Police captain 'extorted money'
Nguyen Van Hung, former Chief of Police of Khanh An Commune, was prosecuted for appropriating people's property.
In May 2018, Captain Nguyen Van Hung, Chief of Police of Khanh An Commune, U Minh District (Ca Mau), received a report about Mr. Cao Van Dot's son taking his 15-year-old girlfriend to a motel.
Even though the incident does not constitute a crimeSex with minors,Hung and police officer Pham Van Nguyen threatened Mr. Dot, forcing him to pay 20 million VND (10 million VND in advance) to deal with the case so that his son would not have to go to jail.
Some time later, Nguyen continued to urge Mr. Dot to give him the remaining 10 million VND. Because he had no money, he went to borrow money. Knowing that he borrowed money to "pay off" the commune police, the lender filed a complaint.
After an investigation period, on September 10, the Supreme People's Procuracy's Investigation Agency prosecuted Hung and Nguyen for the crime.Abuse of position and power to appropriate property,according to Article 355 of the Penal Code 2015.
