On the afternoon of April 3rd, Prime Minister Pham Minh Chinh, Head of the National Steering Committee on International Integration, chaired the online meeting of the Steering Committee for the first quarter of 2026.

Proactive and systematic implementation

At the conference, the Ministry of Foreign Affairs reported on the results of international integration efforts and the signing and implementation of commitments and agreements with partners in high-level activities during the first quarter of 2026.

Accordingly, based on the Party's foreign policy guidelines, Resolution 59, and the Government's Action Program, it can be said that foreign affairs and international integration activities in the past period have been implemented proactively and systematically; responding quickly, flexibly, and effectively to complex changes.

Notably, the Party's major foreign policy orientations have been urgently institutionalized. Economic integration has been promoted to minimize negative impacts and mobilize resources to serve strategic goals, especially double-digit growth. Cooperation in strategic areas has been boosted.

The Prime Minister also held high-level phone calls to stabilize oil supplies amidst a global energy market and supply chain severely impacted by the conflict between the US, Israel, and Iran.

In Nghe An province, closely following the directives of the Government and central ministries and agencies, the province has promptly issued plans to effectively implement Government Resolutions No. 59 and No. 153, thereby creating an important foundation for international integration and attracting resources for development.

Highlights of the first quarter of 2026 include the granting of licenses for 4 new FDI projects and the adjustment of 1 project, with a total capital of over 2.269 billion USD; and receiving 1 non-refundable ODA project funded by KOICA worth 4.5 million USD. Export turnover is estimated at nearly 1.262 billion USD, and import turnover at nearly 1.109 billion USD.

In addition, the province is strengthening international cooperation in various fields, promoting the image of Ho Chi Minh's homeland; promoting tourism at the ASEAN International Tourism Fair 2026 in the Philippines; organizing in-depth scientific seminars; signing an educational cooperation agreement with the city of Erfurt (Germany) and sending officials to participate in training programs organized by New Zealand...

At the conference, ministries, departments, and localities exchanged and shared experiences in promoting international integration. They also proposed strengthening the coordinating and supportive role of the central government in international integration across various fields, particularly the role of the Ministry of Foreign Affairs as the focal point in connecting localities with Vietnamese representative offices abroad, other localities, strategic partners, investment funds, and multinational corporations.

At the same time, support should be provided for human resource training and enhancing the capacity for international integration at the local level, especially in training specialized personnel and international cooperation in training high-quality human resources.

Promoting deeper international integration.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that in the context of complex global developments, it is necessary to uphold the spirit of proactiveness: that is, proactively grasping the situation and avoiding being passive or caught off guard strategically.

Actively maintain cooperative relations and uphold good relations between Vietnam and other countries. Proactively implement and adjust policies, being flexible and adaptable to the actual situation, especially foreign policy and international integration. Proactively adapt, quickly, promptly, and effectively to all developments.

At the same time, it is necessary to proactively turn the situation around and transform the state, turning crisis into opportunity, and risk into a competitive advantage. The Prime Minister also emphasized that in the coming period, it is necessary to improve the quality and strengthen economic diplomacy, diversify markets, diversify supply chains, diversify products, and reduce dependence on a few partner markets.

Emphasizing the overarching goal of striving for double-digit growth, Prime Minister Pham Minh Chinh requested that all levels, sectors, and Vietnamese embassies make concerted efforts. International integration must be placed within the strategic goals of the country's century-long development plan, aiming for rapid and sustainable growth.

At the same time, we must strengthen efforts to attract high-quality, efficient foreign investment with high technological content and added value. We must promote deep, substantive, and effective international political integration to increase the depth of political trust with partners.

At the same time, actively contributing to forums, with top priority given to strengthening solid relations with neighboring countries and Southeast Asian countries, along with developing balanced and harmonious relations with major powers and creating significant changes in relations with important partners and traditional friends, contributing to expanding the country's strategic space.
