Expedite the progress of the Ly Thuong Kiet road project (Vinh City).

(Baonghean.vn) - This was the directive given by Mr. Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, during a working session with various levels and sectors regarding the Ly Thuong Kiet road construction project on the morning of March 9th.

The Ly Thuong Kiet road construction project (the section passing through Hung Binh ward, Vinh city) has its starting point at the intersection with Le Loi road and its end point at the intersection with Nguyen Van Cu road. The project was approved for investment by the Vinh City People's Committee in 2011. In 2014, the provincial People's Committee approved the investment proposal for the construction project.

The project is implemented under a build-transfer (BT) contract. The investor is Nghe An Road Construction and Design Consulting Joint Stock Company. The road is 1,056.34m long, with a construction setback of 24m, including a 12m road surface and 6m sidewalks on each side.

Inspect the land area where land will be subdivided and people will be resettled.

To implement the project, a total of 67 households (excluding those separated) will be affected, requiring resettlement with a land area of ​​11,018 m2 to be acquired, and 7 agencies/units will be affected with a land area of ​​13,532 m2 to be acquired. The cost for compensation and land clearance is approximately 133 billion VND (excluding land for resettlement and national defense purposes).

To provide residents with new housing, the Vinh City People's Committee has developed a detailed construction plan at a scale of 1/500 for a park, parking lot, community cultural center, and resettlement plots in Vinh Phuc block, Hung Phuc ward. A total of 97 plots have been approved. Of these, 49 plots and the parking area have already undergone land clearance.

Mr. Ha Thanh Tinh, Vice Chairman of the Vinh City People's Committee, presented an overview and the contents that have been implemented.

Comrade Huynh Thanh Dien emphasized the importance of the project and directed relevant departments and Vinh City to take decisive action to ensure its early implementation.

After hearing the opinions of the relevant parties, Mr. Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, emphasized that the project plays an important role in improving infrastructure, preventing flooding and reducing traffic congestion, expanding urban space, and contributing to the socio-economic development of the ward and the city. In addition, the project is extremely complex in terms of land clearance, therefore it needs focused direction and decisive implementation.

The comrade suggested that the Vinh City People's Committee should comprehensively direct the project, assigning one unit or individual to be primarily responsible. Simultaneously, a comprehensive and specific plan must be developed, and all aspects must be implemented in parallel. Relevant departments should coordinate with the Vinh City People's Committee to effectively implement the project's contents. The goal is to complete the land clearance work by the end of September 2016 and the project by the end of July 2017.
