Walking a dog without a muzzle can result in a fine of 1 million VND.
Starting September 15, if dogs are not muzzled and bite people when taken out on the street or in public, owners will be heavily fined.
That is the main content amended in Decree 90/2017/ND-CP issued by the Government regulating administrative sanctions in the veterinary field, effective from September 15.
According to this regulation, the act of not muzzling a dog, not keeping a dog on a leash, or not having a person lead a dog when taking it out in public will be fined from 600,000 to 800,000 VND.
In case the owner does not vaccinate his dog or cat against rabies, he will also be subject to a similar fine of 600,000 to 800,000 VND as the above behavior.

In case a dog bites or scratches another person, the owner must compensate the victim according to regulations.
In the case of people letting their dogs run free in the city, in public places or letting their pets cause damage to others, they will be fined from 100,000 to 1,000,000 VND. In cases of fierce dogs attacking and causing damage to the health or property of others, the dog owner will have to compensate depending on the extent of the damage.
Currently, in Ho Chi Minh City, there are about 110,000 households raising dogs with a total of over 220,000 dogs. However, only 12/24 districts have been recognized by the Ministry of Agriculture and Rural Development as having built rabies safety. Meanwhile, rabies is still a danger to people, whether living in urban or rural areas.
