People's mobilization goes first, accompanies, and follows later.

(Baonghean) - Mass mobilization work plays a crucial role in creating consensus, unity, and firmly consolidating the people's trust in the Party's leadership, and in harnessing the combined strength of the people in implementing the Party's guidelines and policies, the State's laws, and the province's socio-economic development goals. Recognizing these issues, in recent years, mass mobilization work has received attention and been promoted by the entire political system, applied flexibly, and yielded practical results in many areas.

Lessons learned: Stay close to the people, be deeply involved with the people.

Village 12 in Linh Son commune, Anh Son district, has a large area with entirely hilly terrain. The village has a population of 153 households with 575 people, scattered across 11 hills. The people mainly engage in agriculture, and their lives are generally still difficult. The road system and infrastructure serving community life are still limited.

Recognizing that the new rural development program must first improve the lives of the people, the village's mass mobilization team has propagated and encouraged the people to actively participate in labor and production emulation, proactively shift the economic structure, and support each other with seeds, capital, and production experience.

In 2016, the group mobilized the people to plant 25 hectares of paper pulp trees and 3.5 hectares of food tea. In infrastructure development, the group successfully cleared land for 3 gravel roads with a total length of over 4.2 km. The people contributed labor and money to build 2 concrete roads totaling 1.8 km, with a total contribution of 395 million VND.

Specifically, because the village cultural center's grounds did not have sufficient space, the group mobilized the people to unanimously agree and contribute 21.3 million VND to level the ground at the new location, and also unanimously agreed and contributed 300 million VND to build the cultural center, which has now started construction and is currently laying the foundation.

Nguyen Thi Kim Phuong, Party Secretary and Head of the People's Mobilization Team of Hamlet 12, Linh Son Commune, shared: "To achieve these results, all members of the hamlet's people's mobilization team have thoroughly understood and done a good job of people's mobilization in conjunction with implementing the grassroots democracy regulations, so the new rural development program has been enthusiastically supported and participated in by the people of the hamlet."

Overall, the "Effective Mass Mobilization" emulation movement in the province has made significant progress in recent times and has been embraced by the entire population.

On the other hand, mass mobilization work has also undergone significant changes in terms of thinking and methods throughout the entire political system. This is not only the responsibility of mass mobilization officials and the mass mobilization sector, but also a regular and continuous task for every official, Party member, agency, and unit, especially in government mass mobilization work.

With the motto of staying close to the grassroots, listening to and addressing the opinions of the people and businesses, and resolving recommendations promptly, while focusing on promoting administrative reform, the government system at all levels has improved the effectiveness and efficiency in directing and managing the implementation of political tasks.

In Chau Cuong commune, Quy Hop district, over the past two years, following the principle of focusing officials on the grassroots level, the Chau Cuong Commune People's Committee has assigned commune officials to oversee 11 hamlets, along with hamlet leaders and committee members, to lead and implement socio-economic development tasks. Weekly meetings are held to review and assign specific and clear tasks. Thanks to these efforts, the socio-economic situation in Chau Cuong commune has seen significant improvements.

The people are developing forest planting with high-quality acacia varieties; raising buffalo and cattle is managed in a way that limits free-range grazing, combined with planting elephant grass and building straw stacks as animal feed after the rice harvest. “In particular, Chau Cuong has encouraged people to cultivate three winter crops using crops linked to consumption, such as growing corn to sell to the dairy farm of TH Milk Company, instead of leaving the fields fallow during this season as in previous years,” said Comrade Luu Xuan Diem - Chairman of the People's Committee of Chau Cuong commune.

For example, in land clearance work, the leaders of the Provincial People's Committee, departments, agencies, and leaders of many localities such as Thai Hoa, Hoang Mai town, Quy Hop... have skillfully and flexibly applied public relations work, thereby creating consensus among the people for investment projects.

Notably, the dialogue between the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Nguyen Xuan Duong, and residents of Nghi Thiet commune, Nghi Loc district, lasting nearly 5 hours on September 25th, served as an open forum for people to express their concerns and questions. Conversely, government officials and investors provided clearer information to the people about ongoing investment projects, including the Nghi Thiet Cement Grinding Plant, Vissai Seaport, and the DKC Oil and Gas Storage Depot, as well as policies for affected households and any arising issues. Through this, many obstacles were overcome, and both the people, the government, and the investors reached a consensus on the principles and perspectives for project implementation, all working towards the common development of the locality and the province.

Regular employment

The above results have affirmed the role of mass mobilization work, especially the advisory role of the mass mobilization departments at all levels in meeting the requirements of the current period. In particular, the Provincial Party Committee's Mass Mobilization Department identified Resolution No. 25-NQ/TW, 11th Congress, "On strengthening and renewing the Party's leadership over mass mobilization work in the new situation," and Decision 290-QĐ/TW on promulgating the Regulations on mass mobilization work of the political system as strategic, urgent, and crucial issues that are decisive for mass mobilization work. Based on this, the mass mobilization sector has promptly implemented these resolutions at the local level, selecting practical projects and plans suitable to the province's situation; and regularly monitoring and inspecting the implementation of resolutions, directives, and conclusions at the grassroots level.

Furthermore, the practical implementation has yielded profound lessons. These include: where the Party Committee and government consistently pay attention to and create favorable conditions for mass mobilization work, and where the mass mobilization committee is proactive and creative in its advisory role, mass mobilization work achieves high effectiveness; the motto "Mass mobilization work must lead, accompany, and follow" must be implemented in the implementation of programs and projects; the "Skilled Mass Mobilization" emulation movement must involve the entire political system, with the mass mobilization committee as the core, emphasizing: "Skillful selection of tasks, skillful organization, skillful propaganda and mobilization," as well as timely summarization, commendation, and replication of successful models.

A crucial issue is that officials must match words with actions, regularly stay close to the grassroots, promptly address legitimate needs, coordinate the handling of complex issues arising from the grassroots, and pay due attention to the government's mass mobilization work.
