Typically, on January 21, 2021, the authorities arrested Tran Huu Duc (born in 1964), residing in Nam Dan district, to investigate his activities aimed at overthrowing the people's government. On August 16, 2021, the People's Court of Nghe An province held a first-instance trial of the criminal case against Tran Huu Duc for the crime of "Activities aimed at overthrowing the people's government" under Clause 3, Article 109 of the Penal Code.

The indictment of the Provincial People's Procuracy clearly stated: From June 2020 to January 2021, Duc, through Facebook, contacted Ho Thi Xuan Huong and Ngo Cong Tru, members of the terrorist organization "Provisional National Government of Vietnam" based in the US, led by Dao Minh Quan. Under the instructions of these subjects, Duc collected personal information of 36 citizens residing in Nam Linh, Xuan Lam, and Kim Lien communes (Nam Dan) and sent it to Ho Thi Xuan Huong to register to participate in the "Referendum" to elect Dao Minh Quan as president of the "Third Republic of Vietnam".

Next, Duc wrote an application via the Facebook account "Toi Que Huong" to join the organization "Provisional National Government of Vietnam"; insulted the leader on the Vietnamese currency and then took a photo and sent it to Ngo Cong Tru to register to join the organization "Provisional National Government of Vietnam", with the aim of overthrowing the leadership role of the Communist Party of Vietnam, abolishing the Socialist Republic of Vietnam regime... Based on legal provisions, the Court of First Instance sentenced defendant Tran Huu Duc to 3 years in prison for the crime of "Activities aimed at overthrowing the people's government". The defendant was also placed on probation for 2 years from the end of his prison term.

Previously, on March 22, 2021, the Nghe An Police Investigation Security Agency executed an emergency detention order against Nguyen Duy Huong (born 1987), residing in Yen Thanh district, to investigate the act of "Making, storing, disseminating or propagating information and documents aimed at opposing the Socialist Republic of Vietnam" under Article 117 of the Penal Code.

According to the investigation agency's documents, from 2018 until the time of his arrest, Nguyen Duy Huong used the Facebook page "Bao Kiem" to post many distorted and defamatory contents of the people's government. Huong also took advantage of sensitive events to write, post, and share images and articles with content that defamed the government, defamed and insulted the activities of public agencies, and insulted those performing their duties. Nguyen Duy Huong's actions violated the people's trust in the Party and the socialist regime, and undermined political and ideological unity in society...

Since 2017, the Nghe An Police Investigation Security Agency has prosecuted and investigated 8 cases with 8 defendants for crimes against national security. These subjects often collude with extremist elements and reactionary organizations abroad to build, gather forces, establish and organize inciting activities, protests and disturbances, take advantage of cyberspace to propagate and distort the Party's guidelines and policies, the State's laws, defame leaders, slander the people's government, and take advantage of democratic freedoms to conduct activities against our Party and State.

Among them, there are a number of highly educated people who have received basic training but soon developed negative and discontented thoughts, which were exploited, incited, and lured by hostile forces to commit acts against the Socialist Republic of Vietnam. Typical examples include Nguyen Viet Dung (born in 1986), residing in Hau Thanh commune, Yen Thanh district, who was a student at a famous university in Hanoi; Nguyen Duy Huong (born in 1987), residing in Yen Thanh district, who is a doctor at a private clinic; or Nguyen Nang Tinh (born in 1976), from Quynh Hung commune (Quynh Luu), residing in Vinh city, who was formerly a teacher at a college in the area...

The arrest and strict trial of these subjects has demonstrated the determination of Nghe An authorities in the fight against subjects with acts of sabotage against the Party and the State; and is also a warning to those who have gone astray, gone astray, and gone against the interests of the nation and people. If they do not wake up soon, they will be severely punished by the law. Thereby, helping people understand the plots of hostile forces, raise their vigilance, not listen to incitement, and not support activities against the State and sabotage the great national unity bloc.

Building people's security posture

Nghe An is a large and populous province with a land border of 468.281 km, the border area has 61 communes and wards in 11 districts and towns with many ethnic groups. The political security, order and social safety situation in the area still has many potential risks.

Therefore, in recent years, the Provincial Party Committee and People's Committee have directed functional agencies to closely coordinate, promptly detect and strictly handle criminal acts.national security violationin the area. Typically, recently, implementing Document No. 1193 dated November 22, 2021 of the Department of Publishing, Printing and Distribution on coordinating the inspection of publications released on the market. On November 30, 2021, the Department of Information and Communications of Nghe An issued Document No. 1855 requesting the People's Committees of districts, cities and towns to direct the Department of Culture - Information: Notify book businesses to know and request a commitment not to buy, sell or keep the book "The sweater mother knits" by author Trung Quan under the name of Hong Duc Publishing House.

At the same time, organize inspections of book stores in the area and promptly recall any books found for sale or storage.

In this book, there is a passage that says, "I want to knit a shirt of freedom and democracy for my homeland to replace the dictatorship and oppression of Communism, to knit sacred national love instead of foreign dictatorship, to knit prayers and chants instead of empty promises, populist phrases, and deceitful lies..." Although only quoting a passage, it is easy to see clearly the author's intention to spread anti-State ideology and anti-socialist regime in Vietnam.

Imbued with the viewpoint of combining national strength with the strength of the times in building and protecting the Fatherland, the Provincial Party Committee and People's Committee of Nghe An province have also directed functional agencies, Party committees and local authorities to build and replicate the movement "All people protect national security" suitable for each region, each type of object and each time. Up to now, the whole province has built more than 58 types of models, typical advanced examples in crime prevention and control, ensuring security and order in 1,443 residential areas, communes, wards, towns, agencies, enterprises and schools with effective operations. Of which, 8 models have been commended and replicated nationwide by the Ministry of Public Security. Typical examples include the model "Ensuring security and order in building new rural areas" in Hung Tan commune, Hung Nguyen district; the model of skillful mass mobilization in community reintegration in Thai Hoa town... contributing to building a solid people's security posture right at the grassroots level.

On the other hand, to prevent political opportunists and hostile forces from taking advantage of pressing, prominent issues of public concern to exaggerate weaknesses and limitations in the leadership, direction and management of Party committees and authorities at all levels; to lower the prestige of officials at all levels in order to reduce the trust of Party members and people, causing social instability. The province also requires sectors and localities to pay attention to receiving citizens and handling complaints and denunciations, focusing on resolving disputes in a number of sensitive areas, not letting them drag on and drag on, creating hot spots and causing resentment among the people. At the same time, direct strict handling of cases related to crimes of official position, corruption, economics, etc.In 2021, the whole province discovered and prosecuted 10 cases, 35 defendants related to crimes of position and corruption (an increase of 5 cases, 19 defendants compared to 2020).

Mainly crimes of abusing position and power in performing official duties; lack of responsibility causing serious consequences; forgery in work; abuse of position and power to appropriate property; abuse of power in performing official duties. Detected and prosecuted 201 cases, 314 defendants related to economic crimes (an increase of 35 cases, 98 defendants compared to 2020).

Along with the fight against all types of crime, the authorities also deploy flexible solutions in propaganda work to raise people's vigilance against tricks and acts that violate national security, especially in cyberspace.
