At around 3:00 p.m. the same day, the police arrested Luu Van Long (born in 1988), residing in village 02, Quynh Trang commune, Hoang Mai town, and confiscated an Asanzo brand TV worth about 9 million VND. Long is an F1 subject returning from the epidemic area of ​​Da Nang, and is being quarantined at Quynh Trang Commune Kindergarten.

During the investigation, Luu Van Long confessed that at around 9:00 p.m. on August 15, 2021, he discovered that room number 03, the house east of Quynh Trang Commune Kindergarten (which had just been disinfected so the door was not locked) had a new TV. Seeing that no one was around, Long sneaked in to steal it and took it to the school's wall (the area adjacent to the commune stadium).

After that, Long returned to the quarantine room and called his cousin Bui Van Trung (born in 1976), residing in village 02, Quynh Trang commune, Hoang Mai town, to come to the quarantine area to bring the TV to Trung's house. On the morning of August 16, 2021, Long called Trung and said that he had stolen the TV from the Kindergarten. Although he knew that Long's actions were illegal, Trung did not report it.
