Strengthening law enforcement, conserving biodiversity, and protecting wildlife.
The People's Committee of Nghe An province has requested that departments, agencies, and localities strengthen law enforcement, promote public awareness campaigns, and resolutely prevent illegal hunting, trading, and consumption of wild animals, migratory birds, and invasive alien species.
The People's Committee of Nghe An province recently issued Official Document No. 13850/UBND-NN dated December 11, 2025, on strengthening law enforcement, disseminating information, and promoting biodiversity conservation and wildlife protection in the province.
According to the official document, the Chairman of the Provincial People's Committee assigned departments, agencies, and the People's Committees of communes and wards to continue effectively implementing the 2008 Biodiversity Law; and the decisions and directives of the Prime Minister related to the management of invasive alien species and the conservation of wild and migratory birds in Vietnam. The dissemination of laws must be carried out through practical methods suitable to the conditions of each locality, linked to the fight against and handling of violations.
The Provincial People's Committee requests that officials, civil servants, workers, and citizens refrain from participating in the illegal hunting, buying, selling, transporting, slaughtering, consuming, storing, or advertising of wild animals and migratory birds; and from raising, cultivating, buying, selling, or releasing invasive alien species. In particular, the purchase of birds for release is considered an act of aiding and abetting the hunting and trapping of wild birds.
Departments and agencies including Agriculture and Environment, Provincial Police, Provincial Military Command, Customs Sub-department Region XI, Industry and Trade, along with the People's Committees of communes and wards, are tasked with strengthening inter-agency coordination, closely monitoring the local situation; reviewing, compiling statistics, and regularly inspecting restaurants, wildlife breeding and trading establishments, local markets, and key transportation routes.
Forest rangers, fisheries inspectors, police, border guards, customs, and market management forces are focusing on detecting, preventing, and strictly handling illegal hunting, trading, transporting, and consuming of wild animals and migratory birds; while also proactively implementing measures to prevent diseases originating from wild animals and strengthening efforts to combat smuggling and trade fraud in the forestry sector.
In addition, the Provincial People's Committee requested stricter management of the breeding, cultivation, trading, and release of invasive alien species, and severe penalties for violations; launching a mass movement to encourage public participation in reporting crimes, and mobilizing people to voluntarily hand over illegally kept wild animals to the authorities.
