The 12th Congress of the Dien Chau District Farmers' Association

On the morning of April 21st, the Dien Chau District Farmers' Association held its 12th Congress for the 2023-2028 term. This is the model district-level congress directed by the province. Attending the congress were officials from various departments.Comrade Nguyen Quang Tung, Member of the Central Executive Committee of the Vietnam Farmers' Association and Chairman of the Provincial Farmers' Association, was present.

During the past term, the Farmers' Associations at all levels in Dien Chau district have united and strived to fulfill the tasks and objectives set forth by the 11th Congress. In particular, the movement of farmers competing in excellent production and business, uniting to help each other get rich and achieve sustainable poverty reduction, has created a widespread impact, attracting a large number of farmers to participate. Many members have applied high technology to production on a large scale, generating billions of dong in income per year and providing employment for dozens of local workers.

From there, specialized production areas, large-scale model fields, farms, and family farms were formed; leveraging the strengths of each region and gradually building distinctive agricultural product brands. On average, nearly 18,000 households receive the title of "Excellent Farmer in Production and Business" each year.

Playing a pivotal role in the farmers' movement and the construction of new rural areas, the Farmers' Associations at all levels in Dien Chau have proactively implemented specific, creative, and effective measures in building new rural areas in their localities.

Accordingly, farmer association members throughout the district donated 160,215 m².²Land was used, with contributions of 43,212 man-days and over 37.4 billion VND for the construction of rural infrastructure; 37 out of 37 pesticide waste collection models were built in the fields.

In order to improve the economic lives of its members, the District Farmers' Association has expanded and improved the quality of its service activities, vocational training and consulting, and support for farmers in developing production; it has also participated in mobilizing and guiding farmers to develop collective economic forms in agriculture and rural areas.

During its term, the Association signed joint agreements with banks and established the Farmers' Support Fund, acting as a bridge to help farmers access capital at appropriate interest rates to invest in production and business. Accordingly, the outstanding entrusted loan balance at banks was 400 billion VND; and over 6.6 billion VND was raised for the Farmers' Support Fund.

Despite the achievements, the activities of the associations at all levels still have some shortcomings and limitations. Specifically, the work of political and ideological propaganda and education for members and farmers in some areas is still limited; the qualifications and capabilities of the staff in some localities do not meet the requirements and tasks; in some places, branch and group meetings are not regular, and the content of the meetings is not diverse or attractive; the percentage of members participating in activities is still low.

In his address at the congress, Comrade Nguyen Quang Tung - Chairman of the Provincial Farmers' Association - highly appreciated the achievements of the Dien Chau District Farmers' Association during the past term. He also suggested some directions for the activities of the Dien Chau District Farmers' Association in the coming period.

Accordingly, farmer association members need to shift their mindset strongly from agricultural production to agricultural economics, using economic efficiency as the measure of the production investment process; promote the application of science and technology, linkages, and cooperation in production and business; all levels of the association need to focus on promoting the movement of farmers competing in excellent production and business, uniting to help each other get rich and achieve sustainable poverty reduction;

The Association needs to continue innovating the content and form of political and ideological propaganda and education, mobilizing cadres, members, and farmers to implement the Party's guidelines and policies, and the State's laws and regulations. It should also regularly focus on planning, training, and developing the cadre, especially key cadres at all levels of the Association.

In recognition of the achievements of the Farmers' Association and the farmers' movement in Dien Chau district during the past term, the Central Executive Committee of the Vietnam Farmers' Association awarded the Emulation Flag for outstanding performance in the 2018-2023 term to the Dien Chau District Farmers' Association.

Based on the consensus and agreement of all levels of the Farmers' Association in the district, the Congress voted to approve the direction, objectives, and tasks for the next term; and elected 28 comrades to the Executive Committee of the Dien Chau District Farmers' Association, 12th term, 2023-2028. Mr. Ngo Dinh Tuu was re-elected as Chairman of the Dien Chau District Farmers' Association, 12th term.
