(Baonghean.vn) - The rainy season has begun, therefore, along with accelerating construction progress, issues of labor safety, environmental safety, and construction site quality for the 500kV circuit 3 power line projects are being raised.
Emphasis on safety during construction.
Currently, construction contractors are working on the 500kV circuit 3 transmission line project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen), striving to complete and energize the project in June 2024 as directed by the Prime Minister.
Currently, two projects belonging to the 500kV circuit 3 power line are being implemented in Nghe An province; the relevant parties are urgently working to accelerate the project's construction progress.
The Quang Trach - Quynh Luu 500kV transmission line project has a total investment of over 9,820 billion VND, of which the transmission line section in Nghe An province is approximately 82.33 km long, including 168 tower foundation locations, corresponding to 169 tower spans in the following districts: Nam Dan (25.20 km, 51 locations), Nghi Loc (14.30 km, 29 locations), Dien Chau (22.60 km, 47 locations), Yen Thanh (10.80 km, 22 locations), and Quynh Luu (9.40 km, 19 locations).
The Quỳnh Lưu - Thanh Hóa 500kV transmission line project has a total investment of over 4,079 billion VND. The route runs through Nghệ An province for approximately 17.5 km, comprising 34 tower foundation locations, corresponding to 34 tower spans, located in: Quỳnh Lưu district (9.80 km, 19 locations) and Hoàng Mai town (7.70 km, 15 locations).
In Yen Thanh district, Mr. Phan Van Tuyen, Chairman of the District People's Committee, stated: Yen Thanh is the first district in the province to hand over the land for the foundation of the pylons and the corridor to the investor for construction. To date, the district has successfully persuaded the handover of all 22/22 pylon foundation locations and 22/22 pylon sections. Two households in the district have had their land affected within the corridor; these households have agreed to accept compensation and do not require resettlement (they have received 70% of the compensation as per the draft plan).
On the construction site, the joint venture of Viet Technology Co., Ltd. and FECON Joint Stock Company is focusing on accelerating the progress of package 42. Mr. Pham Tuan Hiep - Project Manager of package 42, the joint venture contractor, said: "Our package covers the construction from foundation location 424 (Do Thanh commune, Yen Thanh district) to foundation location 435 (passing through Duc Thanh commune, Yen Thanh district). As of April 19th, 12 out of 12 foundation locations have been completed; pole installation has been completed at 6 out of 12 locations; 1 location is currently undergoing installation, and the remaining 5 locations are awaiting pole materials."
To ensure the project's progress, the contractor, in the spirit of "overcoming the sun and rain," has been working overtime and in shifts, even during holidays. To date, the foundation work is on schedule as required by the investor, with most of the work being done by local laborers. The column erection work, however, is being carried out by skilled technicians.
To ensure construction safety, we regularly brief and remind our workers and technicians to adhere to regulations and procedures both during construction and at their temporary shelters. The contractor also regularly monitors weather forecasts, taking advantage of favorable weather conditions to work on areas prone to landslides. To date, 12 foundation locations have been completed, and many pole locations have been erected, basically ensuring the construction progress and safety. However, the pole erection and power line laying work has not yet been implemented due to a shortage of materials.
Ensuring safety, materials, and construction equipment.
Currently, the 500 kV circuit 3 transmission line project in Nghe An province has completed the approval of the cadastral maps and issued land acquisition notices. The process of verifying land ownership, determining prices, and posting information is underway to approve compensation plans for the remaining tower foundations and transmission line corridor. Simultaneously, advance compensation payments have been made, and efforts are being made to persuade organizations and individuals to hand over the land to the construction contractor for the entire area of the tower foundations and most of the transmission line corridor.
According to the Department of Industry and Trade, to date, all 202/202 pole foundation locations in Nghe An province have been handed over; land for the corridor of the 171/203 pole sections (74/88 anchor sections) has been handed over, and prices are being set and posted to proceed with the handover of the remaining pole sections. Regarding the construction progress, the foundations have been handed over for all 202/202 locations, of which 185 are completed and 17 are under construction; 42 pole locations have been erected, and 20 pole locations are currently being erected.
A representative of the project's investor stated: Currently, construction contractors are urgently working on the 500kV circuit 3 power line project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen), striving to complete and energize the project in June 2024 as directed by the Prime Minister. However, the supply of materials and equipment is still facing many difficulties; transporting equipment from Russia takes a long time; and the production of a large volume of steel poles in a short period has put immense pressure on the contractors. Besides inspecting and urging contractors to accelerate the production and transportation of steel poles, the Ministry of Industry and Trade has also sent official dispatches and diplomatic notes to the Trade Offices of Russia, India, and China, as well as the Embassies of the three countries, to facilitate the sourcing of imported goods, including steel poles and components.
Regarding the safety of workers, machinery, equipment, and construction sites, the National Power Transmission Corporation requires its units to continue focusing on ensuring construction safety under adverse weather conditions. Construction contractors are required to coordinate with supervisory and design consultants to review construction plans and safety measures appropriate to the terrain, and to implement preventive measures to ensure the safety of personnel, machinery, equipment, and the construction site throughout the entire construction process.
In particular, locations in steep mountainous areas, material storage areas, equipment and construction machinery depots, and temporary shelters must be situated in safe locations, avoiding safety hazards such as flash floods, landslides, and rockfalls. Proactive coordination with local authorities and residents is essential to prevent hazards caused by terrain, landslide-prone areas, and steep slopes prone to water accumulation leading to flash floods and mudslides. Prepared disaster prevention and rescue plans are crucial to ensure the safety of personnel, materials, equipment, construction machinery, and the project itself.
To ensure the safety of workers, machinery, equipment, and construction sites, a pressing issue today, on May 2nd, in Official Letter No. 3467/UBND-CN regarding the implementation of the 500kV circuit 3 power line project section through Nghe An province, the Standing Vice Chairman of the Provincial People's Committee, Le Hong Vinh, requested the Central Region Power Project Management Board to direct the construction contractor to have a plan and measures to ensure safety and environmental hygiene, and to restore temporary roads and construction sites immediately after completion of construction work to avoid affecting the production and daily lives of the people.
Recently, at an online meeting with ministries, agencies, the Vietnam Electricity Group, the National Power Transmission Corporation, and nine localities regarding the implementation of the 500kV Quang Trach - Pho Noi circuit 3 power line projects, Minister of Industry and Trade Nguyen Hong Dien requested that the inspection and supervision of construction contractors be further strengthened, and all resources be focused on accelerating progress. Attention should be paid to ensuring labor safety and environmental safety during the final stages of the project, especially given the unstable weather conditions.
