On the afternoon of October 4, the Phu Lien Village Executive Committee, Quynh Long Commune (Quynh Luu) mobilized villagers to dig holes in the ground to plant trees in the Bang beach area. When digging down nearly 1 meter, a villager was shocked to discover a mortar shell with a radius of 82 mm and a length of more than 30 cm.

The village committee then reported the incident to the authorities. The Quynh Luu District Military Command sent military officers to the scene to handle the situation.
