The First Party Congress of Dong Hieu Commune, term 2025 - 2030

Achieved and surpassed many targets and tasks for the 2020-2025 term.

The Party Committee of Dong Hieu commune was established on the basis of merging the Party Committees of three communes: Nghia Thuan, Nghia My, and the former Dong Hieu. During the 2020-2025 term, the Party Committees of the three communes before the merger and the current Dong Hieu commune have upheld the tradition of unity, demonstrated initiative and creativity, strived to overcome difficulties, comprehensively implemented political tasks, and achieved and surpassed many key goals and tasks set forth in the congress resolution.

The growth rate of total product value during the period 2021-2025 is projected to reach 8.25% per year..The economic structure is shifting in a positive direction: services and trade account for 44.4%; industry and construction 29.1%; and agriculture, forestry, and fisheries 26.5%. Average per capita income is projected to reach over 62 million VND per year by 2025.

The socio-cultural sector has made significant progress. Nine out of nine schools have met national standards, with three schools achieving level 2 standards. The rate of people participating in health insurance reached 95.18% and social insurance reached 32%.

National defense and security are given comprehensive attention and guidance, creating a stable environment for development. Party building and the development of the political system are carefully managed and operate with increasing effectiveness and efficiency.

With the motto: "Unity - Innovation - Breakthrough - Development," the Congress set the following goals for the next term: Strengthening the building of a clean and strong Party and political system; promoting administrative reform, digital transformation, and attracting investment; promoting democracy and the strength of national unity; creating breakthroughs and forming a solid foundation to promote rapid and sustainable socio-economic development, while maintaining national defense and security; striving to ensure that by 2030, Dong Hieu commune will basically meet the criteria for establishing a ward, developing in the direction of a civilized, modern urban area rich in cultural identity.

The Congress set forth 19 key targets; 5 groups of priority tasks; 3 breakthroughs and 4 groups of main solutions to lead and direct the achievement of the goals set for the 2025-2030 term.

The Congress approved the decisions of the Provincial Party Standing Committee on the appointment of the Dong Hieu Commune Party Committee Executive Board, term I, 2025-2030, consisting of 24 members, and the Ward Party Committee Standing Committee, consisting of 11 members.

Striving to transform Dong Hieu into a civilized, modern city rich in cultural identity.

Delivering a guiding speech at the congress, on behalf of the Provincial Task Force, Comrade Pham Hong Quang - Member of the Provincial Party Committee, Director of the Department of Construction, and Head of Task Force No. 33 of the Provincial Party Standing Committee - emphasized the advantages of Dong Hieu commune and suggested some directions for the congress to discuss and agree on, focusing on leadership and guidance to effectively develop the potential and advantages of this land, known as the "core" of Phu Quy region, the homeland honored by the beloved President Ho Chi Minh's visit, and to transform Dong Hieu commune into a civilized, modern urban area rich in cultural identity.

First and foremost, focus on reviewing, organizing, and assigning cadres to ensure sufficient personnel for all positions and titles, meeting quality requirements; daring to think, daring to act, daring to take responsibility, daring to sacrifice for the common good, being close to the people, serving the people, and contributing to overall development.

Promote the transformation of the growth model and restructure the economy towards increasing processing, reducing exploitation, and prioritizing the development of industries with comparative advantages; develop urban satellite projects linked to agricultural tourism, homestays, flower belts, and rural experiences; promote effective digital transformation, green transformation, and the development of the digital economy; build economic driving zones, linking production, trade, and services development with the urbanization process, meeting the requirements for transforming Dong Hieu into a ward by 2030.

The organization will review, adjust, and supplement the planning to ensure the consistency and continuity of the old Thai Hoa town planning, in line with the requirements of the new urban space. It will mobilize and effectively utilize resources, especially the consensus and positive response of the people and agencies in the area, to develop socio-economic infrastructure in a synchronized, modern, and sustainable manner.

Focus on the comprehensive development of culture and society; strengthen national defense and security in the new situation; promote the building and rectification of the Party and the political system at the commune level to be strong, streamlined, efficient, effective, and responsive to the major requirements and tasks of the two-level local government.

The head of Task Force No. 33 of the Provincial Party Committee's Standing Committee also emphasized the requirement that after the congress, the commune Party Committee should immediately begin concretizing the resolution with practical programs, plans, and projects that are relevant to reality; selecting key tasks, clearly assigning responsibilities, tasks, timelines, expected results, and clear monitoring and supervision to create immediate changes from the beginning of the term.
