Reviewing the extension of land lease for aquaculture at Trinh Mon Company.
Regarding the report about hundreds of aquaculture households feeling anxious as their land leases expire, the Department of Agriculture and Environment stated that it is coordinating with relevant units to inspect and review the situation in order to advise the Provincial People's Committee on a solution.
On March 14, 2026, Nghe An Newspaper published an article reflecting on the following:More than a year after their land leases expired, hundreds of aquaculture farmers are still anxiously waiting.The article reflects that, more than a year after the land lease contract between Trinh Mon Aquaculture Joint Stock Company (hereinafter referred to as Trinh Mon Company) and the Provincial People's Committee expired, the renewal or re-signing of the contract has still not been carried out.
This delay has caused anxiety among hundreds of households who have leased land for aquaculture. Many households have expressed concern that the delay in renewing the land lease contracts will make it difficult for them to access support programs and projects, as well as obtain bank loans, thereby affecting their investment and production expansion plans. Some opinions suggest that if Trinh Mon Company is not allowed to continue leasing the land, the State should consider reclaiming the area and handing it over to local authorities for management, so that people can directly lease or receive land from other sources...

After consideration, on April 1, 2026, the Department of Agriculture and Environment issued công văn (official letter) No. 3438/SNNMT-QLĐĐ regarding the handling of information reflected in the article "Land lease expired more than 1 year ago, hundreds of aquaculture households still anxiously waiting". The content is as follows:
Trinh Mon Aquaculture Joint Stock Company was granted a Certificate of Land Use Rights by the Provincial People's Committee under Decision No. 2535/QD-UB.DC dated October 15, 2004, with a term of 20 years, until October 15, 2024.
Prior to the expiration date of October 9, 2024, the company submitted an application for land use extension. However, according to the Department of Agriculture and Environment, due to ongoing land surveying and cadastral map revisions, the application was not yet eligible for consideration. The Department of Natural Resources and Environment issued Official Letter No. 7230/STNMT-QLĐĐ dated October 14, 2024, returning the application.
To date, the company has completed the land survey and record-keeping for several plots of land in Quynh Van and Quynh Anh communes and Quynh Mai ward. Regarding the area in Quynh Anh commune, the renewal application cannot be processed yet due to incomplete surveying and remaining issues with the Loc Thuy Cooperative.
According to the Department of Agriculture and Environment, Trinh Mon Company, formerly Trinh Mon Farm, was privatized in 2006 and sold off all state capital in 2010. Currently, the company still leases land to households for production, with contracts of varying terms.
Recently, some voters and cooperatives in the area, such as Loc Thuy Cooperative and Hoang Huong Cooperative, have requested the company to reclaim a portion of its land to lease directly to local people for production.
Based on that, the Department of Agriculture and Environment issued Official Letter No. 50/SNNMT-QLĐĐ dated January 6, 2026, reporting to the Provincial People's Committee and proposing to temporarily postpone the extension in order to conduct a comprehensive review.
On January 13, 2026, the Provincial People's Committee issued Official Letter No. 443/UBND-NN assigning the Department to preside over and coordinate with relevant units to establish an inter-agency inspection team. On February 9, 2026, the Department issued Decision No. 115/QD-SNNMT establishing the inspection team.

Subsequently, the Department issued Official Letter No. 1769/SNNMT-QLĐĐ dated February 10, 2026, announcing the work plan; the inspection team conducted on-site inspections and worked with local authorities in March 2026.
According to preliminary reports, the actual land area has fluctuated compared to the records issued in 2004. After discussions, the People's Committee of Quynh Van commune agreed on the proposed boundary extension, while the People's Committees of Quynh Mai ward and Quynh Anh commune requested further review and re-determination.
On March 30, 2026, the Department of Agriculture and Environment issued Official Letter No. 3321/SNNMT-QLĐĐ reporting the inspection results to the Provincial People's Committee. Due to the need for more time to coordinate with localities and businesses to review and complete the dossier and gather opinions from relevant units, the Department requested an extension of the deadline for completing the report.
The review and proposed solutions are expected to be completed before May 31, 2026.
Currently, the inter-agency inspection team is actively coordinating with local authorities and the People's Committees of the communes to implement the next steps before submitting the matter to the Provincial People's Committee for resolution according to regulations.
