Previously, on August 17, 2021, the Quỳnh Trang Commune Police conducted an inspection of the centralized quarantine area at the kindergarten and discovered that a television set was missing. Immediately, the commune police deployed forces to search and verify the incident.
At approximately 3 PM on the same day, the police arrested Luu Van Long (born in 1988), residing in Hamlet 2, Quynh Trang Commune, Hoang Mai Town, and confiscated one Asanzo brand television worth approximately 9 million VND. Long is a close contact (F1) of a person who returned from the COVID-19 affected area of Da Nang and was being quarantined at the Quynh Trang Commune Kindergarten.
During questioning, Luu Van Long confessed that at approximately 9 PM on August 15, 2021, he discovered a new television in room number 3 of the East building of Quynh Trang Commune Kindergarten (which had just been disinfected and therefore unlocked). Seeing no one around, Long sneaked in, stole the television, and moved it to the school wall (the area adjacent to the commune's sports field).

Afterward, Long returned to his isolation room and called his cousin, Bui Van Trung (born in 1976), residing in Hamlet 2, Quynh Trang Commune, Hoang Mai Town, to come to the isolation area to take the television back to Trung's house. On the morning of August 16, 2021, Long called Trung and said that he had stolen the television from the kindergarten. Although Trung knew that Long's actions were illegal, he did not report him.
Currently, the Hoang Mai Town Police Investigation Agency is finalizing procedures to initiate criminal proceedings, indict the suspects, and clarify each action of the two individuals, Luu Van Long and Bui Van Trung.
According to the police, Luu Van Long has one prior conviction for theft.
