Maintain a core role in industrial and commercial development

In the context of being heavily affected by the Covid-19 pandemic, high fuel and material prices, and broken global supply chains, the Party Committee of the Department of Industry and Trade still promoted its leadership role well, comprehensively directing all aspects of work, achieving many outstanding results in key areas during the 2020-2025 term.

All three major targets of the industry have been achieved and exceeded the plan: Industrial production value in the period of 2020 - 2025 is estimated to increase by an average of 13%/year; total retail sales of goods increased by 12.79%/year; export turnover increased by 24.4%/year, exceeding 155% of the target set by the Resolution of the 3rd Congress. By 2025, the total export turnover of the province is estimated to reach 4.5 billion USD, the market is expanded to 150 countries and territories.

Along with that, the Party Committee has led and directed the effective implementation of many key projects: Nghe An province's export development project; industrial and commercial development plan to 2030, with a vision to 2050; support mechanisms for industrial clusters, renewable energy, e-commerce... The Department of Industry and Trade is also the focal unit in many provincial steering committees on industry, electricity, international economic integration and anti-smuggling.

The Market Management Force has inspected more than 16,200 cases, handled more than 14,600 violations with a total fine of nearly 50 billion VND. The work of combating smuggling and trade fraud has been implemented resolutely, with focus and key points, contributing to stabilizing the market and protecting the rights of people and businesses.

The Department of Industry and Trade is also recognized as the leading unit in the province in administrative reform and digital transformation. 100% of administrative procedures are provided online at level 4; the rate of digitized records reaches 71.7% - the highest among departments and branches. The Department's PAR Index has increased sharply over the years, from 19th place (in 2021) to 7th place (in 2024). The system for managing and exploiting the database of the Industry and Trade sector has been built and is ready for operation in the fourth quarter of 2025.

Party building work was carried out synchronously and systematically. The Party Committee admitted 33 new members, exceeding the resolution target by 132%; all 19 Party cells maintained good living habits and quality was increasingly improved.

Strong digital transformation, sustainable industrial development

Entering the 2025-2030 term, the Congress determined the general goals as follows: Continuing to improve the leadership capacity and fighting strength of the Party Committee; building a contingent of cadres and party members with strong political will and professional capacity; promoting administrative reform and digital transformation; developing the Nghe An Industry and Trade sector in a modern and sustainable manner, actively contributing to the implementation of the Resolution of the 20th Provincial Party Congress.

Some specific targets: Industrial added value in 2030 reaches 38,000 - 38,500 billion VND, average growth rate of 10 - 11%/year; Export turnover reaches 9 billion USD, up 14.8%/year; Total retail sales of goods reach 210,000 billion VND; 100% of administrative procedures are digitized, officials are proficient in digital skills; Bring the administrative reform index into the top 5 of the province; 100% of party members fulfill their commitments to set an example, 85% complete their tasks well, 15% complete their tasks excellently.

Four breakthroughs were identified, including: Deploying the Quynh Lap LNG Power Project and reviewing the power planning according to the Power Plan VIII; Adjusting and effectively implementing plans and projects for developing industrial clusters, commercial infrastructure, and logistics; Applying digital transformation in managing traditional markets, e-commerce, and promoting exports; Strengthening inspection and prevention of counterfeit goods, goods of unknown origin, and protecting consumers.

Speaking at the Congress, Comrade Hoang Van Nhien - Deputy Secretary of the Provincial Party Committee acknowledged and praised the outstanding achievements of the Department of Industry and Trade Party Committee in the past term. At the same time, he requested the Party Committee to continue to improve the quality of advice, take the lead in administrative reform and digital transformation, and play a central role in promoting the development of industry and trade in the province in the coming time.

The Congress approved the Decisions of the Standing Committee of the Provincial Party Committee on appointing the Party Executive Committee of the Department of Industry and Trade for the 2025-2030 term, consisting of 9 comrades, the Standing Committee of the Party Committee consisting of 3 comrades; Comrade Pham Van Hoa - Director of the Department of Industry and Trade was appointed to hold the position of Secretary of the Party Committee of the Department of Industry and Trade for the 2025-2030 term.
