Therefore, playing Thirteen, Chinese Poker, etc. for money, even just a few tens of thousands, is considered illegal gambling, a violation of the law.

Everyone thinks that it is a fun family event, and often the winnings are used for food and general expenses. However, according to the Supreme People's Court's guidance, this is also an illegal gambling act.

According to the law, if gambling with an amount of less than 5 million VND, the gambler will be administratively punished according to Article 26, Decree No. 167/2013. Specifically, anyone who buys lottery numbers will be fined from 200,000 VND to 500,000 VND.

A fine of 1 million to 2 million VND for one of the following acts: Illegal gambling in one of the following forms: Xoc Dia, Ta La, To Tom, Tu Lo Kho, Tam Cuc, 3 Cay, Tu Sac, Do Den, Co The or other forms where the winnings or losses are in money, objects...

For gambling with an amount of 5 million VND or more, gamblers can be criminally prosecuted for the crime of Gambling.

In addition, anyone who has been administratively sanctioned or convicted of gambling-related crimes and still commits a violation, gambling under 5 million VND is still at risk of being criminally prosecuted.
