The 4th Party Congress of the Nghe An Department of Industry and Trade, term 2025 – 2030
On the afternoon of June 27th, the Party Committee of the Nghe An Department of Industry and Trade held its 4th Congress of Delegates for the 2025-2030 term to discuss and evaluate the results of implementing the Resolution of the previous term, and to clearly define the direction and tasks for the next term.
Attending the congress were comrades: Hoang Van Nhien - Deputy Secretary in charge of the Party Committee of the Provincial People's Committee; Nguyen Trung Thanh - Deputy Head of the Organization Department of the Party Committee of the Provincial People's Committee, along with representatives from various departments, agencies, and units.
Maintaining its core role in industrial and commercial development.
Despite the severe impact of the Covid-19 pandemic, soaring fuel and material prices, and disruptions to global supply chains, the Party Committee of the Department of Industry and Trade has effectively fulfilled its leadership role, comprehensively directing all aspects of its work and achieving many outstanding results in key areas during the 2020-2025 term.
All three major indicators of the industry have met and exceeded the plan: Industrial production value for the period 2020-2025 is estimated to increase by an average of 13% per year; total retail sales of goods increased by 12.79% per year; export turnover increased by 24.4% per year, exceeding the target set in the Resolution of the 3rd Party Congress by 155%. By 2025, the province's total export turnover is estimated to reach 4.5 billion USD, with markets expanding to 150 countries and territories.
In addition, the Party Committee has effectively led and directed the implementation of many key projects: the Nghe An province export development project; the industrial and trade development plan until 2030, with a vision to 2050; and mechanisms to support industrial clusters, renewable energy, and e-commerce. The Department of Industry and Trade is also the focal point in many provincial-level steering committees on industry, electricity, international economic integration, and anti-smuggling.
Market management forces inspected over 16,200 cases, handled over 14,600 violations with a total fine value of nearly 50 billion VND. The fight against smuggling and trade fraud was implemented decisively, with a focus on key areas, contributing to market stability and protecting the rights of citizens and businesses.
The Department of Industry and Trade is also recognized as a leading unit in the province in administrative reform and digital transformation. 100% of administrative procedures are provided online at level 4; the rate of digitized documents reached 71.7% - the highest among all departments and agencies. The Department's PAR Index has increased significantly year by year, from position 19 (2021) to position 7 (2024). The system for managing and exploiting the Industry and Trade sector's database has been built and is preparing to operate in the fourth quarter of 2025.
Party building work has been implemented comprehensively and systematically. The Party Committee has admitted 33 new members, exceeding the resolution's target by 132%; all 19 Party branches have maintained good discipline in their activities, and the quality is constantly improving.
Strong digital transformation, sustainable industrial development.
Entering the 2025-2030 term, the Congress set the overall goal as follows: To continue to enhance the leadership capacity and fighting strength of the Party Committee; to build a team of cadres and Party members with strong political acumen and professional competence; to promote administrative reform and digital transformation; to develop Nghe An's Industry and Trade sector into a modern and sustainable one, making a positive contribution to the implementation of the Resolution of the 20th Provincial Party Congress.
Some specific targets include: Industrial value added reaching VND 38,000 – 38,500 billion by 2030, with an average growth rate of 10 – 11% per year; Export turnover reaching USD 9 billion, increasing by 14.8% per year; Total retail sales of goods reaching VND 210,000 billion; 100% of administrative procedures digitized, officials proficient in digital skills; Bringing the administrative reform index into the top 5 in the province; 100% of Party members fulfilling their commitment to setting a good example, 85% completing their tasks well, and 15% completing their tasks excellently.
Four breakthroughs have been identified: Implementing the Quynh Lap LNG power plant project and reviewing the power plan according to Power Plan VIII; Adjusting and effectively implementing plans and projects for the development of industrial clusters, commercial infrastructure, and logistics; Applying digital transformation in the management of traditional markets, e-commerce, and export promotion; Strengthening inspection and prevention of counterfeit and illegally sourced goods, and protecting consumers.
Delivering a guiding speech at the Congress, Comrade Hoang Van Nhien - Deputy Secretary of the Party Committee of the Provincial People's Committee - acknowledged and praised the outstanding achievements of the Party Committee of the Department of Industry and Trade during the past term. He also requested the Party Committee to continue improving the quality of its advisory services, taking the lead in administrative reform and digital transformation, and playing a central role in promoting the development of industry and trade in the province in the coming period.
The Congress approved the Decisions of the Standing Committee of the Provincial People's Committee Party Committee on the appointment of the Party Committee Executive Board of the Department of Industry and Trade for the 2025-2030 term, consisting of 9 members, and the Standing Committee of the Party Committee consisting of 3 members; Comrade Pham Van Hoa - Director of the Department of Industry and Trade - was appointed to the position of Secretary of the Party Committee of the Department of Industry and Trade for the 2025-2030 term.
