has produced more than 6.8 million tons of clinker, more than 7.5 million tons of cement; consumed 1.75 million tons of clinker, nearly 7.7 million tons of cement. In particular, the company has exported more than 1.35 million tons of cement.
With the above production and business results, in the past 5 years, the company has paid nearly 272 billion VND to the State budget; properly and fully implemented policies and regimes for employees, with an average salary in 2024 reaching more than 15 million VND/month.
Turning VICEM Hoang Mai into a modern, highly competitive cement production center
Speaking at the Congress, Comrade Nguyen Quoc Viet - Member of the Government Party Executive Committee, Party Secretary, Chairman of the Board of Members of VICEM acknowledged and highly appreciated the results of the company's Party Committee in the 2020 - 2025 term; contributing to the implementation of the corporation's political tasks, as well as contributing to the development of Nghe An province.
In the new term, comrade Nguyen Quoc Viet emphasized a number of key tasks and solutions for VICEM Hoang Mai to continue to develop; contribute to building a green VICEM, playing a leading role in leading the Vietnamese Cement industry.
The 8th Congress of VICEM Mai passed the Resolution for the 2025-2030 term; in which, it set the goal of improving the leadership capacity of the Party Committee and Party cells; maintaining internal solidarity and unity; fundamentally changing awareness and action; continuing to restructure the organization, focusing on training young and capable cadres.
At the same time, optimize the existing production line to improve efficiency; complete and put into operation the project of utilizing waste heat to generate electricity on schedule, bringing efficiency to the company.
Continue to implement the objectives of the General Restructuring Project of VICEM, turning VICEM Hoang Mai into a production center with sufficient strength in scale, applying modern technology, and high competitiveness; strive for an average profit growth rate of over 10% per year during the term.
Regarding the targets on building the Party organization and political system, the Congress Resolution aims to strengthen the Party's leadership over all activities of the company, improve the fighting strength, leadership capacity and responsibility of Party committees and Party members at all levels, and consolidate the organization of Party cells after the Congress in accordance with the company's organizational model.
During the term, 45 outstanding people were recruited into the Party (an average of 9 comrades/year). Every year, the number of Party cells that successfully complete their tasks reaches 90% or more; the number of qualified Party members that successfully complete their tasks reaches 90% or more. The Party Committee annually achieves the title of "Party Committee that successfully completes its tasks" or more. Leaders of organizations and unions achieve "Excellent completion of tasks" every year during the term.
The Congress elected 15 comrades to the Party Executive Committee for the 2025 - 2025 term. At the first meeting, the VCEM Hoang Mai Party Executive Committee elected the Secretary, Deputy Secretary, Inspection Committee, and Chairman of the Party Inspection Committee. Comrade Nguyen Dinh Dung - Party Secretary for the 2020 - 2025 term, General Director of VICEM Hoang Mai was re-elected as Party Secretary for the 2025 - 2030 term.
