The Second Congress of the Nghe An Provincial Party Committee (April 14, 1938)
On September 13, 1936, the Provisional Provincial Committee of Nghe An and the Nghi Loc District Committee met in Dong Chu village (Nghi Loc district) to elect the unified Executive Committee of the Nghe An Party Committee, with Dinh Van Di as the Provincial Party Secretary.
