Meeting and exceeding enforcement targets.

During the 2015-2020 term, the Party Committee of the Provincial Civil Enforcement Department demonstrated unity, cohesion, and diligent effort, achieving comprehensive results in all aspects of its work. All targets were met and exceeded compared to the goals set in the Resolution of the 2015-2020 Party Congress.

This has fostered trust, united and harnessed the combined strength of Party members and civil servants, garnered the attention of the Ministry of Justice, the General Department of Civil Judgment Enforcement, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Standing Committee of the Party Committee of the Provincial Agencies Bloc, making a significant contribution to the successful fulfillment of the sector's political tasks.

The Congress focused on discussing the direction, objectives, and solutions for the next term, including the political task of striving to complete and exceed the targets for the execution of judgments in terms of cases and money assigned annually by the Ministry of Justice and the General Department of Civil Judgment Enforcement; resolving 100% of cases within its jurisdiction, with no decisions on resolving complaints or denunciations being overturned by higher authorities.

The goal is for 100% of specialized departments to achieve the title of Advanced Labor Collective annually, with 30% achieving the title of Excellent Labor Collective; and for 100% of officials, civil servants, and employees to complete their assigned tasks well or better, with 15% achieving the title of Emulation Soldier at the grassroots level.

Regarding Party building work, the Party Committee has successfully completed its tasks, striving to achieve 2-3 years of outstanding performance; 100% of subordinate Party branches have achieved at least good performance, with 20% achieving outstanding performance. The goal is to have over 80% of Party members with at least intermediate-level political theory qualifications by the end of the term.

To cultivate and recruit 3-4 outstanding individuals into the Party. 100% of cadres and Party members register to implement Directive 05-CT/TW of the Politburo in conjunction with the implementation of Resolution 4 of the Central Committee (12th term) and commit to setting an example; to build at least 3 exemplary collective models and 5 exemplary individuals in the emulation movement "Studying and following the thoughts, ethics, and style of Ho Chi Minh," associated with the "Skilled Mass Mobilization" model and bright spots in implementing grassroots democracy regulations...

To effectively achieve the targets set forth in the resolution, the Congress identified four breakthrough areas:

The firstInnovate professional guidance and management activities in a scientific, rigorous, effective, and efficient manner; focus on key areas, closely monitor each locality, and meticulously examine each case to develop the most appropriate and effective annual, quarterly, monthly, and weekly programs and plans for organizing the execution of judgments; leverage the comprehensive attention of the Ministry of Justice, the General Department of Civil Judgment Enforcement, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the close coordination of relevant departments, agencies, and localities in carrying out political tasks.

Tuesday,Improving the quality of Party activities involves organizing regular and comprehensive thematic meetings with carefully prepared content, encouraging Party members to actively participate and express their opinions democratically, and ensuring that resolutions and conclusions from meetings are met with high consensus and unity, in line with the requirements and tasks of each period.

Wednesday,Establish working regulations with organizations and associations. Continue to effectively maintain regular meetings with the Executive Committees of these organizations to evaluate their performance and determine future activity directions, promptly addressing any suggestions or proposals.

In his address to the congress, Comrade Chu Ba Long, Deputy Secretary of the Party Committee of the Provincial Agencies Bloc, highly appreciated the leadership and guidance of the Party Committee of the Provincial Civil Enforcement Department in fulfilling its political tasks and building the Party during the past term.

At the same time, it should be noted that the Provincial Civil Enforcement Department needs to continue to pay attention to and research ways to improve the quality of leadership and management, identify key tasks and priorities in each period; strengthen coordination among agencies and government authorities. Solutions should be implemented to resolve outstanding cases.

Focus on effectively implementing administrative reforms, ensuring the rights and interests of citizens and businesses. Be proactive in the restructuring of the administrative apparatus, along with personnel training. Furthermore, prioritize Party building; inspection and supervision work, and especially addressing the issues that have been identified...
