The Delegates' Congress of Doi Cung Ward (Vinh City) for the term 2020 - 2025

On May 22nd, the Party Committee of Doi Cung Ward held its delegate congress for the 2020-2025 term.

Attending the congress were: Comrade Nguyen Van Lu - Standing Deputy Secretary of the Vinh City Party Committee, Chairman of the Vinh City People's Council; Comrade Tran Ngoc Tu - Deputy Secretary of the Vinh City Party Committee, Chairman of the Vinh City People's Committee; representatives of the leaders of departments and agencies of Vinh City; and 228 delegates representing 628 party members in the entire party organization. The political report presented by Comrade Tran Hoang Song - Deputy Secretary of the Party Committee of Doi Cung Ward - affirmed that during the 2015-2020 term, the Party Committee and people of Doi Cung Ward overcame difficulties and challenges and achieved many comprehensive results in all fields.

Specifically, over the past five years, the average economic growth rate has been 10.73%; and the economic structure has shifted in the right direction.

Many businesses have been established and are operating effectively and efficiently in the area; specialized business districts are gradually being formed. During the term, the construction of Doi Cung Market was completed, creating favorable conditions for small traders to do business, contributing to job creation and increasing income for the people.

Significant progress has been made in planning, urban development, land use, and infrastructure construction. The ward has actively and proactively proposed adjustments to the zoning plan. Urban order management and environmental sanitation have shown clear improvements. Attention has been paid to resolving issues related to old residential complexes in the area.

Focusing on mobilizing investment resources for the construction and upgrading of infrastructure with a total budget of over 128.9 billion VND, of which the people contributed 18.7 billion VND (making it the unit with the highest level of public contribution mobilization in Vinh City).

In particular, we have coordinated well with the city in clearing land for the implementation of key city projects such as the ancient moat and the Northeast ecological lake, creating a more modern and attractive urban landscape.

The cultural sector has seen many positive developments. Facilities for teaching and learning have been improved, and the quality of education has progressed significantly. The "All People Unite to Build a Culturally Rich Life" movement has been intensified and yielded positive results. In particular, the construction and management of the Tran Hung Dao temple have been completed; the tomb of Doi Cung has been restored and renovated, becoming a center for cultural and spiritual activities and traditional education in the area...

Party building and the political system have received attention and care, and leadership methods have undergone many innovations. Internal unity and cohesion have been maintained. The leadership capacity and fighting strength of the Party Committee, as well as the effectiveness and efficiency of State management, have been enhanced; and the role of the Vietnam Fatherland Front and people's organizations has been promoted.

Delivering a speech at the congress, Standing Deputy Secretary of the Vinh City Party Committee Nguyen Van Lu acknowledged and highly appreciated the achievements of the Party Committee and people of Doi Cung ward during the past term.

Regarding development orientation for the next term, the Standing Deputy Secretary of the Vinh City Party Committee suggested that Doi Cung ward should closely follow the development orientation of Vinh City to concretize tasks and solutions that are appropriate to the ward's reality.

Accordingly, it is necessary to identify services and trade as the key areas for economic development in the ward, focusing leadership and guidance on these sectors. This should be coupled with effective urban and land management according to the ward's zoning plan. Internal resources should be mobilized to continue developing infrastructure.

Focus on developing socio-cultural aspects, caring for the material and spiritual well-being of the people; improving the quality of education and state management of education; building a civilized urban lifestyle associated with improving the quality of cultured families and cultured neighborhoods. Pay attention to building a strong Party, government, and political system.

Comrade Nguyen Van Lu suggested that, after the Party Congress of the ward for the 2020-2025 term, the Party Committee should develop an action plan to implement the Congress Resolution promptly and effectively, bringing the resolution into practice.

The Congress elected the Executive Committee of the Doi Cung Ward Party Committee for the 2020-2025 term, consisting of 14 members. At the first meeting of the Executive Committee of the Doi Cung Ward Party Committee for the 2020-2025 term, Comrade Vo Tuan Anh - Chairman of the Doi Cung Ward People's Committee - was elected as the Secretary of the Doi Cung Ward Party Committee. The Congress also elected a delegation to attend the Vinh City Party Congress for the 2020-2025 term.
