Expedite the progress of the Vinh - Thanh Thuy Expressway Project.
During an on-site inspection of the progress of Construction Package 01, Component Project 01 of the Vinh - Thanh Thuy Expressway Investment and Construction Project on the morning of July 6th, Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested the investor and contractor to focus on simultaneously implementing all items of the package.
Accompanying them were representatives from the following departments and agencies: Construction, Agriculture and Environment, Finance, Industry and Trade, the Provincial People's Committee Office, and the Nghe An Provincial Traffic Project Management Board.

Construction Package 01 has a length of 6.3 km. According to the investor's report, the Nghe An Provincial Project Management Board for Transportation Works, since the commencement on May 18th, the joint venture of Deo Ca Group Joint Stock Company and Delta Construction and Trading Joint Stock Company has been gathering machinery and equipment, constructing temporary shelters and concrete mixing plants, testing various input materials, leveling the construction site, implementing construction drawing design, obtaining blasting permits, and constructing and installing power lines and transformer substations to serve the construction...
Construction of bored piles is expected to begin on July 15th, with mass deployment starting on July 20th, involving 9 construction teams: 1 for tunnel construction, 2 for road construction, and 6 for bridge construction.

Regarding land handover, 5.5 out of 6.3 km have been handed over, reaching 88%. The remaining sections include a 520m section through Hung Nguyen commune, comprising 10 households with 80m of residential land and 440m of national defense land; and a 209m section through Kim Lien commune, comprising 3 households with 72m of garden land, 3 aquaculture ponds with 72m of fish farming land, and a 65m gas station, which are currently being dismantled to hand over the land. Regarding materials, 11 soil quarries and 1 sand quarry are undergoing special licensing procedures.
After assessing the progress and difficulties encountered by the investor, contractor, and local authorities, and conducting on-site inspections at the shooting range of Regiment 764 (Provincial Military Command) located east of Dai Hue tunnel in Hung Nguyen commune and the construction site of Nam Giang bridge (at Km3+600) in Kim Lien commune, Vice Chairman of the Provincial People's Committee Hoang Phu Hien assessed that the on-site construction progress of Construction Package 01 is behind schedule and has not met the province's directives.
Accordingly, Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested that locations and items not related to earthworks be prioritized for immediate implementation. The Nghe An Provincial Project Management Board for Transportation Works should review the route to ensure simultaneous implementation of all bridge items this week. Simultaneously, they should coordinate with the Department of Agriculture and Environment to complete the procedures so that earthworks are available by July 15th at the latest, facilitating the acceleration of the main embankment construction before the rainy season. The consortium of contractors is requested to concentrate manpower and equipment to ensure the overall progress of the project.
Regarding some remaining land-related issues, Vice Chairman of the Provincial People's Committee Hoang Phu Hien directed the Nghe An Provincial Project Management Board for Transportation Works and the Department of Agriculture and Environment to coordinate in order to promptly hand over the land to the construction contractor, especially for the two ends of the Dai Hue tunnel.
Furthermore, to closely monitor progress, Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested the investor to prepare detailed progress drawings for each item on the route. After July 15th, provincial leaders will continue to inspect and assess the progress on the construction site.
Package 01, Component 01 of the Vinh - Thanh Thuy Expressway Construction Investment Project, is 6.3 km long and includes the following main items: Dai Hue Tunnel with a left branch 495m long and a right branch 499m long, each branch 14.05m wide; 11 bridges, including 4 bridges on the main route and 7 branch and overpass bridges (Dai Hue Bridge is the longest with 34 spans, over 1.4 km long); 6 pedestrian underpasses; and 43 culverts (16 culverts on the main route, 11 culverts on branch interchanges, and 16 culverts on the service roads).
