The Quy Chau District Party Committee is focusing on achieving the goals of the 26th District Party Congress Resolution, term 2020-2025.
During the past term, the Quy Chau District Party Committee continued to uphold the tradition of unity, gradually overcoming difficulties and challenges, leveraging all resources, and focusing on leading and directing the comprehensive fulfillment of the goals and tasks set forth in the Resolution of the 26th District Party Congress, term 2020-2025.
The economy is growing quite well.
Over the past five years, despite fundamental advantages, the people have also faced numerous intertwined difficulties and challenges that have significantly impacted their lives, production, and business activities.
In that context, under the leadership and guidance of the District Party Committee and its Standing Committee, the Party organization and people of the district have made great efforts with high determination, dynamism, creativity, and decisive action, gradually overcoming all difficulties and organizing the implementation of the Resolution of the 27th District Party Congress, achieving important results.

The district's economy has developed quite comprehensively across all sectors; maintaining a relatively high growth rate, the local potential and advantages have been well exploited, and internal resources have been leveraged through various appropriate mechanisms to create momentum for the development of all economic sectors; the economic structure has shifted in the right direction and achieved high efficiency.
The average economic growth rate for the period 2020-2025 is projected to reach 8.6%; average income will reach 40.7 million VND/person/year, an increase of 12.5 million VND/person compared to 2020, achieving 67.9% of the resolution's target; the poverty rate according to the new standard in 2025 will decrease to 23.82% (from 42.04% at the end of 2021).
State budget revenue in the area in 2025 is estimated to reach 42 billion VND, achieving the target set in the congress resolution. The rural economic and social infrastructure system has been invested in and built synchronously, and the appearance of rural areas is gradually changing towards modernity and civilization.

Breakthroughs in infrastructure development
Infrastructure development in Quy Chau district during the past term has seen a breakthrough, with many key projects and works being invested in and constructed, creating a foundation for socio-economic development and ensuring the fulfillment of national defense and security tasks.

From 2021 to 2024, 176 construction projects were invested in the district with a total investment of nearly 695 billion VND. Some key projects include: the Hieu River embankment, the first phase of the lakeside tourism road, Chau Tien Bridge, Chau Thang Bridge, Chau Binh Bridge, Tong Son Bridge, Ta Chieng Bridge, etc.
In addition, the district also takes advantage of the attention of the provincial level in the work of investing in the construction of socio-economic infrastructure; investing in and upgrading the power grid to meet the electricity needs of the people in production and consumption.

Culture and society have made significant progress.
Education and training have been strengthened in both scale and quality, fundamentally meeting the goals of human resource development in the new situation. The percentage of school-aged children attending school is high (over 98%), the quality of universal education at all levels is sustainably maintained, and the quality of comprehensive education has improved (the percentage of excellent students at all levels increased by 15.5% compared to the beginning of the term).
School infrastructure continues to receive investment, with the construction of 97 new classrooms, functional rooms, and many other auxiliary facilities at a total cost of 86.6 billion VND; the percentage of solid classrooms has reached 92%. To date, 34 out of 36 schools in the district have met national standards, achieving a rate of 94.5%.

Cultural and sports facilities have received significant investment. During the term, the district invested in the construction and upgrading of 32 village and hamlet cultural centers, the district stadium, the museum of ethnic cultures in Western Nghe An, the Hang Bua scenic area, the tomb and apple tree of General Lang Van Thiet, the Hoa Tien community tourism center, etc., with a total investment of 144.9 billion VND.
The "National Unity for Building a Culturally Rich Life" movement has developed extensively, positively impacting the lives of the people and society as a whole. 100% of villages, hamlets, and neighborhoods in the district have effectively implemented the regulations; the percentage of culturally exemplary families reached 88.6%; and the percentage of culturally exemplary villages, hamlets, and neighborhoods reached 90.5% (exceeding the targets set by the congress resolution).

Social welfare policies for those who have rendered meritorious services to the revolution and those receiving social assistance have been given attention and implemented effectively; resources have been mobilized to support and assist the poor in improving and stabilizing their lives. National defense has been strengthened, political security has been maintained, social order and safety have been ensured and stabilized, creating a favorable environment for socio-economic development.
Party building work has seen positive progress.
During the past term, the Standing Committee of the District Party Committee and Party committees at all levels have prioritized the implementation of practical solutions to consolidate and build grassroots Party organizations; and improve the quality of cadres and Party members.
Continue to effectively implement Resolution No. 18-NQ/TW dated October 25, 2017, of the 12th Central Committee of the Communist Party of Vietnam on "Some issues concerning the continued reform and restructuring of the organizational apparatus of the political system to be streamlined, effective, and efficient." Party committees and grassroots organizations at all levels are consolidated and strengthened to suit the specific characteristics of each locality.
Following the reorganization, the number of grassroots Party organizations has been reduced by 6 (from 37 at the beginning of the term to 31 now). The organizational structure has been reorganized and streamlined to suit the local conditions, thereby improving the quality and efficiency of operations.

The recruitment of new Party members has received attention; since the beginning of the term, 723 new members have been admitted out of 750, achieving 96.4% of the congress's target. Party inspection and supervision have been strengthened, resulting in disciplinary action against 57 Party members. Mass mobilization work has seen positive progress, promptly addressing pressing social issues; 111 dialogue conferences have been organized across various fields of activity, with responses received from Party committees and authorities at all levels.
Thanks to the strong innovation in leadership methods of Party committees and organizations at all levels; the decisive direction and management of the government; and the leveraging of the strength of the entire political system and the great national unity, 21 out of 25 targets of the Resolution of the 26th District Party Congress, term 2020-2025, have been achieved or exceeded.
In particular, some annual targets were achieved at a high level, exceeding the set goals, such as: total social investment; concentrated reforestation; 100% of hamlets and villages having hamlet/village heads who are Party members (completed from 2022); and the number of new Party members admitted annually exceeding the set target.

Concluding its term with many proud achievements, the Quy Chau District Party Committee has learned the following lessons: always prioritizing the strength of national unity, effectively implementing democracy and transparency, and creating consensus among the people; focusing on building a strong Party and political system from the district to the grassroots level, strengthening unity and cohesion within the Party; prioritizing the quality and efficiency of sustainable economic growth and development while protecting natural resources and the environment, clearly identifying the district's potential and strengths, selecting the right breakthroughs, key programs, and priority projects to exploit them effectively; proactively monitoring the situation, strengthening contact and dialogue with the people to promptly and decisively address existing problems; ensuring national defense and security, and maintaining political and social stability for economic development.
