The 4th Congress of the Nghe An Provincial Party Committee (November 3, 1946)
On November 3, 1946, the Fourth Congress of the Nghe An Provincial Party Committee was inaugurated in Yen Dung village (now part of Hung Dung ward, Vinh city) with 45 delegates representing 2,876 party members (excluding those in the army) from 160 branches in 268 communes of 13 districts and cities.
