Promoting the role of the people in maintaining security and order at the grassroots level has always been a priority for Party committees, authorities, and the police force in Nghia Dan district through various solutions. In particular, mass mobilization efforts have fostered consensus to gradually combat crime and social vices, contributing to the stability of social order and safety in each hamlet and village.

Nghia Tho commune (Nghia Dan district) is home to a large ethnic minority population. With a sense of responsibility and dedication, the police officers of Nghia Tho commune regularly visit villages and hamlets to share in the difficulties faced by the people. Each year, each officer and soldier contributes a few days' salary to help disadvantaged families and underprivileged students who excel in their studies. They also assist families without family members in harvesting their crops.

For the Nghia Lac Commune Police (Nghia Dan District), in addition to supporting the local people in developing the economy and improving their lives, they also organize many practical activities: Saving money by "raising pigs" to help households facing difficulties and hardships; On Saturdays and Sundays, the officers take turns tutoring disadvantaged students...
Through their sharing, responsibility, and concrete, practical actions, the police officers and soldiers of the commune police force in Nghia Dan district have left a positive impression and fostered goodwill among the people. This has contributed to building a close and friendly relationship between the people and the police force, ensuring security, order, economic development, and social stability.

Thanks to their close relationship with the people, in 2022, based on information from citizens, the Nghia Duc commune police coordinated efforts to investigate and clarify 12 cases of illegal Falun Gong practice and proselytization. As a result, 11 out of 12 individuals were persuaded to abandon the "strange religion." The police in Nghia Dan district also actively propagated and encouraged people to be vigilant against the schemes of hostile forces and malicious elements who exploit opportunities to divide national unity.
Leveraging the "eyes and ears" of the people.
Along with strengthening patrol and control work, the Nghia Dan District Police are promoting the role of the people as "eyes and ears" in preventing and combating various types of crimes and social evils. Thanks to many reliable tips from the people, the police in communes and towns have handled many cases, ensuring security and order.
The commune police forces also coordinated with and encouraged local authorities, residents, and businesses to install surveillance camera systems in key areas. Thanks to effective public relations work, many localities in Nghia Dan district have mobilized social funding to deploy and install security surveillance camera systems.

In Nghia Khanh commune, in 2022, the commune police, in coordination with the Party committee, government, and mass organizations, launched the "Camera Surveillance Model for Ensuring Security and Order." This locality borders Thai Hoa town and Tan Ky district, with a high volume of traffic and inherent risks of insecurity, disorder, and social vices, making the implementation of this model highly practical.
Thirty-one community cameras were installed along roads and in residential areas of Nghia Khanh commune, with a total of over 193,700,000 VND raised through donations from the public and businesses. The camera system helped the police clarify five traffic accidents with complex details; arrest one suspect for setting off firecrackers and disturbing public order; apprehend two suspects involved in drug-related crimes; and investigate one theft case. For example, on January 3, 2022, police extracted footage from community cameras in Tru Met hamlet and apprehended Minh (born in 1986, residing in Tru Met hamlet) along with three synthetic drug pills.

Thanks to effective propaganda and mobilization efforts, and with the consensus and support of the people, Nghia Hoi commune (Nghia Dan district) has installed 40 security cameras. In addition, each month, households contribute approximately 1.2 million VND/month to cover internet and electricity costs to "maintain" the security camera system.

Currently, local police forces in Nghia Dan district are continuing to coordinate efforts to raise awareness and encourage people, businesses, and individuals to contribute funds to expand the "Camera Surveillance for Security and Order" model in each hamlet and commune.
The Nghia Dan District Police have developed 18 "Effective Public Relations" models. These models have proven highly effective and are being replicated throughout the district, including: the "Rehabilitation and Assistance for Offenders to Reintegrate into the Community" model; the "Circle of Compassion" club; the "Peaceful Parish Free from Drug-Related Crimes, Working Together to Build New Rural Areas" model; and the "Propaganda and Suppression of the Development of Unconventional Religions" model...
Helping people with past mistakes reintegrate into society.
That is the goal of the "Circle of Compassion" Club in Binh Hanh hamlet, Nghia Binh commune (Nghia Dan district). Established in 2011, this model has over 47 members, including 11 former prisoners, 10 people infected with HIV, and drug addicts.
Establishing the club was difficult, but maintaining its operation was even more challenging because people infected with HIV, especially those recently released from prison, often suffer from low self-esteem, feelings of inferiority, lack of employment, and insufficient capital for work and production. Furthermore, some people still harbor feelings of alienation, discrimination, and fear of infection. Therefore, choosing effective content and methods for advocacy and awareness campaigns is a significant challenge for the club's management board.

With determination and active support from all levels and sectors, including the involvement of the police force, the club has achieved encouraging results. Throughout this process, Ms. Nguyen Thi Thao - the former chairperson of the club - played a very responsible role, always skillfully creating an open atmosphere for members to share their thoughts, feelings, and aspirations, helping them overcome their feelings of inferiority.
Ms. Thao also regularly encourages people in the neighborhood to eliminate discrimination and be tactful in communication so that those in need no longer feel inferior and can reintegrate into the community.
Ms. Pham Thi A., a member of the club, became depressed and contemplated suicide after discovering she had contracted HIV from her husband and that her son had also been infected. Then, Ms. Thao regularly visited her home to share her experiences and encourage her to maintain her faith in life.
Meanwhile, Ms. Thao sought advice from the Party Committee and the village's leadership board, and appealed to women's association members and residents to support Ms. A. so that she and her children could have money to buy medicine. Ms. Thao also stood by Ms. A., encouraging and supporting her in borrowing 50 million VND to have capital for production. Thanks to this, Ms. A.'s family's economic difficulties have eased, and she has become more optimistic and actively participates in social activities.
To fund its activities, the "Circle of Compassion" Club calls on each family of female members in the neighborhood to contribute 10,000 VND per month. To date, the fund has reached nearly 30 million VND. During holidays and festivals, organizations and associations, along with the Club's Management Board, visit and give gifts to members in need and outstanding students.

After Ms. Nguyen Thi Thao transferred to another job, Ms. Nguyen Thi Mai became the head of the "Circle of Compassion" Club, continuing its activities and connecting with other members to organize many events to help each family develop love, support, and assistance for each other's integration into the community. After more than 13 years of operation, the "Circle of Compassion" Club now has 198 members, including people from outside the neighborhood.

Implementing this ‘Skilled Public Relations’ emulation movement not only helps the District Police force successfully complete its task of protecting security and order, but also contributes to consolidating the ‘people's trust’ and building a clean, strong, and comprehensive police force in the new situation.”
