Attending and directing the congress were Comrade General Nguyen Hong Thai - Member of the Central Committee of the Party, Member of the Central Military Commission, Deputy Minister of National Defense; along with leaders of the General Staff and the General Political Department of the Vietnam People's Army.

Attending the congress, on the part of the Central Committee delegates were comrades who are members of the Central Committee of the Party: Le Quang Tung - Member of the Standing Committee of the National Assembly, Secretary General, Head of the National Assembly Office; Thai Thanh Quy - Deputy Head of the Standing Committee of the Central Policy and Strategy Committee; Hoang Trung Dung - Editor-in-Chief of the Communist Magazine.

Representing the provincial and city leaders were: General Nguyen Doan Anh - Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Thanh Hoa Provincial Party Committee; Le Truong Luu - Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Hue City Party Committee; Le Ngoc Quang - Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Quang Tri Provincial Party Committee; Nguyen Duc Trung - Secretary of the Nghe An Provincial Party Committee; and Nguyen Duy Lam - Secretary of the Ha Tinh Provincial Party Committee.

The 12th Congress of the Party Committee of Military Region 4, for the term 2025-2030, is being held with the motto:"Unity - Democracy - Discipline - Innovation - Development"and the topic:"Upholding the heroic traditions of Military Region 4, building a clean and strong Party Committee, a lean, efficient, and powerful armed forces of the Military Region; ensuring solid defense of the Military Region, and strong national defense, contributing to the successful fulfillment of the task of building and firmly defending the socialist Fatherland of Vietnam.".

The Congress unanimously assessed that, during the 2020-2025 term, the Party Committee of Military Region 4, in coordination with the Party Committees and governments of the provinces and cities, had led and directed the comprehensive completion of the 10 key tasks set forth in the Resolution of the 11th Party Congress of Military Region 4.

The national defense system is becoming increasingly strong, and the defensive capabilities of military regions and local defense zones continue to be consolidated and strengthened.

The overall strength, level of expertise, and combat readiness of the armed forces in the Military Region have been enhanced, meeting the requirements of the mission in the new situation.

The quality of training, education, and discipline development has yielded good results; attention has been paid to logistics, technical support, finance, defense diplomacy, and defense-related production and business activities.

The armed forces of the Military Region actively work with the people to eradicate hunger and poverty, build new rural areas, overcome the consequences of natural disasters, prevent and control epidemics, build strong local political foundations, and secure the people's support.

Many groundbreaking policies and solutions have been implemented to build a strong Party Committee within the Military Region in terms of politics, ideology, ethics, organization, and personnel. This has enhanced leadership capacity and combat effectiveness, enabling the Military Region's armed forces to successfully complete their assigned tasks.

In his address to the Congress, Senior General Nguyen Hong Thai - Member of the Central Committee of the Party, Member of the Central Military Commission, and Deputy Minister of National Defense - acknowledged, highly appreciated, and warmly commended the achievements of the Party Committee and the armed forces of Military Region 4 during the past term.

During the upcoming term, Senior General Nguyen Hong Thai requested that the Party Committee of Military Region 4 continue to thoroughly understand the resolutions and directives of the Party and the Central Military Commission.

At the same time, they closely monitor and accurately predict the situation, and effectively perform their advisory function to the Central Military Commission and the Ministry of National Defense on local military and national defense tasks.

Focus on leadership and effectively leverage the core role in building a strong national defense system and a comprehensive national defense posture integrated with a robust people's security posture.

To improve the overall quality and combat strength of the armed forces in the Military Region, to build a strong, high-quality reserve force, and a robust and widespread militia and self-defense force.

The leadership aims to build a strong, exemplary, and politically, ideologically, and morally outstanding armed force in the Military Region, as a foundation for improving overall quality, enhancing combat strength, and successfully fulfilling tasks in all situations.

Effectively carry out defense diplomacy; lead the building of a strong Party Committee of the Military Region in terms of politics, ideology, ethics, organization, and personnel, and excellently fulfill its nhiệm vụ.

During the 2025-2030 term, the Party Committee of Military Region 4 has identified three breakthroughs: building a lean, efficient, and strong armed forces for the Military Region; building strong local military agencies at all levels to meet the requirements and tasks of the new situation.

Improving the quality of training, education, and instruction; building a professional and disciplined management system; promoting the cultural values ​​of "Uncle Ho's Soldiers" in President Ho's homeland; and accelerating digital transformation and the application of science and technology.

The Congress elected the Executive Committee of the Party Committee of Military Region 4 for the 2025-2030 term, consisting of 19 members.
