The project to restore and upgrade the Northern Nghe An irrigation system was approved by the Ministry of Agriculture and Rural Development with a total investment of more than 5.7 trillion VND from Japanese ODA loan (JICA), with the Department of Agriculture and Rural Development as the investor of component 1: Restoring and upgrading the Northern Nghe An irrigation system, with a total investment of more than 5.2 trillion VND.

The project's objective is to ensure stable irrigation for 27,656 hectares of agricultural land, creating a water supply for industry of 1.89 m3/s and domestic use of 1.59 m3/s for 5 districts: Do Luong, Yen Thanh, Dien Chau, Quynh Luu and Hoang Mai Town. Upgrading and expanding Dien Thanh sluice to drain water and reduce flooding for 15,000 hectares of low-lying areas of Yen Thanh and Dien Chau districts.

According to the report of the Department of Agriculture and Rural Development, up to now, 8 packages of component 1 have completed 70% of the contract volume, 9 packages of phase 2 were implemented in early 2017, the main package will be implemented in May 2017, the remaining packages will be bid in 2017 - 2018.

Reporting to the Provincial People's Committee, Hoa Hiep Company Limited said that the project has currently implemented a number of items: Construction road, leveling, dike and is constructing the bottom of the culvert. It is expected that the concrete foundation of the culvert will be completed by May 25. To deal with the minor floods, the Company is planning to remove water hyacinth to clear the flow of the Bung River, and if necessary, will break the dike to escape the flood.

The Project Management Board (Department of Agriculture and Rural Development) requested localities to disburse compensation for site clearance to households. Currently, there are still some communes in Do Luong district and some households in Vinh Thanh commune (Yen Thanh) that have not received compensation for site clearance of the project.

Yen Thanh District People's Committee requested the construction units and the Department of Agriculture and Rural Development to proactively prevent flooding in the locality during the construction of Dien Thanh culvert, causing blockage of the flow of Bung River. The district is also assigning Vinh Thanh commune to complete the site clearance for some remaining households.

The Department of Agriculture and Rural Development requested the Provincial People's Committee to direct localities and the Northern Irrigation Company to create all conditions to properly implement the water cut-off schedule approved by the Provincial People's Committee; Direct the District People's Committees to promptly carry out site clearance work and arrange counterpart funds in 2017.

After inspecting the actual situation and listening to reports and proposals from departments, construction units and localities, Mr. Dinh Viet Hong - Vice Chairman of the Provincial People's Committee requested the Department of Agriculture and Rural Development to direct consulting units and construction units to ensure progress, in order to ensure irrigation water and domestic water for people. Direct the Project Management Board to coordinate with contractors and localities to adjust the water cut-off schedule accordingly.

The Vice Chairman of the Provincial People's Committee also requested Do Luong and Yen Thanh districts to pay compensation to people on the N2 canal so that contractors can carry out construction; at the same time, inspect and stop people from discharging domestic water directly into the N2 canal, causing environmental pollution for the canal and affecting the quality of the project.

Regarding natural disaster prevention work at Dien Thanh sluice and Bung river, the Provincial Steering Committee for Flood and Storm Prevention and Control is required to assign specific tasks to each member, be on duty 24/7 and develop specific plans for each member, ensuring the safety of people's lives and property. The Northern Irrigation Company and Yen Thanh and Dien Chau districts are required to proactively monitor the weather during the flood and storm season.

The contractor is Hiep Hoa Company Limited, mobilizing the highest number of personnel, working overtime, speeding up the progress of Dien Thanh drainage culvert. The consulting unit is requested to closely follow the site to ensure the quality of the project items.
