'New Party Committee - New Determination - New Success': Quynh Anh Commune (Nghe An Province) strives to achieve advanced New Rural Area standards by 2028.

On August 18th and 19th, the Party Committee of Quynh Anh commune held its first Party Congress for the 2025-2030 term. Comrade Nguyen Van De, member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, attended and directed the Congress.

Also attending were comrades: Ho Mau Ngoat - Former member of the Central Committee of the Party, former assistant and head of the Office of the General Secretary; representatives of leaders of provincial departments and agencies; leaders of the former Quynh Luu district from various periods; and 220 exemplary Party members representing 1,714 Party members in the commune.

Quynh Anh commune was established by merging five communes: Quynh Bang, Quynh Yen, Quynh Doi, Quynh Thanh, and Minh Luong.

During the 2020-2025 term, despite facing many difficulties and challenges, the Party Committee, government, and people of the (former) communes have demonstrated high levels of unity and consensus, striving to achieve comprehensive results in various fields: The economy has developed quite well; the total value of products in 2025 is estimated at 2,725.859 billion VND, an increase of 44.72% compared to 2020, with an average annual increase of 7.67% over the past five years; the economic growth rate in 2025 is estimated at 8.71%, with an average annual growth rate of 7.01% over the past five years.

The structure of the total product value is shifting in a positive direction, reducing the proportion of the agriculture, forestry, and fisheries sector and increasing the proportion of the industry and service sector. The average per capita income in 2025 is estimated to reach 64.9 million VND, an increase of 22.9 million VND compared to 2020.

Significant progress has been made in the cultural and social fields, and social welfare issues have been addressed promptly and effectively. National defense and security have been strengthened. The material and spiritual lives of the people have improved. Party building and the development of the political system have received attention and have been consolidated and strengthened.

With the motto "New Party Committee - New Determination - New Success",Entering the 2025-2030 term, the Party Committee of Quynh Anh commune has identified the following development direction: Following the river - Facing the sea - Developing commercial and service centers, creating momentum to achieve advanced new rural status by 2028.

The First Party Congress of Quynh Anh Commune set forth 35 key targets regarding Party building, economy, culture and society, environment, national defense and security, and new rural development; 4 priority programs and 3 breakthroughs.

In his address to the Congress, Comrade Nguyen Van De – Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee – acknowledged and highly appreciated the achievements that the Party Committee, government, and people of Quynh Anh commune have made in the past term.

To successfully achieve the goal of building Quynh Anh commune to meet the advanced new rural standards by 2028, and to develop rapidly and sustainably based on riverine orientation, coastal orientation, development of commercial and service centers, organic agriculture, and cultural and spiritual tourism, the Vice Chairman of the Provincial People's Committee outlined several key tasks.

First and foremost, it is necessary to continue to maintain, strengthen, and foster unity and cohesion within the Party organization and the entire political system; creating consensus among all strata of the people in achieving common goals. Attention should be paid to Party building and rectification, building a clean, strong, streamlined, efficient, and effective political system; improving the quality of Party branch activities, and focusing on developing Party members in special areas.

Quynh Anh commune, situated along the picturesque Mai Giang river and boasting a long coastline, possesses significant advantages for developing its service, tourism, and commercial economy. The comrade suggested that the locality should plan and develop modern residential areas along the river, establish commercial and service centers in former communes, and create a balanced development momentum throughout the commune. He emphasized the need to boost the exploitation of marine potential to develop the fisheries and coastal tourism industries, closely linked to cultural and spiritual tourism. The goal is to make Quynh Anh a unique cultural and tourist destination in Nghe An province.

In economic development, it is necessary to improve the quality of agriculture, build the brand of Quynh Anh specialties, focus on developing organic, safe, and VietGAP-certified agriculture, especially vegetables – the region's famous products. Gradually build the "Quynh Anh Clean Vegetables" brand, develop markets within and outside the province, and expand exports. Promote industry, handicrafts, and commercial services. Attract investment to form small and medium-sized industrial clusters, prioritizing agricultural and aquatic product processing, garment manufacturing, and woodworking, utilizing local raw materials and labor.

Furthermore, the locality needs to mobilize all resources and take advantage of support from the province, the central government, and businesses to build a synchronized and modern system of transportation, schools, markets, bus stations, clean water facilities, and street lighting. Emphasis should be placed on improving the urban and rural landscape, building Quynh Anh commune into a "bright, green, clean, and beautiful" area, and developing it in the direction of a green and sustainable economy.

Developing socio-cultural aspects, preserving scholarly traditions and a love of learning: Promoting the cultural, historical, revolutionary, and scholarly traditions of Quynh Doi and other cultural villages in the commune; building a healthy cultural environment that encourages learning and talent development. Continuing to maintain national defense, security, and social order, especially in coastal areas and religious regions, creating a stable environment for socio-economic development…

The Congress announced the Decision of the Provincial Party Standing Committee on the appointment of the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Party Committee of Quynh Anh commune for the 2025-2030 term, consisting of 22 members (including 11 members of the Standing Committee of the commune's Party Committee).

Comrade Nguyen Van Thuong has been appointed as Secretary of the Party Committee; Comrade Tran Thi Ha has been appointed as Permanent Deputy Secretary of the Party Committee; and Comrade Ho Nghia Duong has been appointed as Deputy Secretary of the Party Committee and Chairman of the People's Committee of Quynh Anh commune for the term 2025-2030.
