First Congress of the Party Branch of the Party Committee of the People's Committee of Nghe An Province

Effectively leverage the role of the political core.

With a total of 29 party members, the Party Branch of the Party Committee of the People's Committee of Nghe An province was established in February 2025, inheriting the foundation, organization, and operational results of the former Party Branch of the Party Committee of the Provincial Agencies Bloc.

At its first Congress, for the 2025-2030 term, the Party Branch conducted a comprehensive assessment of the results of implementing the Resolution for the 2020-2025 term.

The political report affirms that the Party Branch has effectively played its role as the political nucleus, leading cadres and Party members to fulfill their advisory role to the Party Committee in directing subordinate Party organizations to effectively implement assigned political tasks. The Party Branch Committee has played its leadership role, maintaining the discipline of Party activities and contributing to improving the quality of the Party member contingent.

In particular, the Party cell has effectively implemented political and ideological education, and the study and emulation of President Ho Chi Minh's teachings with many new and creative approaches. Areas of work such as organization, personnel, internal political security, inspection, supervision, propaganda, mass mobilization, and the Party committee office have all been carried out systematically, seriously, and in accordance with Party regulations.

Organizations and associations such as trade unions, youth unions, and veterans' associations operate stably and systematically; actively participating in building a strong Party and government. These efforts have contributed to improving leadership capacity and maintaining discipline and order throughout the entire Party organization.

One of the highlights of the term was the Party Branch's effective implementation of the Provincial Party Committee's Resolution on administrative reform and digital transformation. With a proactive and decisive spirit, the Party Branch advised on reviewing and reducing many outdated processes and procedures; promoted the application of information technology in management, meetings, and work processing, gradually minimizing the use of paper documents.

In addition to performing their professional duties well, the Party Branch and the Party Committee of the Provincial People's Committee actively participate in social welfare activities with a high sense of responsibility and many innovative models.

With the results achieved, during the 2020-2025 term, the Party Branch completed 6 out of 7 targets set, including exceeding 4 targets.

Delivering a guiding speech at the Congress, Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Secretary of the Party Committee of the Provincial People's Committee - acknowledged and highly appreciated the efforts of the Party Branch of the Provincial People's Committee Party Committee Office in the past period. Despite being newly established and facing many difficulties and challenges, the Party Branch has inherited and promoted the tradition of unity and responsibility, and successfully completed the assigned tasks.

Emphasizing the "2-in-1" role and mission of the Party Committee of the Provincial People's Committee: serving both as the central coordinating body for the work of the Provincial People's Committee Party Committee and as an advisory, coordinating, and supporting agency for the tasks of the Standing Committee, the Executive Committee, and the entire Party Committee of the Provincial People's Committee Party Branch, Comrade Le Hong Vinh outlined several key areas of focus for the Party Branch in the new term.

First and foremost, the Party branch must create a breakthrough in the quality of its advisory and support services, moving towards a professional, modern, proactive, and timely approach. The Party Committee of the Provincial People's Committee cannot simply be a professional "document processing department," but must become a "consulting center" for the Party Committee. Beyond simply fulfilling assigned tasks, each cadre and Party member needs to enhance their analytical and forecasting capabilities, proactively proposing creative and feasible solutions to contribute to improving the leadership and guidance capacity of the Party Committee.

Furthermore, we must truly be pioneers and leaders in the digital transformation process. This should be considered a breakthrough task, requiring comprehensive and synchronized implementation, transforming technology into a powerful tool to improve work efficiency and quality. The Party branch should research and develop an "AI virtual assistant" for Party building work, thereby creating conditions for Party branches and Party members to grasp and update information.

Building a team of cadres and Party members who are true "experts" in their respective fields requires a new generation of cadres: those with firm political convictions, impeccable ethics, and especially outstanding professional competence, proficient skills, and sharp critical thinking. We must shift away from conventional work habits and encourage cadres and Party members to self-learn, self-improve, dare to think, dare to propose, and dare to take responsibility.

The Party branch must create a truly dynamic and healthy competitive work environment where innovation and creativity are valued and celebrated. In evaluating performance and awarding commendations, work efficiency and the quality of advice provided should be the benchmarks.

The comrade also noted the need to focus on improving the leadership capacity and fighting strength of the Party branch to serve as a nucleus for unity and a place for fostering willpower and aspirations for contribution. The new Party branch committee must truly be a strong collective, daring to think and act, and exemplary in all aspects. There must be a stronger renewal of the quality of Party activities, increased inspection and supervision, and the maintenance of discipline and order so that the Party branch truly becomes a solid fortress.

At the Congress, the Presidium announced the Decision of the Standing Committee of the Provincial People's Committee Party Committee on the appointment of the Executive Committee, Secretary, and Deputy Secretary of the Party Committee Office Party Branch for the 2025-2030 term; and the Decision on the allocation and appointment of delegates to the First Congress of the Provincial People's Committee Party Committee, 2025-2030 term.

Comrade Pham Tuan Vinh - Member of the Provincial Party Committee, Deputy Secretary of the Party Committee in charge - has been appointed to the position of Secretary of the Party Branch; Comrade Ho Thi Hong Lien - Member of the Provincial People's Committee Party Committee, Deputy Head of the Standing Committee of the Provincial People's Committee Party Organization Department - has been appointed to the position of Deputy Secretary of the Party Branch for the 2025-2030 term.
