Attending in person and listening to the important message from the Vietnamese leader, Associate Professor, Dr. Neak Chandarith, Director of the Institute for International and Public Policy Studies, Royal University of Phnom Penh, expressed particular interest in the proposals presented in the opening keynote address, which shows that Vietnam has firmly positioned itself as an active actor in building peace and stability in a rapidly changing and unpredictable world.

According to Associate Professor, Dr. Neak Chandarith, the proposals put forward by General Secretary and President To Lam at the 23rd Shangri-La Dialogue reflect the vision of an outstanding leader, making a significant contribution to the process of building a sustainable regional security structure and protecting the position and stance of other small and medium-sized countries.

Enzo Sim Hong Jun, a researcher on Southeast Asian history and defense in Malaysia, shared that the key speech by General Secretary and President To Lam at the 23rd Shangri-La Dialogue conveyed a strong message about the combination of proactive foreign policy and a comprehensive national development vision. He stated that General Secretary and President To Lam's speech not only demonstrated an era of confident diplomacy but also emphasized that global engagement is a key tool to ensure Vietnam's future development.

In an interview with the press, Professor Mei Liang, Director of the Center for Southeast Asian Studies at Beijing Foreign Studies University (China), stated that the speech by General Secretary and President To Lam was positive and constructive, essentially reflecting the views of most Southeast Asian countries. Professor Mei Liang highly appreciated the views expressed by General Secretary and President To Lam in his speech. According to the Professor, ASEAN needs to be independent and self-reliant, respected, and free from interference from any external forces.

Professor Vu Minh Khuong of the Lee Kuan Yew School of Public Policy and Dr. Mohamed Effendy B Abdul Hamid, Senior Lecturer in Southeast Asian Studies at the National University of Singapore (NUS), both believe that the visit not only provides impetus for Vietnam-Singapore relations but also contributes to ensuring that ASEAN remains a strong, unified, and indispensable factor on the international stage.

According to Professor Vu Minh Khuong, both Vietnam and Singapore advocate building deep ties across various sectors, from maritime and aviation industries to human resource training, energy, energy reserves, and national security, creating trade links as a foundation for a unified Southeast Asian economy by 2050.

The visit of General Secretary and President To Lam to Singapore is expected to open up many new avenues of cooperation between Vietnam and Singapore, including the development of high-quality human resources - one of the areas with great potential and long-term strategic significance.

Associate Professor Dr. Luu Anh Tuan from the Department of Computer Science and Data Science, Nanyang Technological University, Singapore, believes that cooperation between the two countries in developing high-quality human resources still has much room for improvement and needs to be promoted through flexible mechanisms that are appropriate to practical requirements. Bilateral cooperation can begin with concrete steps in higher education and scientific research. Scientists and experts from both countries can collaborate through joint supervision of doctoral students, student exchanges, implementation of in-depth research projects, or the establishment of joint laboratories.

Public opinion views Vietnam-Singapore relations as facing new opportunities to promote extensive cooperation in the fields of science and technology, artificial intelligence (AI), semiconductor industry, and innovation.

Dr. Ha Son Tung, Deputy Head of the Advanced Optical Technology Department at the Singapore Agency for Science, Technology and Research (A*STAR), believes that Vietnam and Singapore currently have many favorable conditions to strengthen cooperation, especially in the fields of science and technology and innovation.

According to this researcher, with the advantage of close geographical proximity, many cultural similarities, and increasingly close connections between the two economies, Vietnam and Singapore can fully promote research cooperation programs on a broader scale in the future. Besides building on the successes of the Vietnam-Singapore Industrial Park (VSIP) model, the two countries can expand cooperation into high-tech fields through direct research projects between their respective science and technology agencies.
