On September 12th, the Inspection Committee of the Party Committee of the Provincial Agencies Bloc of Hoa Binh Province and the Inspection Committee of Kim Boi District Party Committee (Hoa Binh Province) announced that they had recently instructed grassroots Party committees to direct and guide subordinate Party branches where Party members' children received inflated scores in the 2018 National High School Graduation Examination to implement disciplinary procedures and report the results.
As a result, 19 officials and Party members were disciplined with a reprimand. Specifically, grassroots Party committees reported the results of disciplinary action against 15 Party members; the Kim Boi District Party Committee's Inspection Committee disciplined 4 officials and Party members whose children had their scores artificially inflated in the 2018 National High School Graduation Examination at the Hoa Binh Provincial Examination Board.

Nineteen officials and Party members whose children had their exam scores illegally inflated and used those inflated scores to gain admission to regular university and college programs violated Clause 8, Article 3 of Regulation 08 dated October 25, 2018, of the Central Committee on the responsibility of setting an example for officials and Party members; this violation warrants disciplinary action, as stipulated in Point a, Clause 1, Article 30 of Regulation No. 102 dated November 15, 2017, of the Politburo on handling violations by Party members.
The list of disciplined party members includes: Cu Viet Hung - Secretary of the Party Branch, Head of the Finance, Administration and Business Affairs Department, under the Party Committee of the Provincial Department of Finance; Dinh The Duc - Deputy Secretary of the Party Branch, Deputy Director of the Provincial Social Work Center, under the Party Committee of the Provincial Department of Labor, War Invalids and Social Affairs; Dinh Thi Thin - Party member of the Information Technology Center Party Branch, under the Party Committee of the Provincial Department of Natural Resources and Environment; Giang Thi Hien - Party Committee member, Secretary of the Administration - Accounting Party Branch, under the Party Committee of the College of Economics and Technology; Luong Viet Hung - Party member of the Personnel Organization Department Party Branch, under the Party Committee of the Provincial Department of Education and Training; Nguyen Thi Lan Huong - Party Committee member, Secretary of the Transport Management, Vehicle and Driver Management Department Party Branch, under the Party Committee of the Provincial Department of Transport; Nguyen Thi Thu Ha - Party Committee member, Tan Lac District Tax Office Party Branch, under the Party Committee of the Provincial Tax Department; Nguyen Thi Van - Party member of the Finance Department Party Branch, under the Party Committee of the Provincial State Treasury. Nguyen Truong Thanh - Party member of the Tax Inspection Team No. 2 Party Branch, Tax Department Party Committee; Nguyen Van Truong - Party member of the Transport Management, Vehicle and Driver Management Department Party Branch, Department of Transport Party Committee; Tran Thi Phuong Thuy - Party member of the Inspection Party Branch, Provincial Social Insurance Party Committee; Tran Thuong Hung - Party member of the Office Party Branch, Department of Education and Training Party Committee; Nguyen Van Ba - Party member of the Tan Lac District Treasury Party Branch, Provincial State Treasury Party Committee; Nguyen Dinh Tien - Party member of the Information Technology Party Branch, Hoa Binh Power Company Party Committee; Ha Thi Hanh - Party member of Party Branch 1, Department of Culture, Sports and Tourism Party Committee.
The Inspection Committee of the Kim Boi District Party Committee, Hoa Binh province, has disciplined four officials and Party members: Bach Cong Du - District Party Committee member, Party branch secretary, Head of the Economic and Infrastructure Department of Kim Boi district; Nguyen Thi Thoa - accounting officer, Party member of the Party branch of Primary School B, Vinh Tien commune Party Committee; Bach Cong Tinh - Party branch secretary, Principal of the Primary and Secondary School, Binh Son commune Party Committee, representative of the Binh Son commune People's Council, term 2016-2021; Bui Thi Thu Huyen - teacher, Party member of the Party branch of the Primary and Secondary School, Dong Bac commune Party Committee.
The 19 officials and Party members named above were found to have committed shortcomings by allowing their children's exam scores to be manipulated and inflated in the 2018 National High School Graduation Examination in Hoa Binh province, and using the illegal exam results to gain admission to universities and academies unlawfully, causing serious consequences, public outrage, and negatively impacting the reputation of the Party committee and government.
