2025 was an extremely challenging year, both internationally and domestically. However, Nghe An's industrial sector and exports achieved very positive results, contributing significantly to the province's overall growth. In 2026, the Department of Industry and Trade expects to overcome challenges, successfully achieve its annual targets, and create momentum for the entire 2026-2030 period.

The year 2025 presents numerous challenges due to weak global economic growth, inflation, and increasing trade protectionism. However, Nghe An province's industrial and export sectors have still achieved positive results: Industrial production value (at 2010 constant prices) in 2025 is estimated at VND 118,170 billion, a 13% increase compared to 2024; the industrial production index is estimated to increase by 17% compared to 2024 - the highest year of the entire term. Goods export turnover is estimated at over USD 4.5 billion, an increase of nearly 42% compared to the same period and exceeding the annual plan by 12.5%.

To achieve these results, the Department of Industry and Trade, acting as the Standing Agency of the Task Force for Industrial Sector Management, advised the Provincial People's Committee to implement a comprehensive set of solutions to promote growth. The Task Force for Industrial Sector Management and the Steering Committee for the Implementation of Resolution 07 directly worked with localities and businesses to resolve specific difficulties regarding investment procedures, infrastructure, and land clearance. As a result, obstacles faced by large projects such as Hoa Sen Steel, TH True Milk, Hoang Thi Loan Textile and Garment Company, etc., were gradually resolved, helping these projects to quickly enter stable operation and increase new production capacity.

Recognizing industrial clusters as the "key" to attracting investment, in 2025, the sector focused on advising on the establishment of three new industrial clusters (Do Lang II, Dong Thai, and Phuc Son) and adjusting many others. Accelerating the progress of technical infrastructure and putting these clusters into operation has created clean land, ready to welcome secondary investors.
Through funding for industrial promotion and supporting industries, practical support has been provided to businesses in applying advanced machinery; assisting businesses in bringing nearly 3,800 products to e-commerce platforms and participating in global supply chains, helping to open up product outlets.
The production capacity of large industrial projects has stabilized and increased, boosting export turnover. The FDI sector continues to play a driving role, making a significant contribution to overall growth thanks to the province's favorable investment environment and stable policies.

Thanks to flexible and proactive trade promotion activities, businesses have actively sought to expand into new markets, effectively utilizing free trade agreements; strongly applied information technology in connecting supply and demand, thereby accessing new and potential markets more quickly; and organized investment and trade promotion delegations to markets such as China, South Korea, Russia, Germany, and Laos.
In addition, the energy sector will also make a significant contribution to the province's overall growth in 2025. This is a key factor in helping businesses maintain continuous production, minimize supply chain disruptions, and attract investment.

2026 marks the first year of implementing the Resolution of the 20th Provincial Party Congress with very high targets. Mr. Pham Van Hoa, Director of the Department of Industry and Trade, said that the department has proactively prepared with key solutions:
Improve institutional frameworks and spatial development planning, focusing on advising on adjustments to industrial cluster development plans within the Provincial Planning for the period 2026-2030, with a vision to 2050, ensuring synchronization and meeting production needs. Simultaneously, continue reviewing and advising on amendments to Resolution No. 22/2021/NQ-HĐND to ensure that policies supporting industrial cluster infrastructure are truly attractive and effective in practice.

Focusing on new growth drivers, adhering to the spirit of Resolution No. 57-NQ/TW and Resolution No. 68-NQ/TW, prioritizing the development of the private sector economy, and encouraging businesses to invest in high-tech processing and manufacturing industries, renewable energy, and circular production.
Continue to improve the effectiveness of the Task Force for Industrial Growth, persistently monitoring and resolving difficulties for key projects. In particular, focus on urging and accelerating the progress of infrastructure investment in industrial clusters where businesses are the main investors, and definitively resolving obstacles in industrial clusters previously managed by district-level People's Committees, ensuring sufficient clean land and integrated infrastructure to attract capable investors from the very first year of the term.

To ensure energy supply meets the socio-economic development needs of the province, the Department will focus on reviewing and updating the plan for developing a synchronized power supply network (source-grid-load); resolving obstacles for 110kV and 220kV power grid projects. It will strongly encourage rooftop solar power and the use of energy-saving power systems in businesses. Coordination with Nghe An Power Company will be strengthened to ensure stable electricity supply for production, business, and daily life. The target by 2030 is a peak capacity of 2,200MW; the projected commercial electricity output is 8,818.74 million kWh. Approximately 2,871MW of power generation capacity will be added, with a focus on completing the 1500MW Quynh Lap LNG power plant project.
For exports, proactively forecast and understand market trends, enhance information dissemination to businesses, support businesses in adapting to technical barriers and green standards, and maximize the benefits of free trade agreements. Review and support the acceleration of investment projects into production and export, especially key industrial projects of the province, creating a source of export goods.

Develop export markets through connecting export supply and demand. Mobilize resources to invest in transportation infrastructure connecting logistics services. Complete and implement the Project: "Developing Nghe An province into a logistics center of the North Central region by 2030, with a vision to 2045" according to the Plan for implementing Resolution 39-NQ/TW dated July 18, 2023 of the Politburo.
In addition, we will promote the application of digital transformation, develop e-commerce in conjunction with the management and development of traditional markets and logistics centers, and improve the effectiveness of domestic and export trade promotion activities in accordance with the spirit of Resolution 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation...
