The Party Committee of the Provincial People's Committee summarizes the Party building work in 2025.

Comrades Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Permanent Deputy Secretary of the Party Committee, Permanent Vice Chairman of the Provincial People's Committee; and Pham Tuan Vinh - Member of the Provincial Party Committee, full-time Deputy Secretary of the Party Committee, chaired the conference.

Also attending were members of the Provincial Party Standing Committee; representatives of the leadership of agencies and advisory bodies of the Provincial Party Committee; members of the Standing Committee, members of the Executive Committee, and members of the Party Committee's Inspection Committee; and leaders of the Party Committees and grassroots Party branches.

Successfully accomplishing the "dual mission"

In 2025, closely following the direction of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee, the Party Committee of the Provincial People's Committee promoted the spirit of unity, innovated leadership methods, and focused on directing grassroots Party organizations and the contingent of cadres and Party members to successfully implement the "dual task": leading the completion of the political tasks of the provincial-level state administrative agency while doing a good job of Party building.

The Party Committee has led the Provincial People's Committee in directing and managing socio-economic development, ensuring national defense and security, and creating momentum for the new phase. The estimated GRDP growth rate reached 8.44%, which, although not meeting expectations, is a relatively good growth rate in the overall context. The province's economy ranks 10th in the country.

Budget revenue achieved impressive results with 27,000 billion VND, exceeding the assigned target by 50%; ranking second in the North Central region. Foreign investment attraction continued to be among the top 10 localities nationwide with over 1 billion USD.

Social security is ensured with a profound sense of humanity. One of the significant achievements of the past year was the completion of the goal of eliminating more than 20,800 temporary and dilapidated houses for the poor, reaching 100% of the surveyed needs.

2025 was the first year of operation for the Party Committee after the merger and new establishment. The Party Committee quickly stabilized its organizational structure; promptly issued regulations and rules, and began operating effectively from the very beginning.

Political and ideological education work has closely followed and promptly disseminated new viewpoints, especially the article by General Secretary To Lam on "The New Era - The Era of National Advancement". Emphasis has been placed on monitoring public opinion and protecting the Party's ideological foundation.

The Party Committee successfully led the completion of the organizational restructuring and streamlining of the two-tiered local government according to the planned schedule. The Party Congresses of the Provincial People's Committee and grassroots levels were also successfully organized. Inspection and supervision work was carried out seriously according to the set program and plan.

Alongside the achievements, the Party Committee also frankly acknowledged the shortcomings and limitations. The growth rate has not met the set target. Disbursement of public investment capital is still slow. Administrative reform in some areas is not yet substantive; coordination between departments and agencies is sometimes not smooth; and there is still a tendency to shirk and avoid responsibility among some officials and Party members...

At the conference, delegates focused on objectively and comprehensively evaluating the achievements; analyzing the causes of existing shortcomings and limitations; and discussing and agreeing on the direction, goals, tasks, and breakthrough solutions for 2026 - the first year to lay the groundwork for the new term.

A radical shift in mindset is needed for breakthrough development.

Concluding the conference, Comrade Bui Thanh An - Standing Deputy Secretary of the Party Committee, Standing Vice Chairman of the Provincial People's Committee - emphasized that 2026 is a special year, the year of implementing the Resolutions of the Party Congress at all levels, and the time when the whole country enters a phase of striving for double-digit or higher growth.

Therefore, Comrade Bui Thanh An suggested that Party committees, subordinate Party branches, and heads of departments and agencies focus on leading and directing the successful implementation of the nine main political tasks. This includes focusing on implementing resolutions and specific mechanisms and policies with the view that "specific mechanisms must produce specific results."

The leadership should focus on implementing tasks related to economic growth and management. The growth target for 2026 is set very high, at 10% - 11.5%. We must overcome the shortcomings of 2025 and make breakthroughs in thinking to achieve the set goals. In addition, we need to accelerate the disbursement of public investment capital, as the current disbursement rate is lower than last year and lower than the province's potential.

Emphasizing the task of expanding development space, Comrade Bui Thanh An proposed focusing on land clearance for 3 industrial parks: WHA Phase 3, Hoang Mai II, and VSIP 3. At the same time, he requested the licensing of 2 new industrial parks: Tho Loc B and VSIP 4. Furthermore, he aimed to establish 3,000 new businesses by 2026, bringing the total number of businesses in the province to 28,000.

The Standing Deputy Secretary of the Provincial Party Committee and Standing Vice Chairman of the Provincial People's Committee also requested that leadership focus on continuing to restructure the agricultural sector, forming high-tech agricultural zones, and strengthening linkages with large corporations; striving to achieve the goal of the province basically meeting the standards of new rural areas. The Department of Agriculture and Environment should review and direct the process to ensure that no applications for land use right certificates for the people are left pending.

Continue to maintain high-quality education while addressing the shortage of teachers and facilities. Improve the quality of medical examination and treatment, reducing the burden on higher-level healthcare facilities. Especially, continue to prioritize social welfare, particularly during the Lunar New Year 2026. Strengthen administrative reforms and state management in all areas.

Regarding Party building work, the Standing Deputy Secretary of the Party Committee and Standing Vice Chairman of the Provincial People's Committee, Bui Thanh An, requested strong qualitative changes and innovative thinking. He emphasized the need to strengthen the fight against waste, linking it with the fight against corruption and negative practices. The Party Committee's Inspection Committee and Party branches and committees should strengthen supervision of the practice of saving and combating waste.

Continuing to implement Resolution No. 18 on organizational restructuring, the focus in 2026 will be strongly on operational quality, ensuring that the restructured apparatus operates more smoothly, effectively, and efficiently; and that procedures for citizens and businesses are processed faster.

Simultaneously, we will strengthen digital transformation in Party building work. In the first quarter of 2026, the Party Committee will issue a Resolution on building a team of dynamic, creative cadres, Party members, and workers who dare to think, dare to speak, dare to act, and dare to take responsibility for the common good; and continue to lead in concretizing the mechanism for protecting dynamic and creative cadres.

On this occasion, the Standing Committee of the Provincial People's Committee Party Committee decided to award Certificates of Commendation to 4 Party branches and 8 Party members for "Outstanding Performance" for 5 consecutive years (2021-2025); and to award Certificates of Commendation to 5 grassroots Party organizations for "Outstanding Performance" in 2025.
