(Baonghean.vn) - On the morning of September 20th, the Provincial People's Committee held a working session with VSIP Nghe An Co., Ltd. regarding the progress of the VSIP Nghe An Industrial, Urban and Service Zone project.

Attending the working session were comrades Nguyen Dac Vinh - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Dinh Viet Hong, Vice Chairman of the Provincial People's Committee and leaders of several provincial departments and agencies, along with leaders of Hung Nguyen district.

Representing VSIP Nghe An were General Director Anthony Tan and Deputy General Director Edwin Chee, along with many other company leaders.

According to the Southeast Economic Zone Management Board, the VSIP Nghe An Industrial, Urban and Service Zone project, invested by Vietnam-Singapore Industrial Park Joint Venture Company Limited, covers an area of ​​750 hectares with a total registered investment capital of over 1,600 billion VND. Of this, the industrial zone occupies over 360 hectares and the urban and service zone covers nearly 387 hectares.

Currently, VSIP Nghe An has attracted three investors: TDV Production & Trading Group Co., Ltd., NANOCO Vinh, and Vietnam Post Corporation, with a total investment of approximately 235 billion VND.

To date, the project has cleared more than 156 hectares of land. In terms of progress, VSIP Nghe An is currently leveling the ground and constructing basic infrastructure systems within the industrial park, including: road systems; rainwater and wastewater drainage; clean water supply systems, etc.

In addition, VSIP Nghe An is also implementing several technical projects of the Industrial Park such as a wastewater treatment plant with a capacity of 6,000 m³.³/day and night; factory/warehouse space for rent with an area of ​​5,000m².² ; nursery. In addition, in the near future, construction will continue on the office building and fire station to serve the operations of customers in the industrial park.

Over the past year, the project has encountered numerous difficulties and obstacles. According to the Management Board of the Southeast Economic Zone, the Industrial Park Phase 1A currently has approximately 4 hectares that have not yet been relocated to clear the land, affecting both the construction process and the aesthetics of the industrial park.

The Phase 1A urban area covers approximately 43 hectares. According to the plan, 33 hectares will be handed over by June 30th and the remaining 10 hectares by July 30th; however, only about 17.5 hectares have been cleared so far.

Similarly, land clearance in some areas is still facing obstacles due to untimely allocation of funds. In Hung Chinh commune, the prolonged process of determining land use origins is also affecting the compensation process. Meanwhile, in Hung Nguyen town, the approval of adjustments to the land price list is slow…

To ensure progress in the coming period, the Management Board of the Southeast Economic Zone recommends that the People's Committee of Nghe An province prioritize allocating 30% of the land clearance funds promptly to implement compensation for the remaining areas according to VSIP's proposed schedule.

"We propose that the province direct local authorities to quickly implement the resettlement area and cemetery; relocate the cultural center and stadium of the hamlets to quickly hand over the 4 hectares currently located within the Industrial Park to the investor; and mobilize the people to clear the land for the power lines that are currently causing problems. In particular, we urge the urgent clearance of the remaining 25.5 hectares to hand over the entire 43 hectares of land in the Urban Area before September 30th so that VSIP Nghe An can proceed with leveling to ensure the project's progress," the Southeast Economic Zone's proposal stated.

The Management Board of the Southeast Economic Zone also requested the People's Committee of Nghe An province to direct the Department of Natural Resources and Environment and the Tax Department to resolve procedures related to granting land use right certificates to VSIP soon after the Management Board signs the land lease contract with VSIP; and to urge the Northern Power Corporation to invest early in the power supply system for customers and some technical infrastructure works of VSIP in the first quarter of 2017.

In addition, the Management Board of the Southeast Economic Zone also requested VSIP Nghe An to accelerate the construction progress of the project's technical infrastructure; focus on attracting investment in secondary projects to quickly fill the area of ​​the industrial park in phase 1; strictly implement environmental protection work, build a clean and environmentally friendly industrial park; and consider early implementation of the 66-hectare industrial park and 40-hectare urban area in phase 1B.

During the meeting, VSIP Nghe An put forward several recommendations, such as relocating the graves along Road 46B as soon as possible; and completing the relocation of power lines within the industrial park as soon as possible.

After hearing the reports, Chairman of the Provincial People's Committee Nguyen Xuan Duong directed the Southeast Economic Zone to assign staff to handle procedures related to land lease fees for VSIP, resolve daily arising issues, and regularly urge the resolution of procedures to expedite the project.

Regarding stakeholders such as Hung Nguyen district, the Chairman of the Provincial People's Committee requested the local authorities to actively mobilize people to relocate; provide regular guidance to ensure the handover of land is on schedule, and quickly proceed with the exhumation of graves in parallel with the construction of a permanent centralized burial area for relocation.

"Overall, the VSIP project is progressing slowly, and there aren't many investment projects here yet. I suggest that VSIP needs to accelerate construction progress and at the same time take measures to attract investors. In the short term, VSIP needs to present roadmaps, especially regarding the roadmap for attracting investment," the head of the Nghe An Provincial People's Committee emphasized.

Provincial Party Secretary Nguyen Dac Vinh stated that the reason for the VSIP project's delay compared to other projects implemented in the province stems from both Nghe An province and the enterprise. "I hope that in the future, VSIP will be more proactive in attracting investment. We have completed some of VSIP's requirements, and I believe we can resolve any arising obstacles. We have provided maximum support, and I hope VSIP will do its utmost to ensure the project's progress," the Provincial Party Secretary emphasized.

The Provincial Party Secretary noted that, compared to the June meeting, the current report shows significant progress in the project, with infrastructure becoming more clearly defined. The Provincial Party Secretary also expressed his hope that VSIP would ensure the completion of all targets by the end of the year.

Concluding the meeting, the General Director of VSIP Nghe An pledged to make every effort to accelerate the project's progress, actively attract investment, and will present specific plans and roadmaps for attracting investment at the year-end meeting with the province, as requested by the Provincial Party Secretary.

On this occasion, Nghe An province awarded Certificates of Commendation to 2 collectives and 13 individuals for their significant contributions to the direction and implementation of the VSIP Nghe An project over the past year.
